Selection and Evaluation of 3PL Providers

As supply chains continue to globalize, the need for robust Third Party Logistics (3PL) provider qualification, selection, and evaluation programs becomes increasingly critical. In this context, this chapter aims to present a methodological approach for the optimization of this specific type of outsourcing operations in today’s globalized supply chains. More specifically, the authors first present an analytical literature review of the criteria and the methods that are employed in this field of decision-making, and then propose a generic methodological framework for the 3PL partner selection and evaluation problem. This framework is constituted by a nine-phased conceptual decision-making methodology that outlines the whole life cycle of the 3PL provider selection and continuous evaluation processes.

Geothermal energy could play a crucial role in the European energy market and future scenarios focused on sustainable development. Thanks to its constant supply of concentrated energy, it can support the transition towards a low-carbon economy. In the energy sector, the decision-making process should always be supported by a holistic science-based approach to allow a comprehensive environmental assessment of the technological system, such as the life cycle assessment (LCA) methodology. In the geothermal sector, the decision-making is particularly difficult due to the large variability of reported results on environmental performance across studies. This calls for harmonized guidelines on how to conduct LCAs of geothermal systems to enhance transparency and results comparability, by ensuring consistent methodological choices and providing indications for harmonized results reporting. This work identifies the main critical aspects of performing an LCA of geothermal systems and provides solutions and technical guidance to harmonize its application. The proposed methodological approach is based on experts’ knowledge from both the geothermal and LCA sectors. The recommendations cover all the life cycle phases of geothermal energy production (i.e., construction, operation, maintenance and end of life) as well as a selection of LCA key elements thus providing a thorough base for concerted LCA guidelines for the geothermal sector. The application of such harmonized LCA framework can ensure comparability among LCA results from different geothermal systems and other renewable energy technologies.

The increasing complexity of supply chains creates a number of areas that need to be optimized. Complicated relations between different actors on various markets indicate the need for simplification of the decision-making process and, at the same time, being focused on the organization’s goals and needs. The development of multi-criteria methods of supporting decision making applies in particular to the area of logistics support, including supply management. One of the methods widely used in this field is the DEMATEL method, which is a classical approach to evaluate suppliers according to survey or interview results. The article aims to present the application of the supplier evaluation procedure according to the criteria indicated by the decision-makers as significant. The literature review was used for specifying the variables. Then, the evaluation procedure was presented, followed by an empirical example. The paper can be useful for decision-makers both in single organizations and supply chains to improve their evaluation procedures to meet the requirements about which they care the most.

Investment decisions are at the core of any development strategy. Economic growth and welfare depend on productive capital, infrastructure, human capital, knowledge, total factor productivity and the quality of institutions. Decision-making process on the selection of suitable projects in the public sector is in some aspects more difficult than in the private sector. Evaluating projects on the basis of their financial profitability, where the basic parameter is the value of the potential profit, can be misleading in these cases. One of the basic objectives of the allocation of public resources is respecting of the 3E principle (Economy, Effectiveness, Efficiency) in their whole life cycle. The life cycle of the investment projects consists of four main phases. The first pre-investment phase is very important for decision-making process whether to accept or reject a public project for its realization. A well-designed feasibility study as well as cost-benefit analysis (CBA) in this phase are important assumptions for future success of the project. A future financial and economical CF which represent the fundamental basis for calculation of economic effectiveness indicators are formed and modelled in these documents. This paper deals with the possibility to calculate the financial and economic efficiency of the public investment projects more accurately by simulation methods used.

Take the third-party logistics providers (3PLs) as an example, according to the characteristics of correlation between attributes in multi-attribute decision-making, two Choquet aggregation operators adoping probabilistic neutrosophic hesitation fuzzy elements (PNHFEs) are proposed to cope with the situations of correlation among criterions. This measure not only provides support for the correlation phenomenon between internal attributes, but also fully concerns the incidental uncertainty of the external space. Our goal is to make it easier for decision makers to cope with this uncertainty, thus we establish the notion of probabilistic neutrosophic hesitant fuzzy Choquet averaging (geometric) (PNHFCOA, PNHFCOG) operator. Based on this foundation, a method for aggregating decision makers’ information is proposed, and then the optimal decision scheme is obtained. Finally, an example of selecting optimal 3PL is given to demonstrate the objectivity of the above-mentioned standpoint.
