The aim of the study is to develop and determine the maximum acceptable reliability factor of state aviation helicopters based on statistics on malfunctions that occur during the operation of the aviation materiel, taking into account the recommendations of ICAO. The paper defines the general criteria for calculating the limit values of reliability (operational reliability and flight safety). For their implementation it is necessary: to carry out constant monitoring of flight safety and the general reasons which cause emergence of malfunctions of helicopters, their systems and subsystems; to use the proposed combined model on the principle of "traffic light" to determine the level of flight safety indicators at their standard deviation when justifying decisions on the forecast for future periods of operation and establishing certain values of forecast indicators of the "upper control limit" of operational Based on the adopted conceptual approach to determining the dynamics of change in failure rates, quantitative criteria are developed. Proposals to determine the indicators of the technical condition during the military operation of the aircraft will maintain high combat readiness of state aviation at a given level, predict the need for maintenance and repair and predict the timing and direction of modernization of aircraft.

A conceptual approach to predicting of aircraft no-failure indicators during operational use is proposed. This approach is based on the use of methods of statistical analysis of operational data for a certain period of time. The results of predicting the failure flow parameter using a combined model of acceptable level and their standard deviation are presented. The results of predicting can be used to control the reliability (no-failure operation) of aircraft equipment in order to make grounded decisions about the continued operation of their equipment beyond the established life service. In order to create highly reliable aircraft it is necessary to predict failure rates, which involves the establishment of their range and quantitative values. To predict the thresholds of failure of the aircraft, it is advisable to use the following interval indicators of reliability: Ricao “accident level” indicator, which takes into account the number of flight failures detected in 100 hours and actually determines the dynamics of changes in the level of flight safety; “failure flow parameter, ω (t)”, which takes into account the total number of failures per hour of flight and determines the dynamics of changes in the level of operational The predicted value of the indicator of the “reliability upper control limit”, which determines the limit level of operatioanl reliability, at which further reliable operation of the aircraft is not desirable. According to the concept of “acceptable level of safety performance”, predictions of indicators for three levels of flight safety (acceptable, target, critical) are calculated, which need to be monitored in future periods of aircraft operation and make certain management decisions according to the proposed algorithm. The results of calculation for prediction indicators of reliability for specific types of aircraft according to their operation in the period 2017-2019 are presented.

On the example of helicopters, the topical issues of systematization and mathematical processing of statistical information taking from fault log sheetsto assess the level of reliability and flight safety of state aviation equipment are considered. The reliability of all helicopter systems must meet the pressing needs of defense capabilities and support the capabilities of the state aviation of Ukraine to carry out combat missions at the current level. Improving preparedness for assigned tasks will facilitate participation in combined operations with peacekeeping and NATO forces. The considered model of the system of aviation equipment on the example of helicopters consists of interdependent, jointly functioning, united by a single purpose of five subsystems of the corresponding type of specialty: “helicopter and engine”, “aircraft armament”,“aircraftequipment”, “avionics equipment”,“navigation and target acquisition system”. Realization and methodical approaches to the development of complex failuremodels of the elements of “helicopter and engine” system by types of helicopters are substantiated. The paper proposes to address on the example of helicopters the lines of approach the problem of assessing the real level of operational reliability and flight safety of aircraft to maintain their serviceable condition. When putting military aviation assets into operation according to the technical condition, using statistical models of reliability and flight safety, the important task of increasing resource indicators is solved, which requires improving the system of collecting, processing and analyzing information from fault log sheets.

The organization of operation, maintenance and repair of the basic technological facilities of electric power systems (EPS), which are beyond their designed service life (hereinafter referred to as ageing facilities, or AFs) is one of the problems that determine the energy security of many countries, including economically developed nations. The principal cause of insufficient overall performance of AFs is the traditional focus of the EPS management on economic efficiency and the insufficient attention to reliability and safety of AFs. The tendency to nonlinear growth in the frequency of occurrence of unacceptable consequences in the EPS requires ensuring the operational reliability and safety of AFs. The averaged estimates of reliability and safety used at designing power facilities are not suitable for characterization of overall operational performance. Among the basic and the least investigated (in terms of operational reliability and safety) EPS facilities are overhead power transmission lines (OPL) with a voltage of 110 кV and above. This is for a reason. OPL are electric power facilities with elements distributed along a multi-kilometer line (supports, insulators, wires, accessories, etc.). That is what makes the organization of continuous monitoring of the technical condition of each of these elements, and, consequently, the assessment of operational reliability and safety, so problematic. A method is suggested for assessment of “weak links” among the operated OPL on operative intervals of time along with a method for assessment of the technical condition of OPL at examination of a representative sample.

The process or procedure for establishing a firm is regulated in Article 22 and Article 23 of the Commercial Law Code (hereinafter referred to as KUHD). In this provision, it is stipulated that the firm must be established with an authentic deed and registered with the Registrar of the District Court where the firm was established. The regulations in the KUHD are not in line with the Minister of Law and Human Rights Regulation Number 17 Year 2018 regarding the Registration of the Military Alliance, the Fima Alliance and the Civil Alliance which indicates that the registration of the firm is carried out in the Legal Entity Administration System (hereinafter referred to as SABU). it appears that there is a norm conflict between the two rules. This study aims to determine the arrangements in registering the Firm and the legal consequences of not registering the Firm in the Business Entity Administration System (SABU). This research is a normative legal research. In research using a statutory and conceptual approach. Using primary and secondary legal materials. The results showed that based on the principle of Lex Superiori derogate Legi Inferiori, based on the hierarchy of statutory regulations, the KUHD which is equivalent to the Law is stronger than the Regulation of the Minister of Law and Human Rights Number 17 of 2018 concerning Registration of Komanditer Alliance, Firm Alliance and Civil Alliance whose position is under Government Regulations and Presidential Regulations, because the Acts are higher than Government Regulations and Presidential Regulations. The legal consequence of not registering a firm with SABU is that the name of the firm can be used first by other firms so it must change the name of the firm concerned with another name because in the SABU system there is a registration of the firm's alliance name. If there is a partnership with another firm that registers the name of the firm first, then the name of the same firm cannot be registered again and the firm is deemed invalid. Proses atau tata cara pendirian firma diatur dalam Pasal 22 dan Pasal 23 Kitab Undang-Undang Hukum Dagang (yang selanjutnya disebut KUHD). Dalam ketentuan tersebuti menentukan bahwa firma harus didirikan dengan akta otentik dan didaftarkan pada Kepaniteraan Pengadilan Negeri dimana firma tersebut didirikan. Peraturan dalam KUHD tersebut tidak sejalan dengan Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 17 Tahun 2018 tentang Pendaftaran Persekutuan Komanditer, Persekutuan Fima dan Persekutuan Perdata yang mengisyaratkan bahwa pendaftaran firma dilakukan pada Sistem Administrasi Badan Hukum (yang selanjutnya disebut SABU). terlihat bahwa adanya konflik norma diantara kedua aturan itu. Penelitian ini bertujuan untuk mengetahui   pengaturan dalam pendaftaran Firma  dan akibat hukum apabila tidak mendaftarkan Firma pada Sistem Administrasi Badan Usaha (SABU). Penelitian ini merupakan penelitian hukum normatif. Dalam penelitian menggunakan pendekatan perundang-undangan dan konseptual. Menggunakan bahan hukum primer dan sekunder.   Hasil penelitian  menunjukkan  bahwa  berdasarkan asas Lex Superiori derogate Legi Inferiori maka berdasarkan hirarki peraturan perundang-undangan, KUHD yang setara dengan Undang-Undang lebih kuat dibanding Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 17 Tahun 2018 tentang Pendaftaran Persekutuan Komanditer, Persekutuan Firma dan Persekutuan Perdata yang kedudukannya dibawah Peraturan Pemerintah dan Peraturan Presiden, karena Undang-Undang kedudukannya lebih tinggi dari Peraturan Pemerintah dan Peraturan Presiden. Akibat hukum dari tidak didaftarkannya firma pada SABU, yaitu nama firma dapat dipakai terlebih dahulu oleh firma lainnya sehingga harus mengganti nama firma yang bersangkutan dengan nama yang lain karena di dalam sistem SABU terdapat pendaftaran nama persekutuan firma. Jika ada persekutuan firma lain yang mendaftarkan nama firmanya terlebih dahulu maka nama firma yang sama tidak akan bisa didaftarkan kembali dan firma tersebut dianggap tidak sah pendiriannya.

Purpose. To develop the method for increasing the efficiency of the equipment’s maintenance and repair system, ensuring necessary level of operational reliability of the equipment, safety and reliability of the electric equipment with minimal expenses on operation. Relevance. Aging of the power equipment in railway power supply systems sharply raised a need for assessment of its states and degree of risk for operation outside rated service life. In critical conditions of technological processes and operational modes of the railways it is necessary to increase the equipment’s operational reliability. The scheduled maintenance and repair system whose main technical and economic criterion is the minimum of equipment’s downtimes on the basis of a rigid regulation of repair cycles, in the conditions of market regulations in the field of repair in many cases does not provide the optimal decisions due to insufficient financing. The solution of this problem is possible by improvement of the maintenance and repair system. Under these conditions the main direction for supporting the operational reliability of power electric equipment on TS is a development of the modern methods based on individual supervision over real changes of technical condition of power equipment. Scientific novelty. In this article the authors proposed an integrated approach, on the basis of which can be developed the effective maintenance and repair system for traction power supply systems. Proposed approach allowed to react quickly to changes of service conditions on traction substations, to control the technical condition of power electric equipment under the conditions of uncertainty, to establish interrelation between quality of service and operational reliability of the equipment, to choose a service strategy on traction substations. Practical importance. The validity of the developed method was confirmed by the results of calculations and practically by choosing the optimal maintenance's option for transformer TDTN-25000/150-70 U1 (ТДТН-25000/150-70 У1) on traction power supply substation.

Contemporary armed conflicts reveal that the use of effective mine barriers has a significant impact on the course of hostilities. Therefore, the Polish Armed Forces selected reliable and effective explosive ordnance as a priority, both newly-acquired material and those currently in operation. For this reason, among others, strict supervision over the technical condition of mines is exercised, in particular during their long-term storage. The reasons behind the increased mine unreliability may include physical and chemical changes in the construction materials used (corrosion, deformations, loss of strength properties), deterioration of the physicochemical properties of the main charge, booster and primer-detonator, inadequate technical condition of the safety components, or the failure of mine fuse mechanisms. In order to assess the mine's operational reliability, each mine fuse subassembly is examined and then a check of the entire assembled mine is performed. This requires proper planning of the full test cycle and the use of inspected and calibrated measuring devices and test stands enabling the precise adjustment of mechanical and climatic stress parameters.

The publication of documentary materials reflects the history of the organization and conducting of the retreat of the units of Admiral A.V. Kolchak’s Eastern Front and the evacuation of civilian refugees from Omsk and other cities in Siberia in November 1919 – January 1920. The article considers the issues of the technical condition and operation of the TRANSSiberian railway and, in particular, the functioning of the rolling stock. Those aspects for the history of the Civil War in the East of Russia to this day remain poorly studied. Evidence is provided on the state of the military, refugee and civil trains, and about the situation of passengers. Consistently and with the involvement of documentary material, the stages of the preparation and implementation of evacuation measures are described, and the reasons for the failure of planned decisions are analyzed. The article presents evidence on the consequences of full-scale disaster with the railway accident that became part of the Civil War history in Siberia. The materials from the State Archives of the Russian Federation that have not been widely used in scientific research and have not been published yet, as well as some previously published documentary evidence, were used. The study of that aspect of the Civil War history in Siberia allows to get an idea of not only the military, but also of the political importance that the TRANS-Siberian railway played in the absence of developed transport communications in the East of Russia.

Intensive development of megacities causes the need for sustainable operation of underground urban infrastructure facilities. In the special protection against man-made impact, long-operated unique underground structures of the water disposal system, which are related to facilities with an increased level of responsibility and danger, are needed. In the report, based on the experience of studying the operation of underground wastewater facilities in conditions of weak soils and intensive external static and dynamic impacts, there are proposed new methods for diagnosing their technical condition, modeling and monitoring of the joint work of the "underground structures aggregate of soil" system are implemented, forecasting and shaping conditions for its sustainable life cycle. Point and linear objects of the water canal of St. Petersburg are developed and implemented at unique (to a depth of 70 m.) geotechnology, providing simultaneous increase of bearing capacity, operational reliability and ecological safety of longoperated underground drainage facilities in difficult ground conditions with increasing man-caused impacts.

The military professional training of cadets-military pilots in a military aviation university is conditioned by the trends in the development of military education, its prompt response to the personnel needs of the troops. Aviation units need military pilots who are ready to fulfill the official duties of crew commanders, to solve the urgent task of ensuring flight safety. Training of flight personnel for military aviation does not fully take into account the need to form cadets' competencies as an aviation commander and teacher, which will contribute to ensuring flight safety and increasing the combat potential of aviation units and subunits. The article deals with the problem of flight safety as a factor affecting the national security of Russia, paying attention to the causes of accidents and pilot errors. In the course of the study, it was proved that the military-professional activity of cadets-military pilots is the process of solving professional tasks that ensure the combat readiness of aviation units while observing flight safety conditions. Based on the content analysis of the command and methodological professional tasks based on the activity approach, the leading role of the command-methodological activity has been established. The functional approach and the principle of identification made it possible to identify the functions of the leading command-methodological activity (military flight training and educational, organizational and managerial). Arguments are given regarding the development of cadets not only a set of abilities for command-methodological activity, but also professionally important qualities that integrate command-methodological competence. The structure of competence (motivational-value, cognitive, activity components) is determined taking into account the specifics (leading type of activity) and features (a set of command and methodological professional tasks) of military professional activity. The criteria for the formation of the components of the command-methodical competence (professional purposefulness, intellectual potential, professional responsibility) have been identified. The methodological basis of the pedagogical system for the formation of the command-methodical competence of cadets-military pilots was formed by the system-structural, personality-activity, functional, modular, adaptive, technological and competence-based approaches. The results of the experimental work carried out in the branch of Military Educational-Research Centre of Air Force Air Force Academy in Syzran confirmed the dependence of the cadets' readiness for flight safety activities on the formation of command-methodological competence.

Во время эксплуатации гидроманипуляторов (ГМ) возникает задача продления жизненного цикла ГМ. В настоящее время он составляет при полной нагрузке ГМ от 3 до 5 лет или 6000 моточасов до капитального ремонта. В зависимости от условий работы и обслуживания этот ресурс, по данным ПО «Подъемные машины», может быть израсходован за 8 мес. Руководством по эксплуатации ГМ определены пять видов ТО: ЕТО и четыре номерных. Причем в гарантийных обязательствах определен период работы ГМ до первого отказа. Он соответствует примерно 120 моточасам. Для продления срока службы ГМ до капитального ремонта необходимо перейти от обычной планово-предупредительной системы ТО и ремонта к проактивной системе. Основу проактивной системы ТО и Р составляет правильное управление техническим состоянием механизма с целью повышения его эксплуатационной надежности, определения оптимальной периодичности ТО и Р, что в свою очередь требует полной информации о техническом состоянии механизма и надежности его узлов и сопряжений. Цель проактивной системы ТО и Р – предупреждать отказ узлов и сопряжений механизма. Для реализации этой цели необходима разработка модели надежности ГМ и проведение статистических исследований отказов элементов механизма. Поэтому данная задача является актуальной. В настоящей статье приводится выражение, которое позволит формировать стратегию обслуживания данного типа манипуляторов для продления их срока службы. Цель исследования – разработка вероятностной модели надежности узлов и сопряжений ГМ для решения одной из задач управления техническим состоянием механизма с целью обоснования проактивной системы ТО и Р. During operation of hydraulic manipulators (GM), there arises the problem of extending the life cycle of the GM. Currently, it is under full load UM from 3 to 5 years or 6000 hours before overhaul. The purpose of proactive maintenance and repair – to prevent failure of the nodes and interfaces of the mechanism. To achieve this goal it is necessary to develop reliability models of the GM and carrying out statistical studies of failures of elements of the mechanism. Therefore, this task is urgent. In this paper, we provide an expression that will form the servicing strategy for this type of manipulators to extend their service life. The purpose of the study: the development of probabilistic reliability models of the nodes and interfaces of GM to address one of the problems of control of technical condition of the mechanism in order to justify the proactive maintenance and R.
