AIM: The aim of this research is to examine the importance of community participation in education and social infrastructure in Peri - Urban of Tirana city.MATERIAL AND METHODS: This research states that “involvement of community” is a direct response to giving the community a voice in shaping their future environment to promote urban regeneration in combination with the respecting of the principle of sustainability.RESULTS: This rich picture of community participation and urban planning brings an improver's eye to the real issue on the ground, focused mainly on the guidelines set by the European Union. The goal of the project participation which generates public space, beyond the values that carry on improving the quality of life for the citizens – can illustrate how urban regeneration projects may have a huge impact on the entire city life. The result is to create an area which improves profits and a good lifestyle; re-conceptualization of investment as an investment in urban infrastructure, an investment that can have a large impact even with a relatively low cost.CONCLUSIONS: This article emphasises the need for a real metamorphose to all barriers between builders and users which must be abolished so that building and usage become two different parts, of the same planning process.

The industry development over the last hundred years has had a huge impact on the development of technological infrastructure and life change. Three main components of this development are related to personalization: a car as a personal vehicle and greater personal freedom; a personal computer as a means of intellectual autonomy; a personal phone as a means of freedom of communication and access to information. These three development factors significantly changed the employee psychology and created the conditions for diffusion of qualitatively new, synthesized (cyber-physical) technologies that became the basis of the Industry 4.0 and the Internet of Things – two main working concepts of industrial and infrastructural development for the next 20 years. The conventional or classical industrial systems that are dominant to the present day have mainly been based on the principles of human muscle energy replacement, but the technological changes of our days raise the question of the substantial scale of displacement of the living manpower both in production and in management and services. The process of technological and industrial transformation that has already begun will inevitably lead to the transformation of social and economic systems, and here the key problem will not only be the provision of a new quality of economic growth, but also the solution of the employment problem interfacing a new technological platform, the information and social infrastructure of society.

El interés institucional por la regeneración urbana integrada y la mejora de los tejidos urbanos obsoletos ha aumentado en los últimos años, siendo uno de los procesos por los que apuesta la nueva agenda urbana. Al respecto, numerosos autores señalan el carácter sistémico de los problemas, de múltiples dimensiones y reconocen que la calidad de la forma y el diseño urbano son una condición que puede favorecer la correcta evolución de un área urbana. El objetivo de este texto es analizar en qué grado están presentes la necesidad de un buen diseño y una atención específica por las formas urbanas en los conceptos, el marco institucional y en determinadas prácticas que promueven la regeneración urbana. Para ello, el artículo comienza con una exploración evolutiva del concepto de regeneración urbana focalizada en la experiencia española. A continuación, se analiza el marco institucional que regula actualmente la regeneración urbana, así como las políticas de estímulo estatales que la promueven. Al encontrar en el escenario nacional (Plan Estatal 2013) algunas debilidades en torno al diseño urbano y espacio público, se compara con otro de reconocida influencia (Ley de Barrios 2004) con el fin de conocer el rol del diseño urbano en cada uno de ellos. Por último, el artículo analiza dos experiencias recientes realizadas en el marco de la Ley de Barrios –Santa Caterina i Sant Pere y Sant Ildefons, (en Barcelona y su área metropolitana)–, verificando la relevancia del diseño urbano en determinadas prácticas de regeneración.PALABRAS CLAVE: regeneración urbana, diseño urbano, espacio público, legislación urbanística, políticas de estímulo, BarcelonaThe institutional interest for integrated urban regeneration and the improvement of deprived urban fabric has increased in last years, being one of the main processes included in the new urban agenda. At this regard, many authors point out the systemic nature of the problems, of multiple dimensions, recognising in the quality of the form and the urban design a condition capable of favouring an urban area evolution. The purpose of this paper is to analyse to what extent the need for good design and specific attention to urban forms are present in concepts, institutional framework, and certain practices that urban regeneration promotes. To this end, the article begins with an evolutive exploration of urban regeneration concept, focusing on the Spanish experience. Next, the recent institutional framework is analysed, as well as the state policies that support urban regeneration. Finding in the national scenario (Plan Estatal 2013) some weaknesses around the urban design and public space, which it is compared with one of recognized influence (Ley de Barrios 2004), in order to know the role of urban design in each of them. Finally, the article analyses two recent experiences carried out within the ‘Ley de Barrios’ framework -Santa Caterina i Sant Pere and Sant Ildefons, (in Barcelona and its metropolitan area)-, verifying the urban design relevance in certain regeneration practices.KEYWORDS: urban regeneration, urban design, public space, planning law, stimulus policies, Barcelona

Arrangement of Slum in a dense residential neighborhood that tends to be slum must fulfill basic principles. First, legalization of ownership status on land and housing sites, Second, provision or improvement of technical services, such as clean water, waste and management of liquid waste, sanitation, electricity, road sidewalks, street lighting. Third, provision or improvement of social infrastructure such as schools, clinics, community centers, playgrounds, green areas. Fourth, the improvement of the physical environment, including the rehabilitation / improvement of Ineligible Houses. Fifth, if deemed necessary, the construction of new housing units is included in the up-grading scheme. Sixth, a redesign of the settlement development plan, including the harmony of buildings and road patterns in accordance with infrastructure needs. Seventh, a change in the policy or regulatory framework that is more in line with the needs and opportunities available to the urban community. However, the involvement of people who live in slum areas, from the planning process to the implementation of the arrangement and improvement of the quality of slum areas, is a must. So that in determining the priority of community activities will feel part of the improvement and development in the region. From the participation and empowerment, there will be a response from the residents' expectations of the living conditions in accordance with their needs and increased comfort. For this reason, the paradigm from development to empowerment of the development and construction of settlements, requires the comfort of living to be a priority that is taken into consideration in the sustainable arrangement of settlements. Criteria for the comfort of living will be the standard of success in evaluating the results of structuring and improving the quality of slums. The success of the physical arrangement of settlements is not a benchmark for the usefulness and sustainability of an area, but a process of survival that will have a positive impact on changes in the quality of life for people who live in Kampung Seng Area Kerantil Settlements

Public space is an essential social infrastructure for the continuous negotiation of city life and democracy because it offers (ideally) an interactive platform for people from diverse social and cultural backgrounds and the forms of public life they cherish. This contribution inquires how public space’s design and materiality play a fundamental role in popular struggles for social justice. By focusing on the differentiated access of women to public space, the role of gender in its design, and appropriation through a feminist intersectionality lens, this article aims to understand better the complex interplay between urban space and its non‐human material agency vis‐à‐vis citizen mobilizations, movements, and socially engaged art interventions. Drawing from extensive participant observation and spatial analysis, the exemplary public space of Shahbag Chattwar (a public square/plaza) will shed light on the “gendered spatiality” of pivotal popular mobilizations and reclamations from the historical momentum of the 1952 language movement, over the 2013 contemporary Shahbag protests, and to the 2020 anti‐metro rail protests at the Dhaka University campus. Analyzing urban space as a “palimpsest,” this research reflects on both historic and ongoing scenarios of popular protests as they repeatedly occupy public space and leave spatial traces through spatial design and art. In sum, the article seeks to gain insight into public space as a principal site of contestation and negotiation of juxtaposed layers of gendered dynamics, civil rights, secularism, and fundamentalism.

The quality of built environment is linked to the space in-between buildings and considers its formal, environmental and use values, due to specific needs for care and project re-appropriation. Sustainable mobility, a strategic objective of the European Union, cannot ignore the quality of the public space. The New European Bauhaus draw a new strategical attention to the critical role the quality of spaces plays in building a better world. The definition of space for active mobility as environmental islands, sidewalks, pedestrian areas, cycle paths or green ways, must follow morphological, functional and organizational needs. The beauty of the space starts from a new language of the street, through qualifying the places and avoiding a passive crossing for the transport logic, but satisfying a need that goes beyond our material dimension and is inspired by creativity and culture. This qualification is represented here in the case study of an Italian Biciplan as a sector plan able to build inclusive and accessible physical spaces for the community. The lack of attention of technicians in the execution of public works leads to reconsider the importance of these issues also in education and training. The fragmentation of technological knowledge must be recalibrated to provide useful tools without forgetting the quality and the overall beauty of the places when street language improve, also for cultural reason.

The power of landscape architecture cannot be underestimated as a tool to not only enhance the aesthetics of a public space but also improve its safety, with knock-on benefits for peoples' mobility and happiness. It is employed in urban regeneration projects, which seek to reverse the decline of public spaces by improving the physical structure, as well as the economy. Regeneration can help to reduce issues associated with unemployment, poor health, crime and education, while simultaneously improving the physical environment. Professor Hisashi Shibata is a landscape architect and urban designer based in the Department of Civil Engineering, Faculty of Engineering, Fukuoka University, Japan. He has an interest in urban regeneration, with a focus on ensuring the safety of public spaces and enhancing their beauty. He believes that this can have a significant impact on quality of life and ultimately contribute to improved society.

Subject. This article explores the basic elements of the engineering infrastructure of smart cities. Objectives. The article aims to systematize theoretical descriptions of the engineering infrastructure of a smart city. Methods. For the study, we used a logical analysis and systematization. Results. The article highlights the main areas of infrastructure development of smart cities. Conclusions. Improving process management mechanisms, optimizing urban infrastructure, increasing the use of digital technologies, and developing socio-economic innovation improve the quality of the urban environment in a digitalized environment. And improving the efficiency of urban planning and security, studying its properties and characteristics, and forming an effective urban information system lead to its functional transformations.

Poor service delivery has always been considered a legacy of the apartheid era. However, 25 years into democracy, many local municipalities are still battling with service delivery backlogs. These backlogs are often attributed to, for example, dysfunctional ward committees, corruption amongst councillors, exclusion of community members in the planning process, failure to prioritise community needs, and institutional capacity issues. These challenges have undermined municipalities’ provision of quality service delivery and have precipitated service delivery protests. This article argues that community participation, which has been identified as a factor that can mitigate the aforementioned challenges, can be pivotal in the provision of effective and efficient services by municipalities. The relationship between community inclusion and service delivery outcomes is not simplistic, but depend upon a combination of proactive and highly skilled leaders and a cooperative and supportive populace. In this article, we identify the modes for successful participation and also the consequences of community exclusion through textual analysis of pertinent sources. We argue that such participation can only be successful and sustainable if it is reinforced by support from local government in the form of community training and capacity development workshops to exchange and instil new ideas as well as by resource allocation.

Societies and their underlying infrastructure are in the process of being transformed by digital technology, a change that requires updated legislation and governance structures to respond to new information contexts. One particular area of rapid growth is that of connected devices that are increasingly being deployed in the physical environment as part of the so-called Internet of Things (IoT). There has been significant attention by policymakers at both national and international levels as to the economic and social benefits these technologies can bring and how they can be effectively implemented, leading to a range of different governance models. Many of these models relate to larger scale deployments as part of “smart city” urban infrastructure programs. Unlike private sector Internet of Things devices, which require buy-in from individuals who voluntarily purchase technology and choose to use it, public space deployments can affect entire communities. They must therefore particularly include mechanisms by which citizens can be empowered. We present a thematic review of literature and policy pertaining to IoT governance models, and construct a framework of principles for IoT governance, highlighting emerging and remaining questions. Four emergent themes (Levels of Governance, Legitimacy and Representation, Accountability, and Transparency) are illustrated using case studies at two levels; national and supranational top-down governance models, and city-based context-specific implementation models.
