Processes of IT development in modern society and closely related processes of IT development in all forms of educational activities are characterized by the process of improvement and mass distribution of up-to-date information and communication technologies (ICT). Similar technologies are used extensively for communication and collaboration between the teacher and the student in modern open and distance learning. A modern teacher must not only have knowledge of ICT but also must be an expert on their application in his/her professional activity. In this case, application of such technology is closely related to distance learning and e-learning. In this paper, we intend to simulate and show outcomes of the development of e-learning support systems on the example of Tomsk State Pedagogical University (TSPU).

The growth of e-learning, particularly distance learning via e-learning, is widely recognised as a significant factor influencing higher education in the 21st century. The rapid and ongoing uptake of Information and Communication Technologies (ICT) for teaching and learning, along with the recognition that increased student engagement can lead to more effective learning, is changing the way in which teaching and learning occurs in universities. This chapter suggests that the distance learner is frequently overlooked in the current climate when it comes to consideration of student needs and that current applications of ICT for distance learning raises questions about the quality of their learning experience. The chapter discusses the role of the student voice in understanding and addressing students’ needs in relation to the quality of their learning experience and suggests that greater attention needs to be paid to the distinct voice of the distance education student. The chapter provides some methodologies for collecting the student’s voice and gives consideration to how addressing the distance learners’ voice to enhance their learning experience might be most effectively accomplished.

Traditional teaching and learning methods have had to adapt to keep up with Information and Communication Technologies (ICTs) in modern society. E-learning stands for all forms of Web-based learning and uses computer and computer networks to create, store, deliver, manage and support online learning courses to anyone, anytime and anywhere. It provides a configurable infrastructure that can integrate learning materials, tools, and services into a single solution to create and deliver training or educational materials quickly, effectively, and economically. Recently, emerging Semantic Web technologies have changed the focus of e-learning systems from task-based approaches to knowledge-intensive ones. The Semantic Web is a W3C initiative and according to Berners-Lee et al. (2001) comprises “an extension of the current Web in which information is given welldefined meaning, better enabling computers and people to work in cooperation”. The capability of the Semantic Web to add meaning to information, stored in such way that it can be searched and processed, as well as recent advances in Semantic Web-based technologies provide the mechanisms for semantic knowledge representation, exchange and collaboration of e-learning applications (Anderson & Whitelock, 2004).

Distance education is not new. Correspondence courses date back over 150 years. Advances in information and communication technologies, particularly the Internet, open up a host of possibilities to study at a distance, making use of the latest advances in e-learning tools. However, it must be stressed that e-learning has to focus on the learning pedagogy and not just the technology. This chapter examines the role of learning in e-learning by reviewing state-of-the-art developments and innovations to support distance learning students and academics. It identifies strategies for successful learning through the evaluation of student experiences and considers methods and practices that can be employed for delivering a successful learning programme.

The study describes the role of information and communication technologies (ICT), which have an impact on the development of professional activity of women. It is established that the problem of gender inequality is relevant because of the significant changes in modern society, in particular the rethinking of the roles of different categories of the population, including gender roles and status-role expectations. Based on the time-series analysis female ratio in the ICT organizations was calculated. It allowed to consider the real picture of the development of the analyzed sector with all the changes taking place, as well as to suggest the main priority areas that will promote the active entry of women into the digital economy. The study concluded that, despite the fact that the average number of female employees in ICT organizations is increasing, there is still a significant gender gap among those employed in the sector considered, which indicates that the potential of women in overcoming the acute shortage of IT professionals is not used. It has been established that reducing the digital gender gap in employment is not an end in itself, but the need to make greater use of the labor and intellectual potential of the entire employed population of the country - not only men, but also women. At the same time, the active involvement of women in the digital sector will increase the level of their professional activity and ensure their full participation in the modern labor market.

This article gives an overview of Moodle Learning Environment, what it involves, how it can benefit your teaching. The purpose is to clarify the appropriate way to reform education and to increase the learning effectiveness, create and introduce the advanced educational systems and technologies. Information and communication technologies have been adopted in education through online learning environments “platforms” and are used worldwide to offer complete courses, or even entire programmes in e-learning mode. Theoretical and methodological base of the research in distance learning is raising the level and quality of methodological, didactic and information-related support of organizing the educational process for students and teachers. Technically, e-Learning system is constructed on the basis of a wide range of software products. As a methodological basis during this study, a descriptive method is employed that permits to look at the issues and advantages of distance learning from different sides. Besides general scientific methods of study, comparison and generalization are utilized in the article. The results are the following. Nowadays, studying has essentially speeded the implementation of various forms and technologies of the e-learning, search for efficient methods of studying, has provoked the necessity for teachers to reinforce their level of mastering information and communication technologies, especially using the Moodle platform. Its main advantages are open, and free access, user-friendliness, tons of activity types aimed toward improving motivation and the interest of teachers, students. The article pays much attention to the peculiarities of using the platform also as offers several solutions for reported issues. Thus, it is concluded that distance learning allows solving a variety of primary problems, which modern society poses to studying, and meets the requirements, and opportunities of recent students. But, like all tools, distance learning has its own strengths and weaknesses.

Abstract. The article discusses the issue of the possibility of using information and communication technologies in the process of training persons remanded in custody. In this area, special attention should be paid to the study of the availability of higher-level education in a penitentiary institution, the assessment of information technologies potential for supporting the education of the category of persons in question. The author establishes the factors influencing the consequences of the education of convicts in terms of committing repeated offenses and successful reintegration with society through employment after release. Distance learning through information and communication technologies has consistently had a notable impact and influence on the academic and professional world. This is greatly due to the fact that distance learning allows users, especially professionals, to learn at their own pace, according to their availability, in addition to having limited costs. These features are consistent with and support the concept of life long learning. Traditional courses delivered in an E-learning modality can sometimes, however, result in being unstimulating and leaving the student with the impression of being isolated during their learning process. Pedagogical intelligent agents, however, are able to be constantly present in the learner’s training environment, interacting verbally and non verbally (gestures and expressions) with users, thus making E-learning much more interactive, interesting and fun. This ongoing interaction and support of the agent, therefore, notably helps reduce the possibility of users feeling excluded during their E-learning course, thus better enhancing their overall learning experience and reinforcing their motivation. This chapter will introduce features and potential of pedagogical agents and will illustrate, with examples, the most common techniques used to design an agent or a “society” of intelligent agents and how to integrate them into a learning environment.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.
