The whole set of political, legal, scientific, educational and economic relations in society and the state absorbs its information and communication space. This is where all the concepts of the various sciences that study the material and virtual world are interpreted today. Political science as a social science cannot stand aside in this process. In turbulent conditions, it simultaneously differentiates and integrates the problems that make up its structural content. Activities of the authorities and their relations with civil society; political institutions, processes and systems; technologies of political activity and motivation of political behavior; political aspects of international relations and the problem of supranational power, everything is interested in political science, where today is the conceptualization of ideas of organization of global information and communication space – the spheres of generation, interpretation and consumption of information, the question of interaction of information actors in science, education, economic or political activities use a single information and communication environment. There is no doubt that the digital world we are entering is not only a new logical stage in the development of the technological sphere of humanity, but a transition of the existing political-legal and socio-political systems to a new dimension of reality. Digital technologies are already rapidly grasping the footholds for advancement in all spheres of society, and digitalization is becoming a trend in modern development, however, it will require ever more in-depth work to develop ever more effective ways of legal regulation of various information and communication relations, as well as effective organizational and legal support for informatization of the state. The complexity of this area is due to the fact that virtually all social and industrial relations have an information component, and therefore the information and legal nature are all norms of interaction in different sectors and spheres of citizens. For example, relationships that arise: in the production and dissemination of information by the media; when applying the organizational and legal mechanisms of its security; at creation and functioning of the state automated information and communication systems. Legal regulation of information relations and social production activities in the information and communication sphere (infosphere), one way or another, affect the organization of all political institutes and processes engaged in the process of creating all targeted programs to improve national, state and personal security of citizens of any country, normatively – legal acts, including laws on relations, which represent the subject of a new field of law integrated with the technical sciences – information law, which practically emerged 20–25 years . Both political science and jurisprudence are still amorphous enough and are not actively defining the scope of their tasks, but they exist and require their decision. Analysis of global trends in the development of mankind in the XXI century suggests that the further development of states will occur in the face of enormous technological and psycho-emotional challenges and risks associated with digital inequality of citizens, however, and under such conditions, the formation of societies and their policies is already happening today, military affairs and, of course, science and education. Risks are the foundation of a fundamentally new economy (knowledge-based economy), the basis of competitiveness in countries where new high-tech breakthrough technologies are being created based on digitized information. The digital economy is defined as an economy based on the digital use of digital information and communication technologies (ICTs), however, they do not take into account that digital technologies of information and knowledge processing are becoming, today, the energy that conceptually changes the organization of information and communication. Areas – Areas of processing (production, interpretation, communication) and consumption of information. The information space is changing – as a sphere of interaction of information actors who use a single information environment. Traditionally, the information environment refers to the totality of information infrastructure, ICTs and tools, as well as organizational and legal structures that represent the organizational, material and legal conditions for the existence and functioning of information actors. The basis (central part) of the information environment is not only the information and communication infrastructure – a set of interconnected communications, information systems and information resources, but also the ability of countries to adequately fulfill the political and legal conditions for its development. The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

The article considers the essence and approaches to understanding network political protest. Traditional forms of collective action are changing under the influence of information and communication technologies. The network paradigm focuses on the position of the individual in the social space, the degree of his involvement in the communication space, the ability to control and regulate the intensity of the information flow. Network structures are more flexible and adaptive, more in line with the new reality. Special and main principles of the network structure of political protest are revealed. The article also presents definitions of political mobilization and demobilization. These processes Express the rivalry of the conflicting parties-the state and society, where the support of the broad masses of the population is an important category. Based on the data of the monitoring study, the features of the development of civil protest activism and the use of mobilization technologies were identified. ICTs have a significant impact on their formation and transformation. The state, reacting to forms of real and virtual activity, formulates a counteraction strategy. It is expressed in the use of technologies for the demobilization of citizens, which are also undergoing changes in the era of digitalization

The article deals with significant changes that are associated with total informatization, which is a powerful converter of economic, social and other types of life activity of society. The author notes that at the same time, the satisfaction of information needs, the state of the information space for minors should be subject to moderate regulation. Attention is drawn to the fact that the intensive growth of the diversity of information and communication technologies is today the dominant environment for the development of a modern child. The characteristics of information harmful to the health and development of children are given. It is proved that relying on the principles of a systematic approach makes it possible to competently organize and correctly carry out the process of achieving the state of protection of children in the information space by various methods and means. Ensuring the information security of childhood is defined by the author as a system; the components of the system of ensuring the information security of childhood (methodological, regulatory, organizational and activity, effective) are highlighted.

the article reflects the results of a study carried out in the Republic of Mordovia on the problem of creating a safe information sphere for children. The presented results characterize the interests of children in the use of information and communication technologies before and during distance learning in connection with COVID-19. During distance learning, children have increased the time they spend at the computer, on the global Internet. This leads to increased risks and threats to children in the information space. The efforts of the state and society should be aimed at creating a safe information space for children.

It is shown that "interaction" is one of the most problematic in terms of theoretical and methodological categories of political science, unsufficiently developed by Russian scientists. In this connection, the nature and content of the term "interaction" is clarified taking into account the implementation of information and communication technologies in the activity of the state, as well as the development of civil society, including information.

An analysis of problems occurring during the application of civil liability in legal relationships using information and communication technologies is being conducted in this scientific research. Apart from the absence of legal norms, there are conflict-of-laws rules, contradictions in which are to be resolved. The research of the turnover using digital technologies takes a big part in the legal doctrine. It must be noted that several fundamental works have appeared that make it possible to create a harmonious and non-contradictory system of legal regulation. However, there are still some unresolved questions left; for instance, ones concerning the mechanism of legal regulation of civil liability of subjects that have entered relations using digital technologies. The analysis of the civil law doctrine, the propositions of current Russian and international legislations, and legal practice have revealed a complex of problems connected to the civil liability of subjects entering legal relations using information and communication technologies. It became possible to systemize them depending on the subject and their role in the initiation or termination of the relation. A range of methods (general, general scientific and legal) has made it possible to make conclusions about the reasons why legal regulation is imperfect and why conflicts exist (to prevent them from happening in the future), formulate a legal regime of liability of subjects of the main or supporting group, suggest alterations to the current Russian legislation, aimed at bringing the owner of the information system to account.

The essence of the processes of digitalization in the field of science of Russia has been considered, the specific issues of adaptation of science to the demands of the information society have been revealed, the readiness of the Informatization process of the Russian scientific sphere has been assessed. The criteria for the formation of the potential of digital technologies used in scientific and design work have been evaluated. The statistics of the state of development of high and knowledge-intensive technologies in General and information and communication technologies used in research and development, in particular, has been adduced.The complexities of determining indicators and classification of information and communication technologies used have been reviewed. The approaches to determining the statistics of the number of employees employed in computer science and related industries have been presented. The indicators of development of research and developments in the field of digital technologies have been investigated. The distribution of the employed in various sectors of the national economy has been given. An increase in the cost of importing technologies has been noted, which indicates a rise in the country’s technological dependence on sources of external (foreign) technologies. It has been noticed, that in the field of information and communication technologies, Russia had a significant profit from technology exports, which indicates the progressiveness of scientific developments in the field of digital technologies. The issues of financing research and development, shortcomings in the incentive mechanisms of the methods used and sources of funding have been considered. The state of educational processes, that form the personnel component of the digitalization of the economy, has been analysed.The results of information activity in the field of research and development will allow us to draw a conclusion about the lack of readiness of the sphere of research and development in the field of information and communication technologies in the organization of promotion and dissemination of digital technologies in the scientific field.

Abstract The forestry system of the Russian Federation uses information and communication technologies in order to bring the necessary legal, regulatory, organizational information to the participants of forestry relations, stakeholders and the public. It is necessary to pay attention to improving the infrastructure for supporting information and communication technologies. In this regard, the results of an expert survey of representatives of forestry enterprises on the state of affairs and the level of technical readiness of the use of digital technologies in the field of use, protection, protection and reproduction of forests, afforestation (forest relations) are extremely important. Methodological recommendations were developed for the questioning of participants in forestry relations, allowing to assess the use of information and communication technologies in forestry. Based on the results of the study, the most relevant measures for the implementation were identified, and a conclusion was drawn up on the state of affairs and the level of technical readiness of the use of digital technologies in the field of use, protection, protection and reproduction of forests, afforestation (forest relations). The results obtained open up new areas of scientific research in the field of digital technologies application in the forestry complex.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

RESUMO: Pesquisar a inserção das tecnologias digitais da informação e comunicação nos contextos formativos envolve problematizar as percepções, apropriações e significações de professores e alunos sobre a questão. Este texto buscou identificar as produções científicas brasileiras (teses e dissertações) a respeito do letramento digital na formação de professores, realizadas entre os anos de 2010 a 2018. Utilizamos a revisão sistemática como procedimento metodológico, com o auxílio do software Parsifal. Pontuamos as seguintes equações para verificar nos trabalhos: quais objetivos de pesquisa essas produções revelam? Que perspectivas de letramento digital e quais procedimentos e instrumentos metodológicos os pesquisadores adotaram? Quais resultados dos processos de letramento digital trabalhados na formação de professores foram revelados? Como resultados, validamos 37 trabalhos, que apontam as configurações das propostas de formação com usos das tecnologias digitais que procuram responder às novas dinâmicas sociais para as quais os alunos-professores precisam estar aptos. De acordo com as pesquisas encontradas, os cursos de formação inicial ou continuada têm inserido as tecnologias digitais em suas práticas, mas as possibilidades de usos ainda são muitas. PALAVRAS-CHAVE: letramento digital; formação de professores; revisão sistemática.   ABSTRACT: Researching the insertion of digital information and communication technologies in the formative contexts involves problematizing teachers and students’ perceptions, appropriations and meanings about the issue. This text sought to identify the Brazilian scientific productions (theses and dissertations) regarding digital literacy in teacher education, between the years 2010 to 2018. We used the systematic review as a methodological procedure, with the help of the Parsifal software. We scored the following equations to verify the work: which research objectives do these productions reveal? What perspectives of digital literacy and what procedures and methodological instruments did the researchers adopt? What results of the digital literacy processes worked on in the training of teachers were revealed? As results, we validated 37 works, which point out the settings of training proposals with uses of digital technologies that seek to respond to the new social dynamics that student-teachers need to be able to. According to the research works found, the initial or continued training courses have lent themselves to insert the digital technologies, but the possibilities of uses are still many. KEYWORDS: digital literacy; teacher training; systematic review.
