ABSTRACT Navy as a marine security defense force has an Integrated Armored Weapon System (SSAT), one of them is the power of Submarine and the amount of it will continue to evolve. The current condition demands to perform development and review of strategic and optimal submarine training areas to support the exercise and preparedness of the submarine's strength to prepare the readiness of combat conditions. The purpose of this study was to determine the best criteria for the location of the submarine training by analyzing and reviewing some of the existing locations of Navy Submarine Exercise practice and doing further development. In the selection of submarine training criteria, the method used was the Fuzzy Multiple Decision-Making Criteria (FMCDM).  Keywords: Determination Criteria, Training Location, Fuzzy MCDM

The role of container logistics centre as home bases for merchandise transportation has become increasingly important. The container carriers need to select a suitable centre location of transshipment port to meet the requirements of container shipping logistics. In the light of this, the main purpose of this paper is to develop a fuzzy multi-criteria decision-making (MCDM) model to evaluate the best selection of transshipment ports for container carriers. At first, some concepts and methods used to develop the proposed model are briefly introduced. The performance values of quantitative and qualitative subcriteria are discussed to evaluate the fuzzy ratings. Then, the ideal and anti-ideal concepts and the modified distance measure method are used in the proposed model. Finally, a step-by-step example is illustrated to study the computational process of the quantitative and qualitative fuzzy MCDM model. The proposed approach has successfully accomplished our goal. In addition, the proposed fuzzy MCDM model can be empirically employed to select the best location of transshipment port for container carriers in the future study.

Often, data in multi-criteria decision-making (MCDM) problems are imprecise and changeable due to the mandatory participation of human judgement, which is often unclear and vague. Besides, different MCDM methods may produce different results under different levels of uncertainty and require divergent levels of computational resources. Therefore, the quality of the decision and the amount of effort are heavily affected by selection of the MCDM method. With the regular proliferation of such methods and their modifications, it is important to carry out a comparative study that provides comprehensive insight into their performances under uncertain conditions. In this study, we use the randomized quasi-Monte Carlo simulation approach to compare empirically the results produced by 12 classic and contemporary fuzzy MCDM (FMCDM) approaches with rank-reversal perspective over increasing uncertainty in various decision scenarios. Furthermore, this study also investigates the similarity between ranks produced by each pair of methods for the same decision problems. The study further compares the results obtained by quasi-Monte Carlo simulation with the results obtained by Monte Carlo simulation. The findings of this study will assist decision-makers in the selection of most appropriate fuzzy MCDM approach for different decision scenarios. The results of this research are significant additions to the current repository of knowledge in the multi-criteria decision analysis as well as the literature pertaining to the Information Systems. It also provides insights for many managerial applications of these MCDM methods.

Uncertain global dynamics is one of the main factors influencing the successful achievement of goals and interests in the field of national defense. This reflects how important it is for stakeholders in the defense sector, to understand the dynamics of the strategic environment which presents a series of opportunities, obstacles to threats to the existence of the Republic of Indonesia, which in the end will obtain strategic steps to overcome them. The Indonesian Navy is strongly influenced by several components, such as the strength structure, the level of readiness, the level of sophistication or technological sophistication and the operational durability of its Alutsista. The synergy of the four components of strength is very much determined by the country's ability to build and maintain the ability of the defense equipment. Currently, Arsenal does not have a regional warehouse and there is only one central warehouse in Surabaya. The wide working area of ​​Koarmada II, of course, requires a large number of KRI elements. Arsenal really need regional warehouses in order to be able to increase KRI's operational support in the Koarmada II working area. This is necessary considering that the operation at sea requires a very high presence of KRI. So that if there is a need for ammunition supplies, the process of supplying them can be carried out quickly. This research uses the Fuzzy Multi Criteria Decision Making (FMCDM) method. Overall, the results obtained from this study, it can be concluded that the best location from the alternative location is in the Koarmada II area, namely Lantamal Manado with the highest value of 0.   Keywords: Determination of Location, Fuzzy Multi Criteria Decision Making (FMCDM).

All colleges each year organize the selection of new admissions. Acceptance of prospective students in universities as education providers is done by selecting prospective students based on achievement in school and college entrance selection. To select the best student candidates based on predetermined criteria, then use Multi-Criteria Decision Making (MCDM) or commonly called decision support system. One method in MCDM is the Elimination Et Choix Traduisant la Reality (ELECTRE). The ELECTRE method is the best method of action selection. The ELECTRE method to obtain the best alternative by eliminating alternative that do not fit the criteria and can be applied to the decision SNMPTN invitation path.

Dimensional analysis under linguistic Pythagorean fuzzy set (DA-LPFS) is a technique to handle qualitative (intangible) as well as the interactions between criteria, by combining dimensional analysis (DA) and Pythagorean fuzzy set (PFS) with linguistic variables. In this paper, a novel DA method is proposed for LPFSs based in a PFS extension, in order to consider the mutual relationship among criteria and handle qualitative (fuzzy) and quantitative (crisp) information usually involved in Multi-criteria decision making (MCDM) problems. Finally, DA-LPFS is applied to handle a case concerning the selection of CNC router to illustrate the applicability of the method.

The European Commission has recently adopted the Renovation Wave Strategy, aiming at the improvement of the energy performance of buildings. The strategy aims to at least double renovation rates in the next ten years and make sure that renovations lead to higher energy and resource efficiency. The choice of appropriate thermal insulation materials is one of the simplest and, at the same time, the most popular strategies that effectively reduce the energy demand of buildings. Today, the spectrum of insulation materials is quite wide, and each material has its own specific characteristics. It is recognized that the selection of materials is one of the most challenging and difficult steps of a building project. This paper aims to give an in-depth view of existing multi-criteria decision-making (MCDM) applications for the selection of insulation materials and to provide major insights in order to simplify the process of methods and criteria selection for future research. A systematic literature review is performed based on the Search, Appraisal, Synthesis and Analysis (SALSA) framework and the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement. In order to determine which MCDM method is the most appropriate for different questions, the main advantages and disadvantages of different methods are provided.

In this paper, we focus on two main objectives. Firstly, we define some binary and unary operations on N-soft sets and study their algebraic properties. In unary operations, three different types of complements are studied. We prove De Morgan’s laws concerning top complements and for bottom complements for N-soft sets where N is fixed and provide a counterexample to show that De Morgan’s laws do not hold if we take different N. Then, we study different collections of N-soft sets which become idempotent commutative monoids and consequently show, that, these monoids give rise to hemirings of N-soft sets. Some of these hemirings are turned out as lattices. Finally, we show that the collection of all N-soft sets with full parameter set E and collection of all N-soft sets with parameter subset A are Stone Algebras. The second objective is to integrate the well-known technique of TOPSIS and N-soft set-based mathematical models from the real world. We discuss a hybrid model of multi-criteria decision-making combining the TOPSIS and N-soft sets and present an algorithm with implementation on the selection of the best model of laptop.
