At the present time, a range of educational services to provide distance learning technologies characterized by a huge number of students, a lot of involved educational institutions, the big size and complexity of infrastructure, the large scale of funding, the connection of high-tech services, and many others has been developed in the world. Intensely penetrating all levels of the modern education system, distance learning technologies are a leading tool for improving the education system in higher education implemented in connection with changes in its goals and content, improving the quality and accessibility for various categories of people.

The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. This article discusses some of the key aspects of the organization of additional education with the use of distance learning technologies of workers of pedagogical field. This article is based on the experience of organization of skills development and retraining of teachers and administrators of schools of the Moscow region. The paper outlines the key aims and objectives of the application of distance learning technology in the organization of advanced education. The author notes the need to develop a special educational environment and discloses conditions of the organization of work of students, teachers and curriculum developers. Functional units of the educational institutions of additional professional education and its regional offices are reviewed. The most effective forms of training activities in terms of information- educational environment are outlined.

В статье рассматриваются содержательные основы личностно ориентированного подхода в дистанционном обучении студентов художественных специальностей в процессе обучения в вузе. В 2020 году весь мир столкнулся с неожиданной для всех ситуацией - пандемией COVID-19, в связи с чем все учебные заведения в РФ были переведены на дистанционное обучение. Следовательно, перед всем миром встал вопрос эффективной организации дистанционного образования. На основе анализа научной литературы по педагогике, психологии, изучения практического опыта дистанционного обучения творческим дисциплинам нами были сформулированы цели личностно ориентированного обучения, а также представлены основные его проблемы. В статье рассматривались методы и принципы профессионального обучения студентов художественных специальностей с применением информационных технологий на примере студентов - будущих художников монументальной живописи исходя из целей личностно ориентированного обучения в рамках дистанционного обучения. В технологиях дистанционного обучения заложен личностно ориентированный потенциал, который реализуется в формировании самостоятельности, ответственности, информационной культуры студента, если преподаватель грамотно подбирает технологии, учитывая личные особенности, опыт, уровень актуального и ближайшего развития студента. The article discusses the content bases of a learner centered approach in distance learning of Arts university students. In 2020, the whole world faced the COVID-19 pandemic. Thus, all educational institutions in the Russian Federation were transferred to distance learning. The whole world had to deal with the issue of effective organization of distance education. Basing on the analysis of scientific works on pedagogy, psychology, studying the practical experience of distance learning in creative disciplines, the authors have posed the goals of a learner centered education, as well as identified the main problems. The article considers the methods and principles of teaching Arts students on the example of future muralists, basing on the goals of learner centered approach in the framework of distance learning. Distance learning technologies have a learner centered potential, which is implemented in the formation of independence, responsibility, and information culture of the student, if the lecturer competently selects technologies, taking into account personal characteristics, experience, and the level of current and immediate development of the student.

Today higher educational institutions should prepare a specialist, who is able to work successfully in globalized market conditions. Accent is made stronger on universal preparation of graduate student and his adaptation to jobs market, as well as on personal orientation of educational process and its informatization. The article considers a concept of distance learning technologies and their support systems. Designed system of distance learning for IT-specialists preparation based on a platform Moodle is a result of the study. The system ensures hierarchic organization of learning courses thanks to using an interactive multimedia clips in Adobe Flash format. As well as there is a possibility to organize various forms of learning and knowledge control.

The article contains the results of the research aimed at studying the problems of teaching Physical Training by means of distance learning technologies in educational organizations of the Ministry of Internal Affairs of Russia during the period of additional health and hygiene measures taken in order to protect public health in conditions of COVID-19 spreading. The research attempts at finding the ways to resolve the contradiction between the necessity to use distance learning technologies for teaching Physical Training in educational organizations of the Ministry of Internal Affairs of Russia, dictated by the current socio-economic situation, and the objective limitations of these methods in terms of the practice-oriented character of the discipline. Using theoretical analysis of the conclusions of the previously held studies of the topic and  their own observations and their comparison with the current practice of Physical Training teaching, the researchers detect the main obstacles of distance learning technologies and offer the ways to overcome them. The research results can be used for planning and organizing the educational process for Physical Training discipline in educational institutions of the Ministry of Internal Affairs of Russia.

Open online courses came to update the open educational resources that began to appear on the Internet since the early 2000s, and in the beginning was the lot of leading universities around the world.

The global spread of coronavirus infection has paralysed the work of many areas of economic, business, and, of course, educational activities of almost all countries on the planet. Unfortunately, Ukraine is no exception and a quarantine regime has been introduced in this country. The way out of the current situation in education in Ukraine was the introduction of distance learning in all educational institutions, which created new challenges for both teachers and students. The purpose of the paper was to study information technologies, tools and methods of learning that can be used for distance learning in educational institutions under quarantine. As a result, authors analysed world practices in ensuring the educational process within the framework of distance learning. The advantages and disadvantages of distance learning technologies for both higher education institutions and higher education seekers were identified.

Modern Russian (and worldwide) education is hostage to the controversial situation associated with the pandemic of the new coronavirus infection COVID-19, which invariably entails a reorientation of traditional methods of education. At present, higher education and the entire world education system are painfully looking for new ways and guidelines for their development. Education paradigms that were formed in the preceding historical time and effectively served the needs of this time are not relevant in the conditions of modern sociocultural realities, therefore the problem of teaching is faced with the need to develop new paradigms of one's own existence. Distance learning technologies challenge us to keep up with the times, be progressive and increasingly use high-tech products. At the same time, there is a danger that the world is becoming increasingly virtualized. The “sense of the edge” disappears, the world is mythologized. The article analyzes the existing systemity of Russian education and the need for its transformation in the light of new realities.
