The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. In modern educational system reform in Russia, there is a deepening contradiction between the required and real level of professional competence of teachers. One way to overcome this contradiction is the systematic professional development of the teaching staff implemented with the help of distance learning technologies (DLT). One of the means to ensure high quality of training is course evaluation by trainees. It allows for motivation and a high level of training, to understand the directions of the course modification. At the same time, teachers themselves are professional experts in training, and their assessment of the e-course may be more objective than that of the trainees of other professions. Additional vocational education is primarily characterized by a high degree of applied orientation to modern learning technologies. Such are the realities that changes, especially in digital technology in education, are changing rapidly. And it is so fast that, in fact, one person cannot be aware of the full range of directions in which they (the changes) are taking place. This problem can be solved using the DLT through systematic modification of the e-course. The object of the study in this paper is the process of teachers’ training in the system of professional development of pedagogical staff using distance learning technologies. The subject of the study: the mechanism of optimization of elearning distance learning courses used in the system of professional development of pedagogical staff. Research purpose: to identify mechanisms to optimize the effectiveness of e-courses to increase trainees’ motivation, correlation of theory content with practice with the help of trainees themselves under conditions of synergetic approach [1]. Research objectives: a) to identify parameters for improving the effectiveness of e-courses; b) to develop a toolkit for improving the effectiveness of e-courses; c) to develop recommendations for improving the effectiveness of e-courses. The method used in the study is the analysis of pedagogical literature, Google-form-based questionnaire, synthesis, and generalization. The novelty of the study is related to the creation of conditions for modifying e-courses for teachers’ professional development through the examination of the course by the teachers themselves. This article is written within the framework of the Russian Foundation for Basic Research project 19-29-14176 “Building a Fundamental Model of Digital Transformation of the General Education System Using a Digital Platform for Results-Based Education”.

This article proposes an expert vision of the problems of applying CLIL training in the context of distance education in schools and universities of the Republic of Kazakhstan. The relevance of the study is due to the lack of scientific research devoted to the subject analysis of the integration of CLIL learning and distance learning technologies and related problems. Diagnostics of the existing problems was carried out through an online survey of school teachers and university professors who have experience in using CLIL technology in distance learning. For example, the results of the survey have made it possible to identify an expert opinion on the compatibility of the two teaching technologies, to formulate the main problems and differentiate them in terms of school and university practice. Moreover, the analysis has established relationship problems identified with the history of the modernization of secondary and higher education, and pandemic circumstances of 2020. This also explains different level of CLIL preparedness of school teachers and university professors for the independent development of electronic content, the search for a finished educational product, and the use of educational platforms. In this context, the need for CLIL modern teachers’ training programs and effective mechanisms for their academic support is indicated. Based on the survey results, it was concluded that CLIL distance learning is viable in school and university practice. The integration of the two technologies creates an effective tool to promote the empowerment of CLIL, the development of a virtual learning environment, andemergence of a distance format of students’academic mobility. These results can be significant as a basis for making tactical decisions on the development of the resource and methodological base of CLIL distance learning in the system of secondary and higher education

The article deals with the organization of distance learning for students of pedagogical specialties, in particular, primary and preschool education. The problem of inhibiting distance learning at all levels of education may be regarded in the context of methodological and psychological unpreparedness of both teachers and students. Refusal to actively introduce distance learning as an alternative form of traditional education significantly reduces the level of competitiveness of the Ukrainian education system in the global education market and weakens the country's economy, as it leads to a massive outflow of intellectual potential of our students abroad. The purpose of the article is to identify ways to improve the quality and effectiveness of training future primary school teachers to implement distance education in future professional activities. A significant problem that affects the development of distance learning technologies is the lack of inherent skills and demand for distance learning among students of secondary schools. Most educational skills are formed in primary school. However, at this stage the vast majority of children do not encounter distance learning, do not get acquainted with the principles of distance learning. The analysis of the factors influencing the quality of the educational process is carried out, the reasons for their occurrence are established and the ways of compensating for negative factors are determined. The article covers the correlation between the experience gained during training, teachers and the quality use of distance learning methods during the working process. The article focuses on the role of motivation for distance teachers and students, as well as the fundamental methods of its formation. It is shown that the motivation of distance learners depends on the structure and organization of distance learning. The article deals with the psychological, content, methodological and organizational aspects of electronic forms of education. The article also substantiates the relevance of electronic forms of education. The scientific-theoretical, methodological and technological ways of realizing distance learning forms at all levels of education: primary, general secondary, specialized and higher are considered.

Digitalization of the library sector requires library staff to develop digital competencies, information retrieval skills and new knowledge in the field of data processing. The purpose of the study was to identify the digital skills of specialists of public libraries and the opportunities for their development when mastering additional professional education programs with the use of distance learning technologies. Educational programs for advanced training of library specialists, implemented within the framework of the Federal project “Creative People” of the National project “Culture”, have become the basis for such work. The article analyses the experience of participation of the St. Petersburg State Institute of Culture in educational projects for professional development of practicing librarians using distance learning technologies, the topics of programs offered by the centres for continuing education and advanced training of creative and managerial personnel in the field of culture in 2019—2021. Programs of additional professional education give priority to the formation and development of digital skills in the following categories: information (information literacy), communication (communication and collaboration) and creative skills (creation of digital content). There is an obvious shortage of educational programs related to the formation of critical thinking of users of digital resources and information security. Communication skills of librarians participating in the Creative People project implemented in their willingness to undergo formal training remotely, in a positive attitude towards the distant forms of professional development, despite their labour intensiveness. It is established that in the structure of thematic preferences of library specialists for future training in the system of continuing professional education there prevail the topics related to the formation of information and communication competencies. The article notes that significant proportion of specialists who have mastered the advanced training program are not ready to clearly determine in what types of practical activities their knowledge and skills can be applied. The obtained results make it possible to correct the topics of educational programs of further professional education of library specialists, to clarify the list of priority didactic tasks and the tools of distance learning technologies used for their implementation.

The purpose of the study is to identify problems in the legal regulation of the activities of the secondary vocational education system in the context of the COVID-19 pandemic and to formulate proposals for their leveling. The subject of study is individual institutions of educational legislation in the field of secondary vocational education, the implementation of which is directly related to the activities of educational organizations in the context of countering the spread of COVID-19.The key issues of the use of e-learning and distance learning technologies, the provision of paid educational services in the changed conditions are considered; practical issues, as well as the positions on them of the federal executive authorities and judicial practice. The main problems associated with the legal regulation of the education system in a pandemic are presented.Conclusions are made about the inadmissibility of giving assignments during the holidays to students; that the use of e-learning and distance learning technologies does not change the form of education, while maintaining the volume of compulsory classes of a teacher with students; on situations of application of these technologies, requiring free provision of students with the necessary equipment; on the need to change the content of the contract for the provision of paid educational services, as well as on the inadmissibility of increasing its cost.

II Международный конгресс ЮНЕСКО «Образование и информатика» (1996) и «Окинавская хартия Глобального информационного общества» (2000) объявили информационные технологии стратегическим ресурсом в образовании. Революционные воздействия этих документов напрямую относились к жизни людей, их образованию и работе. И вот сейчас в 2021 году актуализировалась потребность использования информационных технологий в образовании для содействия и помощи студентам шире использовать свой потенциал и реализовывать свои устремления в эпоху пандемии COVID-19. В связи с этим для укрепления студенческого потенциала необходимо уделять особое внимание высшему образованию и одновременно расширять возможность пожизненного обучения с упором на развитие навыков использования информационных технологий через систему дистанционных образовательных технологий. Информационные технологии обучения – это совокупность электронных средств компьютера, компьютерных сетей, компьютерных телекоммуникаций, других средств связи и способов их функционирования, используемых для реализации образовательного процесса. Все эти средства должны эффективно работать не только для непосредственной информатизации учебного процесса, но и для информатизации всего комплекса процессов, характерных для системы высшего образования. Помимо расширения традиционной технической помощи для эффективного функционирования дистанционного обучения, необходимо содействовать подготовке специалистов в сфере информационных технологий и разрабатывать инновационные подходы. В статье анализируются проблема применения дистанционных образовательных технологий в системе высшего образования России. Авторы рассматривают информатизацию высшего образования с его достоинствами и недостатками с учетом собственного опыта преподавания, а также ставят вопрос о необходимости развития дистанционного обучения, повышения его эффективности и дальнейших перспективах. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.
