We analyzed planning mechanisms and evaluated their performance in achieving legitimacy in infrastructure planning in Slovenia. Planning mechanisms were divided according to the concept of input, throughput and output legitimacy. We conducted a document analysis and interviews to assess their effectiveness in achieving legitimate decisions. Although the analyzed decision-making process declaratively promoted democratic principles, the mechanisms failed to satisfactorily enhance the legitimacy of decisions. The study revealed inadequate communication approaches, both in the decision-makers' relationship with the public and within the expert discourse. Accordingly, the study argues for more genuine communication with the public and within academia to address legitimacy challenges in increasingly conflictual decision-making processes.

Purpose The purpose of this paper is to investigate and explain how organizations in the construction sector can enhance their decision-making process (DMP) by practising knowledge management (KM) and business process management (BPM) activities. A conceptual framework is developed that recognises the elements that impact DMP in terms of KM and BPM. The development of this framework goes beyond current empirical work on KM in addition to BPM as it investigates a wider variety of variables that impact DMP. Design/methodology/approach A case study is undertaken in the context of the construction industry in Jordan. A theoretical framework is developed and assessment of the proposed framework was undertaken through a questionnaire survey of decision-makers in the construction sector and expert interviews. Findings The outcomes of this research provide several contributions to aid decision-makers in construction organizations. Growth in the usage of KM and BPM, in addition to the integration between them, can provide employees with task-related knowledge in the organization’s operative business processes, improve process performance, promote core competence and maximise and optimise business performance. Originality/value Through the production of a framework, this study provides a tool to enable improved decision-making. The framework generates a strong operational as well as theoretical approach to the organizational utilization of knowledge and business processes.

Information technology governance is considered one of the innovative practices that can provide support for decision-makers. Interestingly, it has become increasingly a de facto for organizations in seeking to optimise their performance. In principle, information technology governance has emerged to support organizations in the integration of information technology (IT) infrastructures and the delivery of high-quality services. On the other hand, decision-making processes in public sector organisations can be multi-faceted and complex, and decision makers play an important role in implementing technology in the public sector. The aim of this paper is to shed some light on current opportunities and challenges that IT governance is experiencing in the context of public sector services. In this respect, this paper examines the factors influencing the decision-making process to fully appreciate IT governance. Furthermore, this study focuses on combining institutional and individual perspectives to explain how individuals can take decisions in response to institutional influences.

The Himalayan region of India is experiencing rapid development in tourism, agriculture, highway construction and hydroelectric dam construction. This research considered the role of the public both within and outside of development decision-making processes in these high mountain environments using the proposed Himalayan Ski Village (HSV) in Manali as a case study. The qualitative data revealed that there has been an extensive array of public participation activity related to the HSV project over approximately 10 years. Very little of this activity has evolved, however, through the formal decision-making process. Rather, most participation activities, such as general house meetings, objection letters, public rallies, court cases against the proposed project, and a religious congregation were instigated by the public to protest the proposed development. The findings also show that involvement in the participatory activities undertaken by the public and project proponent fostered instrumental and communicative learning outcomes.

Since 1988, the Russian Federation has required that laws, plans, programs and all kind of projects undergo an environmental assessment. A mandatory component of the EIA in Russia is public participation. In this paper different case studies are used to find out to what extent public could influence environmental decision making processes from the early eighties until 2002. The cases selected include several where the public was passive or where it had limited activities, but also some where the participation was strong and projects were improved or stopped. As far as these case studies highlighted, the civil society in Russia can be described as an organized and sometimes strong factor in the approval process. The behaviour displayed by decision-makers, however, revealed at times a remarkable democratic deficit.

Private and public decision-making The interaction between the private and public sectors is important in South Africa. Much criticism is expressed by the one sector against the other. This can be partly attributed to an incomplete understanding of the processes of decision-making in the two sectors, and of the differences between them. A comparison is drawn between the most important elements of the decision-making processes in the two sectors. Public decision-making deals mostly with matters concerning the community and the economy as a whole, whereas private decision-making is concerned mostly with parts of the whole. The aims at which decision-making in the two sectors are directed, differ accordingly, as do the perceptions of the respective decision-makers of the environment in which they make decisions. As a consequence, the criteria for the success of a decision also differ substantially between the two sectors. The implications of these differences between private and public decision-making for the approach to inflation and the financing of housing, are dealt with as examples. Finally, differences between the ways in which decisions are implemented in the two sectors, also appear to be an important cause of much of the criticism from the private sector about decision-making in the public sector.

Analysis tools in current use in transportation decision-making processes are not well suited for evaluating toll highway alternatives against more traditional free highway alternatives. How existing analysis tools might be used in evaluating toll options was examined. A case study demonstrates that relatively simple analytical procedures may be used to estimate the impact of pricing alternatives and to generate information for use by local decision makers. The case study also demonstrates that pricing alternatives often can accomplish the purpose of a major highway project more efficiently and more effectively than conventional alternatives that exclude pricing, while generating revenue to support bonds for project construction or to fund improved transit and paratransit services. With toll revenue to back bonds, project delays due to constrained funding can be avoided, and the public can be provided with superior mobility earlier and at lower public cost.

This study identifies the criteria underlying the buying decision-making process of medical devices in reproductive medicine. This research had three main objectives. The first one was to translate the criteria mentioned by the decision-makers into theoretical constructs, while the second objective was intended to establish the relationship between the constructs, creating a conceptual model of buying decision-making for medical devices in reproductive medicine. The third objective was to identify suitable business and marketing strategies for such a decision-making process. Four constructs were evaluated in the pre-purchase phase, namely the brand, the product's performance, the training associated with the product, and the price. In the post-purchase phase, decision-makers evaluated the following constructs: service provided by the company, the relationship with the salesperson, and loyalty. Regarding marketing strategies, market-orientation strategy, relationship-marketing strategy, and brand-equity strategy were identified as possible strategies.

The change in the trend of transportation, increasing per capita income, expectation of better lifestyle, easy finance, and reduced cost of the automobile are some of the main factors that enable a commoner to have his/her own car. Therefore, it is essential to comprise such features in cars that offer qualities enabling the ease of consumer’s decision-making and comfort to purchase a car individually. Purchasing a car is a complicated multi-criteria decision-making problem as an individual may have different preferences for different criteria attributes. The attributes may be conflicting in nature depending on the need of the individual customer. Generally, it becomes quite difficult to assign ratings to these attributes based on numeric values. Therefore, the decision-making process relies on an idiosyncratic finding of the decision-makers which is in practice fuzzy with uncertainities. Hence, this article is a case study that deals with a hierarchy MCDM approach in accordance with the fuzzy logic and VIKOR method to solve a car purchasing problem.

That’s a summary of our research in Greece and Germany as it concerns with their “labor market”. We examine the 3-polar system in the labor market, State-Company-Citizen. The aim of this paper is to show the bargaining possibilities when there are three involved parties on a labor market and two of them are active decision-makers. The third one is stakeholder who does not directly take part in the decision-making process. We will show possible solutions for increasing the benefit for all three parties. As an introduction, basic statistical data from Greece and Germany will be presented and structured. After this, the different behaviors of the parties in both countries will be regarded and their bargaining success will be illustrated.
