A Critical Assessment of the Evaluation Methods of ICT Investment

With the aim of becoming a cyber island and making Information and Communications Technology (ICT) one of the main pillars of the economy, the government of Mauritius has been investing huge sums of money in ICT projects. For instance, in 2009 ICT investments accounted for 5.7% of the total share of the Gross Domestic Product (GDP). Given this situation, it becomes crucial to evaluate ICT investments, and as such, the main aim of this paper is to investigate the existing methods used in the evaluation of ICT investments in the public sector and propose a framework for the evaluation process. The main contribution of this work lies in the fact that evaluation of ICT projects in the public sector has remained an unexplored area, and even in the context of the private sector, most studies have concentrated on developed countries. The main results from the survey carried out in the 22 ministries reveal that Payback Period (PB) and Accounting Rate of Return (ARR) are the main financial criteria used for the evaluation. The survey also shows that the major factors, which are prioritised during evaluation process, are the relevant costs, risks, and benefits. Based on the research findings, this chapter also proposes a framework for evaluating investments in ICT projects by the public sector.

The paper focuses on the various aspects especially as globally accepted fact is that social and key economic indicators are influenced by the government activities. Public Sector Performance and efficiency reflect government priorities. The paper evaluates the public sector performance of Pakistan by calculating the Public Sector Performance Index based on seven indicators and these seven indicators are further classified into two broad groups. Many international studies have carried out the performance evaluation of public sectors of industrialized countries missing the public sector performance of Pakistan with other countries. With the aim, Public Sector Performance of Pakistan was compared with countries of South Asia and some developed countries. The research analyzes the public sector performance indicators of countries to calculate the overall performance. The paper aims to compare public sector performance of Pakistan with South Asian Countries and members of Organization of Economic Cooperation and Development (OECD), which currently includes 34 Countries.

Asset management in the public sector is important to provide quality public services. One of the important public assets is the regional property that manages by the regional government. Various problems often occurred related to asset management in Indonesia's public sector, especially the management issue that follows regulations. The research aims to examine the management of public sector assets in The Government of Indonesia, especially regional property, which refers to Indonesia's prevailing laws and regulations, namely Government Regulation number 27 of 2014. The research was conducted in Indonesia at the Minahasa District government of North Sulawesi Province. The research method used descriptive qualitative, focusing on investigating the use and utilization of regional property and locus at the Regional Financial and Asset Management Agency (BPKAD) in Minahasa Regency. The data collection method in this research is an interview with several key point informants. The informants consist of top-level management, middle management, and staff of BPKAD, with a total of nine informants. The research findings indicate that Regional Property Management by the Minahasa Regional Financial and Asset Management Agency has been carried out under applicable regulations, namely Government Regulation Number 27 of 2014. Several suggestions were given to interested parties. The limitations of this research were limited to specific objects, only general discussion, and only one case study.

In many developing and developed countries, privatization through transfer of ownership from public to the private hands is considered as a cure for most of the problems faced by the public sector enterprises (PSEs.) However, policy makers tend to forget that both the systems – private and public – are imperfect. If market failure necessitates the need for government intervention, then failures associated with the government require more market friendly policies. This implies that at any point of time both systems will coexist i.e. privatization will go hand in hand. The present article attempts to discuss the modalities of privatization options and public regulation adopted by India.

The article systematizes the organizational and legal forms of legal entities of financial and non-financial corporations under the control of the state in the Russian Federation, which made it possible to outline the boundaries of the corporate component of the public sector of the economy. A system of indicators for quantitative measurement of this segment of the national economy is proposed. The most important indicators of the financial and economic activities of federal joint-stock companies (JSC) and federal state unitary enterprises (FSUE) are highlighted, data on which are presented on the website of the Federal State Statistics Service. The analysis of the dynamics of the number of federal JSCs and FSUEs in 2016-2020 was carried out, as a result of which a tendency towards a decrease in their number in Russia was revealed. An assessment of the share of profitable federal joint-stock companies and federal state unitary enterprises for each type of activity is given in comparison with this indicator on average in Russia. The dynamics of the profit received by federal JSCs and FSUEs and the share in the total volume of profits in the Russian Federation in 2018-2019 were also investigated. It was revealed that in Russia the municipal level in most information sources on the functioning of the state sector of the economy is not covered by statistical observation. It is noted that the work of the Analytical Center under the Government of the Russian Federation helps to compose the idea of ​​the activities of unitary enterprises at all three levels of government. At the same time, the available information base makes it possible to characterize the activities of only joint-stock companies of the federal level. In this regard, for a more complete characterization of the scale of the corporate component of the public sector of the economy, it is proposed to analyze the share of the largest companies with state participation (KSU) in the country’s aggregate economic indicators, information about which is provided by various rating agencies. It has been proved that in terms of capitalization of KSUs and the number of employed in them, Russia is ahead of many developed countries. This allows us to conclude that the Russian public sector is being built on the basis of a “corporate model”.

The Vision 2016, which is a set of strategic plans desired to position Botswana at the completive edge of the socio-economic hierarchy in Africa, is being implemented with concerted efforts from both the private and the public sector, including ordinary citizens. One of the major motivations for drawing this strategy has been the desire to transform Botswana from a resource and industry-based (e.g. agriculture and diamond mining) to knowledge-based economy. This has come from the realisation that in order to compete favourably at a global scale, there is need to put in place efficient knowledge value chains. To this course, several initiatives have been devised and/or implemented by both the government and the public sector. This article surveys the fundamental concepts on which this paradigm shift is hinged and brings out the different issues, initiatives and policies (such as Information and Communications Technology development, nurturing of an appropriate human resource base by way of strategic human resource development plans, investment in intellectual capital, etc.) that have been done so far in Botswana. The article, however, does not claim that it offers a compendium of existing programs towards a knowledge-based economy initiated by Botswana. The article posits that although significant strides have been scored in Botswana’s efforts towards a knowledge-based economy, a lot more needs to be done if it were to compete favourably at an international stage.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

<p><em>Kenya needs substantial and sustained fiscal consolidation to create fiscal space for financing the government’s election pledges, the Vision 2030 development projects, and sustainable development goals. However, the government has found it hard to sustain its fiscal consolidation attempts. This study investigates the fiscal consolidation constraints that act through the budget imbalance dynamics in Kenya using the </em><em>Olivera-Tanzi effect approach.</em><em> The study covers the period 2000-2015</em><em> using time series data and employs three </em><em>Auto-regressive Distributed Lag (ARDL) error correction models</em><em> in the analysis. The study showed that a </em><em>rise in the general price levels in the economy, adjustment of minimum wages, rise</em><em> in perceived levels of corruption in the public sector and the political budget cycles (occurrence of a general election) worsen the budget imbalances (deficits) thus </em><em>constrain fiscal consolidation efforts in Kenya. The study also demonstrated that </em><em>budget imbalance dynamics in Kenya could partly be explained by the Olivera-Tanzi proposition. </em><em>The study rec</em><em>ommends measures to reduce the fiscal imbalance gap in Kenya, which include controlling both supply and demand side inflationary pressure and dealing with rent seeking behavior in the public sector.</em></p>

The relevance of this research topic lies in the fact that public procurement requires in-depth consideration and comprehensive analysis, including the scientific and methodological level of analysis. The use of special legal documents in public procurement and the specific procedure for the execution of these documents is not a factor in the full understanding of this direction, including the economic assessment of the entire process. An economic and statistical approach using system analysis is required, which was used by the authors of the scientific article as the proposed research methodology. One of the main parts of the progressive process of commodity exchange in the economies of the analyzed countries is the mechanism for building public procurement. Currently, the problem of material and technical support of public needs in developed countries is solved as a result of logistics processes in the system of public procurement through the acquisition and supply of goods, works, and services, tangible and intangible resources. The article submits a review of foreign experience in building a public procurement system with special features characteristic of this region of the world, presented as an object of research. Country aspects in the object under study and allowed the authors to formulate the relevant main results and conclusions concerning various parties in the public procurement system, which determined the further strategy to improve the procurement system of the government and international integration union. Implementation of the decisions made in the course of management of economic and socio-political development of the state causes the adequate financial flows forming the budgetary sphere of the state. The trouble in this sphere does not allow to provide the necessary level of economic growth, hampers reforming of the economy, makes negative impact on commercial and foreign economic activity, interferes with improvement of monetary and credit, tax, insurance and other spheres of the financial system of the Russian Federation. The offenses connected with corruption and theft of budget funds committed by officials at various levels significantly undermine the authority of the government, cause a growth of discontent of society and impact the social and economic situation in the country. The practice of identifying the offenses connected with theft of public funds and property shows that practically all spheres of the public sector of economy are, to a greater or lesser extent, subject to the risks of such crimes commitment. In this regard, a research of methods and ways of assessment of corruption theft amount in the public sector of the economy is an important and hot topic. The main types of public funds theft have been analyzed, including theft of budget funds allocated in the form of grants for targeted measures; theft by overcharging the prices of goods and services used for the state needs; the acquisition of inventory for personal use of the heads of public companies at the expense of the company, etc. The dynamics of the amount of budget crimes in the Ryazan region has been analyzed. It was inferred that corruption crimes in the public sector of the Ryazan region include fraud, abuse of power, abuse of authority, illegal participation in business, as well as taking bribes. A set of measures for preventing the above crimes has been proposed.
