The essence of the processes of digitalization in the field of science of Russia has been considered, the specific issues of adaptation of science to the demands of the information society have been revealed, the readiness of the Informatization process of the Russian scientific sphere has been assessed. The criteria for the formation of the potential of digital technologies used in scientific and design work have been evaluated. The statistics of the state of development of high and knowledge-intensive technologies in General and information and communication technologies used in research and development, in particular, has been adduced.The complexities of determining indicators and classification of information and communication technologies used have been reviewed. The approaches to determining the statistics of the number of employees employed in computer science and related industries have been presented. The indicators of development of research and developments in the field of digital technologies have been investigated. The distribution of the employed in various sectors of the national economy has been given. An increase in the cost of importing technologies has been noted, which indicates a rise in the country’s technological dependence on sources of external (foreign) technologies. It has been noticed, that in the field of information and communication technologies, Russia had a significant profit from technology exports, which indicates the progressiveness of scientific developments in the field of digital technologies. The issues of financing research and development, shortcomings in the incentive mechanisms of the methods used and sources of funding have been considered. The state of educational processes, that form the personnel component of the digitalization of the economy, has been analysed.The results of information activity in the field of research and development will allow us to draw a conclusion about the lack of readiness of the sphere of research and development in the field of information and communication technologies in the organization of promotion and dissemination of digital technologies in the scientific field.

The whole set of political, legal, scientific, educational and economic relations in society and the state absorbs its information and communication space. This is where all the concepts of the various sciences that study the material and virtual world are interpreted today. Political science as a social science cannot stand aside in this process. In turbulent conditions, it simultaneously differentiates and integrates the problems that make up its structural content. Activities of the authorities and their relations with civil society; political institutions, processes and systems; technologies of political activity and motivation of political behavior; political aspects of international relations and the problem of supranational power, everything is interested in political science, where today is the conceptualization of ideas of organization of global information and communication space – the spheres of generation, interpretation and consumption of information, the question of interaction of information actors in science, education, economic or political activities use a single information and communication environment. There is no doubt that the digital world we are entering is not only a new logical stage in the development of the technological sphere of humanity, but a transition of the existing political-legal and socio-political systems to a new dimension of reality. Digital technologies are already rapidly grasping the footholds for advancement in all spheres of society, and digitalization is becoming a trend in modern development, however, it will require ever more in-depth work to develop ever more effective ways of legal regulation of various information and communication relations, as well as effective organizational and legal support for informatization of the state. The complexity of this area is due to the fact that virtually all social and industrial relations have an information component, and therefore the information and legal nature are all norms of interaction in different sectors and spheres of citizens. For example, relationships that arise: in the production and dissemination of information by the media; when applying the organizational and legal mechanisms of its security; at creation and functioning of the state automated information and communication systems. Legal regulation of information relations and social production activities in the information and communication sphere (infosphere), one way or another, affect the organization of all political institutes and processes engaged in the process of creating all targeted programs to improve national, state and personal security of citizens of any country, normatively – legal acts, including laws on relations, which represent the subject of a new field of law integrated with the technical sciences – information law, which practically emerged 20–25 years . Both political science and jurisprudence are still amorphous enough and are not actively defining the scope of their tasks, but they exist and require their decision. Analysis of global trends in the development of mankind in the XXI century suggests that the further development of states will occur in the face of enormous technological and psycho-emotional challenges and risks associated with digital inequality of citizens, however, and under such conditions, the formation of societies and their policies is already happening today, military affairs and, of course, science and education. Risks are the foundation of a fundamentally new economy (knowledge-based economy), the basis of competitiveness in countries where new high-tech breakthrough technologies are being created based on digitized information. The digital economy is defined as an economy based on the digital use of digital information and communication technologies (ICTs), however, they do not take into account that digital technologies of information and knowledge processing are becoming, today, the energy that conceptually changes the organization of information and communication. Areas – Areas of processing (production, interpretation, communication) and consumption of information. The information space is changing – as a sphere of interaction of information actors who use a single information environment. Traditionally, the information environment refers to the totality of information infrastructure, ICTs and tools, as well as organizational and legal structures that represent the organizational, material and legal conditions for the existence and functioning of information actors. The basis (central part) of the information environment is not only the information and communication infrastructure – a set of interconnected communications, information systems and information resources, but also the ability of countries to adequately fulfill the political and legal conditions for its development. Abstract The forestry system of the Russian Federation uses information and communication technologies in order to bring the necessary legal, regulatory, organizational information to the participants of forestry relations, stakeholders and the public. It is necessary to pay attention to improving the infrastructure for supporting information and communication technologies. In this regard, the results of an expert survey of representatives of forestry enterprises on the state of affairs and the level of technical readiness of the use of digital technologies in the field of use, protection, protection and reproduction of forests, afforestation (forest relations) are extremely important. Methodological recommendations were developed for the questioning of participants in forestry relations, allowing to assess the use of information and communication technologies in forestry. Based on the results of the study, the most relevant measures for the implementation were identified, and a conclusion was drawn up on the state of affairs and the level of technical readiness of the use of digital technologies in the field of use, protection, protection and reproduction of forests, afforestation (forest relations). The results obtained open up new areas of scientific research in the field of digital technologies application in the forestry complex.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

RESUMO: Pesquisar a inserção das tecnologias digitais da informação e comunicação nos contextos formativos envolve problematizar as percepções, apropriações e significações de professores e alunos sobre a questão. Este texto buscou identificar as produções científicas brasileiras (teses e dissertações) a respeito do letramento digital na formação de professores, realizadas entre os anos de 2010 a 2018. Utilizamos a revisão sistemática como procedimento metodológico, com o auxílio do software Parsifal. Pontuamos as seguintes equações para verificar nos trabalhos: quais objetivos de pesquisa essas produções revelam? Que perspectivas de letramento digital e quais procedimentos e instrumentos metodológicos os pesquisadores adotaram? Quais resultados dos processos de letramento digital trabalhados na formação de professores foram revelados? Como resultados, validamos 37 trabalhos, que apontam as configurações das propostas de formação com usos das tecnologias digitais que procuram responder às novas dinâmicas sociais para as quais os alunos-professores precisam estar aptos. De acordo com as pesquisas encontradas, os cursos de formação inicial ou continuada têm inserido as tecnologias digitais em suas práticas, mas as possibilidades de usos ainda são muitas. PALAVRAS-CHAVE: letramento digital; formação de professores; revisão sistemática.   ABSTRACT: Researching the insertion of digital information and communication technologies in the formative contexts involves problematizing teachers and students’ perceptions, appropriations and meanings about the issue. This text sought to identify the Brazilian scientific productions (theses and dissertations) regarding digital literacy in teacher education, between the years 2010 to 2018. We used the systematic review as a methodological procedure, with the help of the Parsifal software. We scored the following equations to verify the work: which research objectives do these productions reveal? What perspectives of digital literacy and what procedures and methodological instruments did the researchers adopt? What results of the digital literacy processes worked on in the training of teachers were revealed? As results, we validated 37 works, which point out the settings of training proposals with uses of digital technologies that seek to respond to the new social dynamics that student-teachers need to be able to. According to the research works found, the initial or continued training courses have lent themselves to insert the digital technologies, but the possibilities of uses are still many. The availability of breastfeeding support resources, including those provided by Baby-Friendly Hospitals, International Board Certified Lactation Consultants, breastfeeding counselors and educators, and volunteer-based mother-to-mother support organizations, such as La Leche League, are critically important for influencing breastfeeding initiation and continuation for the mother-child dyad. In addition, the emergence of community support options via information and communication technologies such as Skype and Facetime, social media (e.g., Facebook), and telelactation providers are providing mothers with a new range of support options that can help bridge geographic barriers to traditional community support. However, telelactation services that use information and communication technologies to connect breastfeeding mothers to remotely located breastfeeding experts require reliable, affordable, high-quality broadband connections to facilitate interaction between mothers and their support resources. The purpose of this paper is to explore the complex spatial landscape of virtual and face-to-face breastfeeding support options for mothers in the state of Ohio (U.S.), identifying barriers to support. Using a range of spatial and network analytics, the results suggest that a divide is emerging. While urban areas in Ohio benefit from both a density of face-to-face breastfeeding support resources and robust broadband options for engaging in telelactation, many rural areas of the state are lacking access to both. Policy implications and several potential strategies for mitigating these inequities are discussed.

This article presents the results found in phase four of the doctoral thesis: "Pedagogical references for the use and appropriation of Information and Communication Technologies (ICT) within the educational processes planned and developed by teachers of higher education”. In this phase of the research, it was intended to establish in a direct and precise way how teachers make use of ICT within their classes. This research is carried out in the engineering faculties of three universities in Bogotá (Colombia): a private university, a public university, and a technological public school, training engineers by propaedeutic cycles. The methodology followed is framed under the mixed approach: qualitative and quantitative descriptive, using the technique of structured interview applied to 157 teachers who guide educational processes in engineering faculties. This study could undoubtedly serve as a reference to other engineering teachers who intend to make use of ICT in their educational processes. Este artículo presenta los resultados encontrados en la fase cuatro de la tesis doctoral “Referentes pedagógicos para el uso y apropiación de las Tecnologías de la Información y Comunicación (TIC) al interior de los procesos educativos planeados y desarrollados por los docentes de educación superior”. En esta fase de la investigación, se pretendía establecer la forma en la que los docentes hacen uso de las TIC en el interior de sus clases. Se realiza en las facultades de ingeniería de tres universidades de Bogotá (Colombia): una universidad privada, una universidad pública y una escuela tecnológica de carácter público, formadora de ingenieros por ciclos propedéuticos. La metodología seguida en esta fase está enmarcada bajo el enfoque mixto cualitativo y cuantitativo descriptivo, usando la técnica de entrevista estructurada realizadas a 157 docentes que orientan procesos educativos en las facultades de ingeniería. El estudio permitió recoger un buen número de experiencias educativas que, sin duda alguna, podría servir de referente a otros docentes de ingeniería que pretendan hacer uso de las TIC en sus procesos educativos.

The introduction of information and communication technologies into the educational process began more than twenty years ago, along with the rapid spreading of computers around the world. However, not all educational institutions have supported the inclusion of information and communication technologies into the educational process for the above-mentioned quite a long period of time. Most likely, this was due to insufficient financial investments in modernization. In addition, insufficient attention was initially paid to training of teachers for working with digital technologies. At present, when information and communication competence has already been included into all international standards for teachers, it turned out that neither graduates from teacher training institutes nor teachers who have been working for already a long period of time have sufficient competencies for using digital technologies in practice. A comparative analysis of Russian and European professional standards for teachers is carried out, and the competencies they should possess are considered. Various versions of the information literacy definitions are given, which have undergone changes in the technological development process. Special attention is paid to the requirements for competencies of foreign language teachers in the field of digital technologies. The list of the currently available digital tools, including mobile devices, is discussed. The students actively use such technologies to learn languages, but to yield a really positive effect, digital tools should be integrated directly into the educational process in a professional manner. The experience of work with digital technologies gained by the teachers of the NRU MPEI Department of Foreign Languages is considered. A conclusion has been drawn, according to which a high level of information literacy enables teachers not only to change their own pedagogical methods, but also to open new horizons for their students, who, in turn, gain access to high quality education.

The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. Questions and problems related to new production relations arising from the use of information and communication technologies in the technological processes of agricultural production (point farming, differentiation of information support through the reception, processing, presentation of information about the state of the soil, animals, the environment, etc.) between the object and the subject of management are investigated and analyzed. The system of collecting and wireless transmission of data on the state of the soil by means of mobile and stationary sensors with the subsequent analysis of information for making optimal management decisions in crop production is considered.
