The article considers public management approaches to ensuring the rational use of natural resources from the standpoint of analysis of foreign management practices in this area. The Index of ecological efficiency in our state is investigated. The ways to improve and influence the domestic policy and the characteristic features of the current legislation in the field of environmental protection, as well as the directions of its consideration in Ukraine are identified.

The exploitation and use of energy raw materials is an indispensable need for each country to build the country’s economy. In pursuing the sustainable development objectives that Slovakia has pursued, it is necessary to link mining and exploitation and environmental protection, taking into account the rational use of natural resources for the future for future generations. The article focuses on the characteristics of legal norms and strategic documents of Slovakia. With the advancement of raw materials exploitation and processing technology, the share and focus on environmental protection is increasing, contributing to improving the environment of the country and region’s population.

Abstract. The article deals with the analysis of economic and legal aspects of rational nature management as a component of ecological safety. The ecological problems of the current state of the natural environment of the country are analyzed. It is stated that environmental security is one of the most important components of national security of Ukraine, which depends on the rational use and reproduction of natural resources. The concept of rational nature management is formulated, the concept consists in the sphere of production and scientific activity aimed at the study, development, protection and transformation of nature in order to ensure favorable conditions for human life. It was found out that the rational use of nature necessarily involves the economic and legal component, which lies in getting the most out of economic and other activities in the use of natural resources at economically reasonable costs. The concept of economic and legal mechanism of nature management is defined, which is enshrined in the system of economic and legal measures, incentives and other regulators aimed at ensuring environmental protection, environmental safety and organization of rational nature management and is based on the concept of payment for the use of natural resources, introduction of economic and legal responsibility. Proposals have been formulated as for the implementationof additional measures of fiscal regulationof nature use by Ukraine, granting tax benefits to enterprises implementing relevant environmental protection programs, insurance of environmental risks. Introduction. The processes of globalization and social transformation have made environmen-tal conservation a priority, and therefore require some action to be taken to address environ-mental issues and the rational use of natural resources. The solution of the existing problems depends to a great extent on the functioning efficiency of the financial security system established in the country, the established composition and the volume of financing sources and certain directions of their use, which necessitates their scientific-based analysis. The purpose of the study is to investigate the state of financing environmental measures in Ukraine, to study the directions, dynamics and structure of costs for environmental protection, identifying features of financing environmental protection. Results. The comprehensive analysis of the dynamics of costs for environmental protection and rational use of natural resources is carried out. The main components of environmental expenditures are identified. Costs for environmental protection and rational use of natural resources by financing sources have been structured. The dynamics and structure of capital investments by nature conservation measures are investigated. The dynamics of the share of expenditures for environmental protection and rational use of natural resources in the GDP of Ukraine, as well as the share of capital investments (environmental) in the structure of capital investments of Ukraine are analyzed. The features of the current state of financing environmental protection and rational use of natural resources are highlighted. Conclusions. The results of the research made it possible to identify the main problems in the field of financial support for environmental protection and to outline the ways of their solution. The necessity of investments mobilization into nature protection activity is proved through development of appropriate means of economic stimulation and their legislative fixing, which will allow to solve the problem of financial support of environmental protection by diversification of financing sources. In the scope of Public Administration, which also has the duty to preserve the environment and seek sustainability, Sustainable Bidding is an important instrument capable of promoting sustainable development through purchases of environmentally viable goods or services. The objective of this work is to carry out a brief study on the main laws and regulations that deal with this bid, especially Federal Law no. 12,349 / 2010 and the last decree nº 9,178 / 2017, which try to regulate the subject in Law nº 8666/93. The method used was the legal deductive, applying the interpretation of the legislation and doctrine. It was concluded that the last decree, although there is still a need for progress, attributed greater clarity and simplicity to specific legislation, broadened some concepts that improved the environmental protection and preservation aspect, and changed institutional competence issues in order to achieve greater speed and efficiency in the management and implementation of environmental principles in bidding processes

Tourism, in all its activities, is dependent on the environment, and by exploiting its resources, products are created, creating a significant added value. But all this must take into account the rational use of natural resources with risk of depletion or degradation and the ability to achieve a decent standard of living for future generations, with an equitable distribution of general or specific revenue. Based on these considerations, the aim of this chapter is to assess the evolution of touristic infrastructure both in time and in terms of regional distribution. To estimate the tourism supply of Romanian rural tourism accommodation, the main statistical indicators used were the number of agro tourist boarding houses, the existing accommodation capacity, and the accommodation capacity in operation, their territorial concentration, and the way in which the results are strategic levers in the regional development of Romania.

Development society brings many benefits to people and also brings many challenges. Those challenges seriously affect sustainable economic development, the life and health of all people in society. At present, issues that the whole society has been facing are: hygiene, food safety, environmental pollution, new epidemics, and exhaust of natural resources as well as warming up of the earth... To limit and solve the aforementioned issues, it needs close cooperation and support from all people and enterprises. Every individual, every organization is a part of society. The development of each individual and each enterprise is also the development of society and vice versa. The rise of society will also have a positive impact on each member of it. Therefore, enterprises need to raise awareness about sustainable development and act responsibly with the community and society. It is necessary and useful not only for enterprises themselves but also for the whole society. In this thesis, the author focuses on addressing the following issues: Carrying out social responsibilities associated with environmental protection in order to sustainably develop of Vietnamese enterprises, thereby finding the causes and proposing solutions to help enterprises fulfill their social responsibilities and protect the green, clean and beautiful environment in accordance with the standards prescribed by the Law on Environment of Vietnam in 2014.

What we hope to do is to be more proactive, to be better prepared so that we can react better, faster.” Winston Choo, 2006The exigencies of environmental protection must be concomitantly achieved both at micro and macroeconomic levels, at individual and national states and international communities’ levels. No matter the scale we refer to, there should be taken strict actions meant to modify the present tendencies of environmental deterioration in order to permanently maintain an equitable balance between satisfying the more and more diverse necessities of present society and protecting all components of environment. Although it is difficult or, in some cases, even impossible to establish their appearance within time and space coordinates, the majority associates them with the period of industrial revolution, because the man’s wish of a better, more sustainable life has uncontrollable effects on the environment, or the climate. Thus, the change with its multiple faces and components remains a priority for the protection of the environment and of the sustainable development, and people face the most important choice of their long history.One with paradigmatic values – having rational, ecologic, protectionist, emotional, educational valences – generated by the troubling metamorphoses like: the exhaustion of natural resources, “baby-boom” beyond any control, the ecologic unbalances, the inequality of chances when education, health and carrier are concerned.
