Introduction. Against the backdrop of increased government participation in the economic development of the country, support for agricultural engineering was seen as one of the tools for transformation in the agricultural sector, as well as a way to increase public welfare. In addition, the government was interested in the growth of agricultural production and exports, which became one of the most important sources of foreign exchange funds. This article will attempt to explore the position of the state and the forms of its participation in the development of agricultural engineering in Russia. Special attention will be paid to the process of folding the corporate organization of manufacturers of agricultural machinery and implements, against the backdrop of the strengthening of monopolistic trends in the Russian economy in the late XIX – early XX centuries. Materials and Methods. In solving the research problems, archival materials, published data of official statistics, and also scientific literature were used. The study was conducted on the basis of the principles of historicism, objectivity and system approach. The need to process quantitative data necessitated the use of a statistical method. The use of modernization theory made it possible to include the development processes of the production of agricultural machinery and implements in the trend of industrial modernization. Results. Based on a study of archival and published sources, as well as available scientific literature, the main development problems were identified, and the evolution of government policy in the field of agricultural engineering in the late XIX – early XX centuries was examined. Against the backdrop of increased government participation, the processes of capital self-organization are shown, the forms and results of interaction between government structures and corporate-monopoly organizations in the development of this industry are studied. Discussion and Conclusion. At the end of the XIX and beginning of the XX centuries, state participation in the development of the industry took place in two directions. Firstly, the customs regulation of imports of agricultural machinery, which was protectionist in nature. Secondly, direct support to manufacturers of machinery and complex technical devices for agriculture (bonuses and soft loans to owners of specialized enterprises, assistance in the transportation and marketing of products, etc.). In parallel, there was a consolidation of domestic manufacturers of agricultural machinery and implements in order to exchange experience, jointly solve the most pressing problems and lobby their interests in government circles. Since 1907, congresses of Russian manufacturers of agricultural machinery and implements began to be regularly held. In fact, this corporate organization has transformed into a monopolistic type of association. The study showed that the interaction of government structures and corporate-monopoly associations of manufacturers of agricultural machinery and implements, despite some differences, was generally cooperative in nature and had a very positive effect on the development of the industry.

Agricultural world  was a leading sector in longterm development in the past goverment (Orde Baru). Agricultural sector was always as a priority in every stages of five years goverment developmental planning.  Unfortuneatly those regulation concept and theories of the goverment only putting farmers as an object not as subject in  order to develop political images for commercial agencies.  Goverment developmental policy in New Order, which top-dwon system, induced farmer dependency especially in Karawang district. Therefore, most of them start to build a contrary system to against the policies. This studies using participatory observational, interviews,  and intensif dialogue among farmers in Karawang district. Literature data analysis using modernity, developmental, societies and political sociological theories.  The reformation era become a  first momentum for Karawang’s farmers to reorganize and institutionalize their ”heiding resistance”. After five years of reformation,  their organization became participative and independent. Through this organization, farmers capable to create diplomacy, democracy, advocacy, networking and strengthen literacy in order to reorganize their political empowerment.

As sustainable development has become a priority of today’s global society, more and more organizations in their activities take into account the main directions of sustainable development − the closely interrelated aspects of economic development, social development and environmental development. It can be claimed that sustainable development is one of the essential preconditions for the formation of a green organization. In analysing the concept of a green organization, it is important to identify the essential features of a green organization. Scientific literature provides descriptions of certain components or processes of a green organization, which emphasize some or other aspects of the ‘greenness’ of organizations; however, there is a lack of the identification of a set of features of a green organization. Systematic analysis of scientific literature and bibliometric analysis were applied to identify the set of the essential features of the green organization.

The agricultural sector is one of the most significant users of water resources worldwide. Irrigation infrastructure has been modernized in recent years in many regions dedicated to agriculture, transitioning from traditional open channels to more efficient on-demand pressurized irrigation networks. Despite improvements in water efficiency, the modernization of these networks has led to increased energy demands of the irrigation sector. Several negative consequences have been linked to additional energy requirements of pressurized networks, such as the rising cost of irrigation water. Other consequence linked has been the excess pressure in certain locations that could be used to recover energy from these networks. This paper studies the excess pressure in pressurized irrigation networks and the conversion of this excess to usable energy by means of small-scale hydropower turbines. Twelve irrigation networks located in the South of Spain have been modelled, quantifying the excess pressure available for power generation. Over 1 GWh per annum has been estimated that could be recovered.

The article analyzes the experience of agricultural aviation usage for sowing of grain crops in the Soviet Union in the 1930s. A historiographical review of this problem has been carried out, which testifies to its indisputable scientific, theoretical and applied relevance. The motives for aircraft attracting to sowing operations in the first half of the 1930s have been indicated, and the methods and scale of experiments for conducting aerial sowing have been revealed. By analyzing the scientific literature, archival documents and periodicals of the 1930s, the effectiveness of sowing operations using aviation has been established. The reasons have been revealed, according to which the Party-Soviet leadership eventually abandoned the usage of aircraft as an “air seeder”, having focused the air group efforts on the fight against agricultural pests, firefighting, etc.

State support is a major determinant for efficient farm activity that contributes to an increase in the efficiency and quality of production, and contributes to the increase of competitiveness and modernization of agricultural sector. In this paper, the distribution of agricultural subsidies by directions and regions is analyzed. In order to reach the goal and conclude the research tasks the analysis and synthesis of scientific literature, systematization of information, comparative analysis and summarizing methods were used and farm technical efficiency (TE) was calculated. The analyzed period in the given research were 2010–2014, based on primary data collected from corporate farms and secondary data provided by the National Bureau of Statistics, and Agency for Interventions and Payments in Agriculture. During the analyzed period, the amount of allocated subsidies to farmers increased, but still are present inequalities in the distributed funds, difficulties in obtaining the payments and lack of transparency. As well, a clear and consistent policy that could be implemented through the allocation of subsides aimed at developing the agricultural sector is missing.

The issues of calculating losses caused by criminal acts of an economic nature are traditionally debatable in Russian law. This problem is especially acute in industries with specific conditions of financial and economic activity, for example, in the agricultural sector. The paper contains the author’s interpretation of the term "losses" in accordance with the specifics of agricultural production. The proposed method for calculating losses is differentiated according to the objects of criminal offense and is based on the use of primary accounting documents, accounting registers and specialized reporting forms, which have not been previously studied and described in the scientific literature. The paper proposes methods for calculating losses caused by economic crimes in the agricultural sector in conditions of neglect or lack of accounting. The author’s position regarding the inclusion of the amounts of lost profits in the assessment of damage is presented and possible conditions for its recognition are described.
