A Computational Agent Model of Flood Management Strategies

A geographically explicit flood simulation model was designed and implemented as a tool for policy making support, illustrated here with two simple flood management strategies pertaining to the Upper Tisza area in Hungary. The model integrates aspects of the geographical, hydrological, economical, land use, and social context. The perspectives of different stakeholders are represented as agents that make decisions on whether or not to buy flood insurance. The authors demonstrate that agent-based models can be important for policy issues in general, and for sustainable development policy issues in particular, by aiding stakeholder communication and learning, thereby increasing the chances of reaching robust decisions. The agent-based approach enables the highlighting and communication of distributional effects of policy changes at the micro-level, as illustrated by several graphical representations of outputs from the model.

Between 2000 and 2010, new institutional arrangements were created for UK broadcasting regulation, built upon a radical rethinking of communications policy. This article examines key changes arising from Labour's media policy, the Communications Act 2003 and the work of Ofcom. It argues that changes within broadcasting were less radical than the accompanying rhetoric, and that contradictory tendencies set limits to dominant trends of marketisation and liberalisation. The article explores these tendencies by reviewing the key broadcasting policy issues of the decade including policies on the BBC, commercial public service and commercial broadcasting, spectrum and digital switchover, and new digital services. It assesses changes in the structural regulation of media ownership, the shift towards behavioural competition regulation, and the regulation of media content and commercial communications. In doing so, it explores policy rationales and arguments, and examines tensions and contradictions in the promotion of marketisation, the discourses of market failure, political interventions, and the professionalisation of policy-making.

Abstract We focus on one of the most salient policy issues of our time, immigration, and evaluate whether the salience of immigration in governing parties’ manifestos translates into actual legislative activity on immigration. We contend that democratic policymakers have genuine incentives to do so. Furthermore, we argue that the country context matters for pledge fulfillment, and we find that the migration salience of governing parties’ manifestos more strongly translates into policy activity when the level of immigration restrictions is higher and when countries’ economies perform well. This research has important implications for our understanding of the relationships between economic performance, democratic representation and immigration policy making.

A wireless sensor network (WSN) is a group of sensors connected with a wireless communications infrastructure designed to monitor and send collected data to the primary server. The WSN is the cornerstone of the Internet of Things (IoT) and Industry 4.0. Robustness is an essential characteristic of WSN that enables reliable functionalities to end customers. However, existing approaches primarily focus on component reliability and malware propagation, while the robustness and security of cascading failures between the physical domain and the information domain are usually ignored. This paper proposes a cross-domain agent-based model to analyze the connectivity robustness of a system in the malware propagation process. The agent characteristics and transition rules are also described in detail. To verify the practicality of the model, three scenarios based on different network topologies are proposed. Finally, the robustness of the scenarios and the topologies are discussed.

We continue an investigation into a class of agent-based market models that are motivated by a psychologically-plausible form of bounded rationality. Some of the agents in an otherwise efficient hypothetical market are endowed with differing tolerances to the tension caused by being in the minority. This herding tendency may be due to purely psychological effects, momentum-trading strategies, or the rational response to perverse marketplace incentives. The resulting model has the important properties of being both very simple and insensitive to its small number of fundamental parameters. While it is most certainly a caricature market, with only boundedly rational traders and the globally available information stream being modeled directly, other market participants and effects are indirectly replicated. We show that all of the most important "stylized facts" of real market statistics are reproduced by this model. Another useful aspect of the model is that, for certain parameter values, it reduces to a standard efficient-market system. This allows us to isolate and observe the effects of particular kinds of non-rationality. To this end, we consider the effects of different asymmetries in agent behavior and show that one in particular leads to skew statistics consistent with those seen in some real financial markets.

Relationships between U.S. government officials and academic specialists working on national security and foreign policy issues with respect to Africa are many and complex. They can be as informal as a phone call or passing conversation or as formalized as a consulting arrangement or research contract. Many contacts exist and there is no doubt that many in both government and the academy value these ties. There have been, however, ongoing controversies about what settings and what topics are appropriate to the government/academic interchange. National security and foreign policy-making in the U.S. is an extremely diffuse process.

In its final report, An Ocean Blueprint for the 21st Century, the U.S. Commission on Ocean Policy makes a strong case that addressing some of the most pressing coastal and marine policy issues will require developing fundamental information needed to allow policy decisions to be made within an ecosystem-based context. Establishing an effective ocean observing system is clearly one of the most important challenges and opportunities facing the ocean science and policy community. Progress is being made in hardware development, including sensor and platform designs and construction, as well as in data exchange and management, suggesting that a truly useful system for understanding and predicting ocean conditions is technically feasible, if given adequate resources, and lies in the near future.The Commission also points out that actions taking place on land have profound influence on coastal environmental quality. This conclusion has significant implications for the development of information intended to support policy making, especially with regard to two of the most widely recognized coastal policy problems, nutrient pollution and land loss. This article briefly reviews a series of coastal and watershed policy challenges endemic to a specific watershed and coastal region (i.e., the Mississippi River Basin and the northern Gulf of Mexico) to point out: i) that the interrelationship of many watershed and coastal issues is significant, ii) that efforts to acquire adequate information to support effective marine policy decisions can benefit from similar efforts taking place in watersheds, iii) that steps should be taken to ensure that decision makers shaping marine and coastal policy have access to appropriate watershed information, and finally, iv) that in many instances, policy making must dovetail efforts to address watershed and coastal policy issues, in order to increase the likelihood of success.

Abstract The repetitive and destructive nature of floods across the globe causes significant economic damage, loss of human lives, and leaves the people living in flood-prone areas with fear and insecurity. With enough literature projecting an increase in flood frequency, severity, and magnitude in the future, there is a clear need for effective flood management strategies and timely implementation. The earth observatory satellites of the European Space Agency’s Sentinel series, Sentinel-1, Sentinel-2, and Sentinel-3, have a great potential to combat these disastrous floods by their peerless surveillance capabilities that could assist in various phases of flood management. In this article, the technical specifications and operations of the microwave synthetic aperture radar (SAR) onboard Sentinel-1, optical sensors onboard Sentinel-2 (Multispectral Instrument) and Sentinel-3 (Ocean and Land Color Instrument), and SAR altimeter onboard Sentinel-3 are described. Moreover, the observational capabilities of these three satellites and how these observations can meet the needs of researchers and flood disaster managers are discussed in detail. Furthermore, we reviewed how these satellites carrying a range of technologies that provide a broad spectrum of earth observations stand out among their predecessors and have bought a step-change in flood monitoring, understanding, and management to mitigate their adverse effects. Finally, the study is concluded by highlighting the revolution this fleet of Sentinel satellites has brought in the flood management studies and applications.

Chapter 3 combines institutional theory with strategic perspectives drawn from the sociology of organizations to examine how industrial relations actors “enact” EU rules at the micro-level of the workplace. The aim of this chapter, therefore, is to study how micro-level societal actors such as firms, unions, works councils, and individual workers interact with the changing regulatory configuration. It studies how employers enact the posting framework creatively by circumventing rules. This chapter demonstrates how these mechanisms initiate a process of institutional change through power dynamics at the micro-level that are generally relevant for theories about institutional change. In pursuit of a more nuanced understanding of the regulatory dynamics of posted work, this chapter identifies the ways in which actors draw on different power resources to influence the outcomes of negotiations or to implement policies without negotiation at the workplace level.
