This chapter presents a demographic outline of poverty in the Portuguese Jewish community in early modern Amsterdam. It has become clear from examining records of the numbers of people on poor relief that at times the community was larger than used to be assumed. Behind the beautiful façade of prosperity and grandeza that the community liked to show to the outside world, the kahal had to wrestle with the ever more pressing dilemma of having to look after paupers, who had flocked to Amsterdam expecting to find there a safe and sheltered life, free of persecution, war, and economic depression. By the end of the seventeenth century, a third of all Portuguese Jews were drawing permanent poor relief and almost half were drawing either permanent or temporary poor relief. Portuguese on welfare were often found in small families, mostly headed by women; larger families tended to be headed by men. In the eighteenth century, the character of Portuguese poverty changed. From then on—with the exception of single women—the poor were dominated by men trying to support their families through the economic slump with financial help from the Portuguese community.

Historians of early modern Europe have become accustomed to the dichotomy of the deserving and undeserving poor, though they still debate the origins of the transformation of attitudes toward the poor and poverty. Historians have studied less carefully the ways in which these presumably static categories flexed, as individuals and officials worked out poor relief and charity on the local level. Military, religious, and social exigencies, precipitated by war, the Reformation, and demographic pressure, allowed churchwardens and vestrymen to redraw the contours of the deserving and undeserving poor within the broader frame of the infirm, aged, and sick. International conflicts of the early seventeenth century created circumstances and refugees not anticipated by the poor law innovators of the sixteenth century. London’s responses to these unexpected developments illustrate how inhabitants constructed the categories of die deserving and undeserving poor. This construction depended upon the discretion of churchwardens and their fellow officers, who listened to the accounts and read the official documents of the poor making claims on parish relief and charity.

ABSTRACTThe development of the poor law has formed a key element of recent discussions of ‘state formation’ in early modern England. There are, however, still few local studies of how formal poor relief, stipulated in the great Tudor statutes, was implemented on the ground. This article offers such a study, focusing on Lancashire, an economically marginal county, far from Westminster. It argues that the poor law developed in Lancashire surprisingly quickly in the early seventeenth century, despite the fact that there is almost no evidence of implementation of statutory relief before 1598, and formal relief mechanisms were essentially in place before the Civil War even if the numbers on relief remained small. After a brief hiatus during the conflict, the poor law was quickly revived in the 1650s. The role of the magistracy is emphasized as a crucial driving force, not just in the enforcement of the statutes, but also in setting relief policy. The thousands of petitions to JPs by paupers, parishes, and townships that survive in the county archives suggests that magistrates were crucial players in the ‘politics of the parish’.

This article addresses the poor relief provided in Dundee during the 1640s and 1650s, years of particular upheaval in the burgh. Contrary to some assumptions, some unusually rich archival evidence on this subject survives and offers rich insight into the collection and distribution of welfare by the kirk treasurers. The article argues that significant fundraising activities took place and survived the disasters of the late 1640s and early 1650s, pointing to the resilience of the town and its charitable structures. This relief was effectively administered and carefully recorded, and drew on a variety of additional sources such as voluntary gifts, as well as regular church-door collections. The article also analyses the recipients of regular and exceptional relief payments and considers the much more limited care provided by Dundee's hospital. As well as suggesting further opportunities for the study of poor relief in pre-modern Scotland, the article also helps to shed new light on the seventeenth-century experiences of one of the less well-studied of Scotland's leading early modern burghs.

This chapter identifies the most important characteristics of poverty and welfare among the Portuguese community of early modern Amsterdam. One remarkable feature of the poor in the Amsterdam Portuguese milieu is the prominence of women, until recently hardly considered. The reasons for this were manifold: as a key group in the effort to perpetuate Jewish tradition in the peninsula, women were consistently persecuted by the Inquisition and many fled in fear of it, as well as out of the desire to live openly as Jews. Also, economic opportunities for men outside the Dutch Republic led to many women being left on their own in the city, dependent on welfare. The poor relief provided by the Portuguese community was not exceptionally generous, at least when judged by Amsterdam standards, nor was it granted permanently to all poor people. The system was hierarchical and elitist, presided over by a closed, wealthy caste who ran a strict regime. By the middle of the eighteenth century, the Amsterdam Portuguese community had lost its international attraction as a place of refuge.

Kunal Parker's “State, Citizenship, and Territory” can be read in at least two ways. Read one way, it tells an important story about how regulation of the poor was driven upward in Massachusetts during the nineteenth century, from the localities to the state. In the seventeenth century, Massachusetts had imposed primary responsibility for care of the poor on its towns. But during the eighteenth century, with the growth of a landless, wandering population, town poor relief budgets came under increasing pressure. The towns responded by lobbying the Massachusetts legislature to pass a series of statutes that made it more and more difficult to acquire a town settlement. People who fell into need in Massachusetts but who had not acquired a town settlement became state paupers for whom the state, rather than any town, was fiscally responsible. As it became more and more difficult to acquire a town settlement, the number of state paupers increased, shifting a portion of the fiscal burden of poor relief from the towns onto the state.

ABSTRACTThis article explores the role of different social groups in early modern Dutch towns in organising and financing poor relief. Examining both the income structure of Dutch urban poor relief organisations and voluntary donations and bequests by citizens reveals what motivations lay behind their involvement, and how and why these changed over time. In the seventeenth century, ‘middle groups’ donated more often and higher mean amounts, reflecting their efforts to contribute to urban community building. In the eighteenth century, the elite became relatively more involved in charitable giving. Also, the urge to give to one's own religious group seems to have increased in this period.

Ghettoization stimulated sixteenth-century Italian Jewry to develop larger and more complex political structures, because the Jewish community now became responsible for municipal tasks. This development, however, raised theological objections in Catholic circles because Christian doctrine traditionally forbade the Jewish people dominion. It also aroused hostility among the increasingly centralized governments of early modern Europe, who viewed Jewish self-government as an infringement of the sovereignty of the state. The earliest appearance of the term “state within a state,” which has become a shorthand expression for the latter view, was recently located in Venice in 1631.

Abstract: cultural and material change described by historians of reading intersects with literary history in different and complex ways. An example is the cultural practice of silent reading in intimacy, which came to be pivotal for the literature of sensibility. It was gendered female in the eighteenth century and looked upon with disfavour, notably by moralists and pedagogues. However, not very long before, silent reading was associated with spirituality and women’s religious experiences, and was compatible with the virtues expected of the “lady of the Renaissance”. Several texts from the seventeenth century, notably diaries by women, will be discussed. Título en español: “Resonancia del silencio: inspiración y pasividad en la lectura femenina en el siglo XVII”.Resumen:los cambios culturales y materiales que describe la historia de la lectura entran en relaciones variadas y complejas con la historia literaria. Michel Foucault argued famously that early modern European governors responded to plague by quarantining entire urban populations and placing citizens under minute surveillance. For Foucault, such sixteenth- and seventeenth-century policies were the first steps towards an authoritarian paradigm that would only emerge in full in the eighteenth century. The present article argues that Foucault’s model is too abstracted to function as a tool for the historical examination of specific emergencies, and it proposes an alternative analytical framework. Addressing itself to actual events in early modern Italy, the article reveals that when plague threatened, Florentine and Bolognese health officials projected themselves into a spatio-temporal dimension in which official actions and perceptions were determined solely by the spread of contagion. This dimension, “plague time,” was not a stage on the irresistible journey towards Foucault’s “utopia of the perfectly governed city.” A contingent response to a recurrent existential menace, plague time rose and fell in response to events, and may be understood as a season.

Studies of private libraries and their owners invariably talk about ‘book collecting’—is this the right terminology? After summarizing our broadly held understanding of the evolution of bibliophile collecting from the eighteenth century onwards, this chapter considers the extent to which similar behaviours can be detected (or not) in the seventeenth, drawing on the material evidence of bookbindings, wording in wills, and other sources. Do we find subject-based collecting, of the kind we are familiar with today, as a characteristic of early modern book owners? Some distinctions are recognized in ways in which medieval manuscripts (as opposed to printed books) were brought together at this time. The relationship between libraries and museums, and contemporary attitudes to them, is explored. The concluding argument is that ‘collecting’ is a careless word to use in the seventeenth-century context; just as we should talk about users rather than readers, we should use ‘owners’ rather than ‘collectors’ as the default term, unless there is evidence to the contrary.
