The article is meant to analyze new opportunities of the forthcoming presidency of the Russian Federation in the Arctic Council designed to implement the Arctic Development Strategy of the Russian Federation, strengthen international cooperation and give a new impetus to largescale national and international sustainable development projects in the Arctic, focused on improving the resilience of the environment and population of the Council member states. The authors considered the approaches to formulation of sustainable development priorities in international law and Russian legislation, peculiarities of sustainable development projects in the Arctic, prospective directions of Russian chairmanship in the Arctic Council taking into account postpandemic development of the world economy. Relevant proposals and recommendations on specific areas of cooperation and major projects that could be implemented in the interests of all member states of the Arctic Council are given. A proposal for Arctic Development Bank foundation has been put forward and substantiated.

This article is dedicated to the examination of identity of the indigenous small-numbered peoples of the Arctic in the context of environmental interdependence. The author reviews the current situation in the Arctic as a symbiosis of domestic and foreign policy of the Russian Federation being northern country. The transformation of identity is an implicit challenge for sustainable development in the region. The subject of this research is the phenomenon of self-determination of the indigenous population in the context of environmental agenda. The author dwells on the existing theoretical approaches towards studying the phenomenon of interdependence. The article aims to prove that the problematic of the identity of indigenous population may become a serious challenge for the foreign policy of the Russian Federation in the region. The novelty of this research consists on the fact that due to the Russian Chairmanship in the Arctic Council (2021 – 2023), the problem of self-determination of the indigenous small-numbered population remains unresolved, which generates an implicit threat to sustainable development of the region from the perspective of foreign policy discourse of the country. The conclusion is drawn that the existing environmental support initiatives through the international organizations and government structures of the Russian Federation and the Nordic countries do not imply direct representatives from the indigenous small-numbered population. The absence of a permanent dialogue results in the unconscious shift towards dependence.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

t. Theoretical approaches to the sustainable development of cities and towns in the Arctic zone of the Russian Federation are considered. As such approaches, the concept of a «green» smart city, the concept of thermal stress in an Arctic city, the concept of a «winter city», the concept of an Arctic base city, the concept of developing coastal Arctic settlements based on the principles of the blue economy (the economy of marine nature management and coastal zones), the concept of ensuring the vital activity of Arctic cities, etc. are analyzed. In addition, the contribution of Arctic cities to environmental pollution and climate change, socio-economic and demographic development of the Arctic zone is analyzed. The development of Arctic cities, especially single-industry towns and settlements is considered in the context of the Republic of Karelia, the Murmansk, Arkhangelsk Regions, the Komi Republic, the Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory. The main directions of sustainable development of Arctic cities and towns are substantiated from the point of view of achieving the target indicators of the “Strategy for the development of the Arctic zone of the Russian Federation and ensuring national security for the period up to 2035”.

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.
