Motivated by practice of other schools, Europe Union policies, and The Republic of Lithuania's laws, Lithuanian schools are introducing e-journal systems to support pupils' learning, schools' administrative processes, as well as communication with parents and between different stakeholders of the schools' educational and administrative processes. In production-oriented firms, efficiency gains stemming from the introduction of Information Systems (IS) and Technologies (IT) to support the main functions of the firm can be estimated based on resource consumption and production volumes. In a learning- or knowledge-oriented organization, however, efficiency gains are difficult to estimate for a variety of reasons. Some reasons are a lack of previous research on the topic as well as a lack of practice among schools to monitor the effects of e-learning systems. In this chapter, the authors set the method for assessing changes in performance resulting from the introduction of an e-journal system in a secondary school. Following the theoretical model developed by Gaskin, the authors measure process changes using dimensions of productivity, efficiency, quality, and consistency. Besides describing methods for performance assessment, the study helps better understand the pros and cons of computerization of learning-oriented organizations and suggests venues for improvement in pursuing further computerization of schools in Lithuania.

Efficient use of educational technology and digital learning possibilities has always been the strategic area of high importance in border guards training at the State Border Guard College of Latvia. Recently, issues related to training during the Covid-19, have spurred and revived the discussion, topicality and practical need to use the potential of e-learning opportunities which brought up unexpected, additional, previously unsolved, unexplored, challenges and tasks to border guards training. New opportunities and challenges for trainers, learners and administration of training process both in online communication and learning administration contexts. In order to find out and define further e-learning development possibilities at the State Border Guard College the authors of this research explore the scientific literature on the current research findings, methodologies, approaches on developing interactive e-learning systems in educational contexts, particularly within the sphere of law enforcement. Based on scientific literature research findings authors put forward suggestions on improving the e-learning systems for border guards training.

In this chapter, a comprehensive review of the major literature streams is presented and serves as a foundation for this book. To identify the relevant theories of value, this chapter starts with a discussion of the value theory from the field of behavioral research psychology and explores its implications on research in the fields of education, marketing, and information systems (IS). Rokeach’s Value Survey (RVS) theory, List of Values (LOV) theory, and value of information systems are discussed as the theoretical foundation for this study of learners’ perceived value of e-learning systems. To identify the relevant theories for studying user satisfaction of information systems, this chapter provides a discussion of two valid theories of user satisfaction from the IS field. User Information Satisfaction (UIS) theory and End-User Computing Satisfaction (EUCS) theory are presented as the foundation for guiding the assessment measures related to learners’ perceived satisfaction with e-learning systems. In the pursuit of development of a sound instrument to assess learners’ perceived e-learning systems effectiveness, this chapter continues with a discussion of IS Effectiveness theory from the field of information systems. Technology mediated learning (TML) literature from IS and education is presented (e.g., Alavi, 1994; Alavi, Wheeler, & Valacich, 1995; Hiltz & Johnson, 1990; Hiltz & Wellman, 1997; Leidner & Jarvenpaa, 1993; Marks, 2000; Piccoli, Ahmad, & Ives, 2001; Webster & Hackley, 1997).

E-learning involves adopting and exploiting the potential of new, advanced Information Technology in development and delivery of education. In spite of a rapid growth in the e-learning field there still exists a range of issues facing the stakeholders of e-learning systems. One of the key issues is how to measure e-learning system success. Although considerable attention has been paid to the Information Systems success issue, there remain arguments about the factors which are most effective for measuring Information System success. The issue of measuring Information System success has an impact on evaluating e-learning systems success. This chapter aims to fill this void by proposing an evaluation methodology model to assess e-learning systems success. The contribution of this study is the proposed model to evaluate the success of e-learning systems. The model is based on a thorough review of the e-learning success literature and existing Information Systems success models.

Current studies show that there is no comprehensive adoption model in e-learning systems in universities. This problem opens up to too much debates about which models and frameworks fit well in an e-learning environment particularly in universities in Tanzania. This paper answers the two debatable questions, which are:(1) what are the factors that affect adoption of e-learning systems in Tanzania’s universities, (2) what is the comprehensive e-learning adoption model in universities in Tanzania. This research study adapts DeLone and McLean (2003) IS model after an extensive literature reviews conducted in information systems and in e-learning systems. The findings from this research will add up to literature of limited factors’ model and it will open it up for validation in a different universities’ application domain.

E-learning systems, adopted by organisations for employee training to enhance employees' performance, are characterised by self-directed, autonomous learning. Learning motivation is then of importance in the design of e-learning practices in workplace. However, empirical study of the alignment of e-learning with individual learning needs and organisational goals is an area with limited research. This study intends to clarify the importance of learning motivation in employees' e-learning systems use behaviour, based on the information systems success model. Data from one hundred and eighty-five employees who used e-learning systems in their work environment were gathered in Taiwan and analysed with PLS. Results showed that employees' learning motivation, reflecting their learning needs and strengths, influenced perceived usefulness and satisfaction with e-learning, and their use of the systems, which enhanced their task performance. The results validated the importance of employees' learning motivation and the need for alignment of employees' learning needs and organisational goals in e-learning training. The clarification can help facilitate an organisation's human capital management, and contributes to further advancement of the information systems success model.

E-Learning [EL] systems are developed by professionals but used by those belonging to one or another field and not the computer as subject. Given this, EL has to be developed within a scenario of technical, human and social aspects of the environment wherein the new system is about to operate. Which technologies are available and how they are perceived determines the development and use processes however, this relationship is mediated by users’ digital literacy issues and beliefs about the nature and role of ICTs in education? This is therefore incumbent upon developers and HEI-management to start with a broader picture of EL projects and make technical, human, social and organizational arrangements to develop and integrate the new system within the existing work environment making it supportive to prospected users. This paper develops theoretical model of theory of EL development and use in higher education in the background of developing states.

The new technology era is shifting the traditional ways of seeking knowledge and plays a new role in disseminating and sharing knowledge. E-learning systems have been introduced with the emergence of and developments in information technology (IT). However, most e-learning systems focus on allowing students to access and use official educational content, with less attention being paid to involve e-resources linked to curricula to support the educational process and the learners. The main objective of this research is to empower users in an e-learning environment with an Information Communication Technology (ICT) web-based system in order to play a bigger role in seeking and sharing e-resources for a better understanding of the curricula. The article focuses on the problem of teaching students in e-learning. The results of a survey helped us identify the main difficulties facing students when they begin their studies. We also describe a methodology of teaching using e-learning as web-based instruction. The use of e-learning in the educational process improves the quality of practical training and provides a better understanding of the course. This study proposes a web-based system that integrates elements of e-resources within an e-learning environment by using e-classes of 7th, 8th, and 9th grades enrolled at Secondary School as a testbed. The system deals with a set of learning cycles that support the aims of e-learning. The first cycle is the student; the second cycle is the teacher. In this study, quantitative and qualitative approaches have been used to evaluate, investigate, and compare the system's impact. The results of this study revealed that there is a significant difference between the students according to grade. Therefore, students at Secondary School would benefit from a system that exposes them to e-resources linked directly to the curriculum to achieve and navigate knowledge understanding.
