The article analyzes the importance of marine fisheries in the area covered by the Svalbard Treaty of 1920, both for Russia and for other countries. The information on the history of the discovery and on marine living resources exploitation in the area is provided. The significant contribution of Russian scientists and fishermen to the trade is emphasized. Effective cooperation between Russia and Norway on fish resources monitoring and fisheries management in the framework of the SRNC was noted. At the same time, the disagreement between Russia and Norway regarding the introduction by Norway of a 200-mile fish protection zone around Spitsbergen necessitated Russia to adopt appropriate measures to ensure the national fisheries interests in the area.

AbstractChina (herein referred as China’s mainland, and excluding Hong Kong, Macau and Taiwan) is the largest contributor to global seafood production. While China’s marine fisheries have been extensively documented, there is a gap in systematically quantifying production of its marine fisheries and the different challenges confronting them at the provincial level. We addressed this gap in spatial detail by providing a review that compares and contrasts the exploitation history of China’s fisheries at both the national and provincial levels based on official statistical data. We expanded upon this to explore aspects of bio-socio-economic challenges faced by the country’s 11 fishing provinces. Our analysis suggested that significant increases in domestic marine catches in China have been accompanied by escalating fishing power, which has had differential impacts at the provincial scale. Catch per unit effort (CPUE) sharply declined at both the national and provincial scales, and many traditionally targeted demersal fish stocks showed clear downward trends in terms of catches. The 11 fishing provinces in China can be grouped into four clusters with distinct biological, social, and economic attributes. Targeted measures are recommended accordingly when implementing fisheries management measures for each specific fishing province in order to deliver an overall improvement in the sustainability of China’s marine fisheries.

The article is devoted to the problem of the social state as one of the fundamental constitutional principles of the state structure of modern developed countries. The course of historical development of philosophical and legal thought on this problem is considered. The idea of a close connection between the concept of the social state and the ideas of utopian socialism of Thomas More and Henri Saint-Simon is put forward. Liberals also made a significant contribution to the development of the idea of the social state, they argued that the ratio of equality and freedom is a key problem for the classical liberal doctrine. It is concluded that the emergence of the theory of the social state for objective reasons was inevitable, since it is due to the historical development of society.

China’s marine fisheries are undergoing large-scale environmental changes associated with climate change, marine pollution, and overfishing. The assessment of marine fisheries vulnerability has become extremely necessary for fisheries management and sustainable development. However, studies on China’s marine fisheries vulnerability remains sparse. This study aimed to provide an analysis of the inter-provincial level vulnerability of China’s marine fisheries under multiple disturbances. The vulnerability measure was composed of exposure, sensitivity, and adaptive capacity indicators specific to marine fisheries based on the Intergovernmental Panel on Climate Change (IPCC) definitions. Results showed that Liaoning, Hebei, Fujian, and Hainan provinces appeared to be the most vulnerable; Shanghai appeared to be less vulnerable among China’s 11 coastal provinces; and the key sources of vulnerability differed considerably among coastal regions. The high vulnerability regions could be divided into two different patterns according to the combination of exposure, sensitivity, and adaptive capacity, but they all had one thing in common: relatively low adaptive capacity. While some existing coercive measures to reduce dependence on fisheries were found to be helpful in China, the reality showed that appropriate adaptation measures such as improving fishermen’s education level and increasing vocational training may be helpful in enhancing the existing policy effectiveness.

Estuaries of Banyuasin district has a high biodiversity of fish resources and significant contribution to the fisheries production in the South Sumatera Province. The biomass distribution of fish in the estuary fluctuated and probably affected by by salinity and water temperature. This research aims to investigate the correlation between biomass density and environment condition in the estuary of Banyuasin Regency. Sampling was conducted through experimental fishing used a mini trawl that operated in three estuary areas, such as: Banyuasin Rivers, Musi Rivers, and Upang Rivers. Every estuary area was replicated for four sampling sites. Samples were collected during March, June, August and October. The waters parameters analyzed were salinity, water temperature, transparency, nitrate, ammonia, phosphate total, and phytoplankton. The results showed that about 87 species of fish have been identified. The biomass density was 332,13 – 861,49 kg/km2 in estuary Upang, 590,51 – 2.235,04 kg/km2 in estuary Musi and 1.296,4 - 33.714,88 kg/km2 in estuari Banyuasin. A jelly fish (Aurelia aurita) is dominated in August to October, up to 77.22% of total biomass. The biomass density of fish was positively correlated with salinity and phytoplankton abundance, whereas negatively correlated to ammoniac condition.
