This article gives an overview of Moodle Learning Environment, what it involves, how it can benefit your teaching. The purpose is to clarify the appropriate way to reform education and to increase the learning effectiveness, create and introduce the advanced educational systems and technologies. Information and communication technologies have been adopted in education through online learning environments “platforms” and are used worldwide to offer complete courses, or even entire programmes in e-learning mode. Theoretical and methodological base of the research in distance learning is raising the level and quality of methodological, didactic and information-related support of organizing the educational process for students and teachers. Technically, e-Learning system is constructed on the basis of a wide range of software products. As a methodological basis during this study, a descriptive method is employed that permits to look at the issues and advantages of distance learning from different sides. Besides general scientific methods of study, comparison and generalization are utilized in the article. The results are the following. Nowadays, studying has essentially speeded the implementation of various forms and technologies of the e-learning, search for efficient methods of studying, has provoked the necessity for teachers to reinforce their level of mastering information and communication technologies, especially using the Moodle platform. Its main advantages are open, and free access, user-friendliness, tons of activity types aimed toward improving motivation and the interest of teachers, students. The article pays much attention to the peculiarities of using the platform also as offers several solutions for reported issues. Thus, it is concluded that distance learning allows solving a variety of primary problems, which modern society poses to studying, and meets the requirements, and opportunities of recent students. But, like all tools, distance learning has its own strengths and weaknesses.

In the context of the use of distance learning forms in the existing system of medical education, the authors consider current issues of finding optimal models of training content and organizational forms, methods and tools that facilitate the effectiveness of distance learning for the professional training of modern medical specialists. Based on the analysis of awareness, previous experience and attitudes of students and teachers of the First St. Petersburg State Medical University an anonymous survey of students and clinical residents, as well as teachers, students and teachers working at various departments of medical and dental faculties of the University was conducted with regard to the development and implementation of distance learning technologies in practice. As a result of the study, it was shown that students at both pre- and post-graduate levels have a more accurate understanding of the essence of distance learning system than teachers. Most students believe that the quality of the knowledge they receive is higher in face-to-face teaching, but they also believe that the advantage of distance learning is that there is no time limit on how long they can learn the material, and that they can create flexible schedules. Most teachers believe that the use of distance learning in the medical education system is most effective in training specialists for advanced training and retraining courses, as well as in training clinical residents. As the main conclusion of the article, the authors point out that in modern conditions of digitalization, it is expedient to use information and communication technologies and distance learning in a medical university only in combination with traditional teaching and methodical means and methods of professional training. At the same time, distance learning cannot be an alternative for the traditional form of professional training and retraining of doctors, but information and communication technologies and digital technologies, as well as distance learning should be integrated into the existing educational system of a medical university in the context of its digitalization.

The development of the information society determines the study of the introduction of information technology in the educational process of educational institutions as a tool for self-development, self-realization, social and communicative adaptation. Creating an information and educational environment of the educational institution is responsible for the success of the introduction of information and communication technologies in education at all levels. Theoretical analysis of the concept of "information and educational environment" is presented and its main characteristics are highlighted: openness, expandability, scalability, integration, adaptability. The principles on which information and educational environments should be created are formulated: multicomponent, integrity, distribution, adaptability. The functions of the information and educational environment in the distance learning system are revealed. It is shown that the information-educational environment satisfies the information-educational needs of the participants of the educational process, timely and high-quality provision of educational material, maintains connections "inside" and with "external" information space, fixes the relationship of content addressed to different subjects. The structure of the information and educational environment of the Ivan Chernyakhovsky National University of Defense of Ukraine is presented, which is an integral part of the integrated use of information and communication technologies in the educational process. A prerequisite for creating an information and educational environment is the availability of electronic content, technologies and means of electronic communication of all participants in the educational process. Information and educational environment is possible only if the development of all its components - management, content, organizational, technological. The management component includes the educational policy of the educational institution. The content component includes information and methodological resources. The organizational component performs integrating, systematizing and informational functions. The technological component is directly related to the choice of software.

The evolution of E-learning has been investigated in this article. In all historical epochs, education played an important role in a society. In the conditions of dynamic and ambitious socio-economic transformation of Ukrainian society education becomes the object of new growing requirements of the individual, society and state. These requirements are a major factor of the driving force behind the development of the education system. In this article we outlined new challenges to the qualification of the working force in information society and E-learning, among which are: the need for dynamic adaptation to rapidly changing knowledge and technologies, the acquisition of new skills. The last two decades have been marked by a significant increase in the emphasis on teaching on the basis of information and computer technology. A withdrawal from traditional training was based on the rapid development of the Internet and Covid-19 pandemic. The use of information and communication technologies in education makes it possible to increase its efficiency and accessibility. In addition, some aspects of the implementation of E-learning in the university have been reviwed. Many universities are actively developing a range of technologies, including mixed learning, with the aim of implementing E-learning at the university. Main features of E-learning, as a method for increasing motivation and self-study skills and as a way to improve an access to education, were investigated in the article. It is pointed out that in the structure of E-learning in educational establishments it is necessary to have such elements as: 1) E-learning system environment with the necessary means for communication of participants of E-learning; 2) electronic database of educational material; 3) virtual laboratory; 4) E-learning participants (teachers, students) and technicians (programmers, system administrators, web designers, animators). E-Learning supports self-directed types of learning. High motivation and self-study skills are prerequisites and must be complemented by an appropriately structured didactic learning environment. Self-organization and self-responsibility are important skills within flexible working and learning cultures. An important condition for E-learning: in the E- learning system can learn only highly motivated, focused and organized persons.

The growth of e-learning, particularly distance learning via e-learning, is widely recognised as a significant factor influencing higher education in the 21st century. The rapid and ongoing uptake of Information and Communication Technologies (ICT) for teaching and learning, along with the recognition that increased student engagement can lead to more effective learning, is changing the way in which teaching and learning occurs in universities. This chapter suggests that the distance learner is frequently overlooked in the current climate when it comes to consideration of student needs and that current applications of ICT for distance learning raises questions about the quality of their learning experience. The chapter discusses the role of the student voice in understanding and addressing students’ needs in relation to the quality of their learning experience and suggests that greater attention needs to be paid to the distinct voice of the distance education student. The chapter provides some methodologies for collecting the student’s voice and gives consideration to how addressing the distance learners’ voice to enhance their learning experience might be most effectively accomplished.

Processes of IT development in modern society and closely related processes of IT development in all forms of educational activities are characterized by the process of improvement and mass distribution of up-to-date information and communication technologies (ICT). Similar technologies are used extensively for communication and collaboration between the teacher and the student in modern open and distance learning. A modern teacher must not only have knowledge of ICT but also must be an expert on their application in his/her professional activity. In this case, application of such technology is closely related to distance learning and e-learning. In this paper, we intend to simulate and show outcomes of the development of e-learning support systems on the example of Tomsk State Pedagogical University (TSPU).

The authors of the article draw attention to the relevance of the use of e-learning tools to improve the quality of student preparation, as well as they consider the specifics of pedagogical communication within the framework of the information and educational environment. The language of education changes: there is a transition from written forms to audiovisual ones. In addition to traditional actors of the educational process (a teacher and a student), the third actor appears. It is learning tools that operate on the basis of information and communication technologies. The use of e-learning resources in the learning process allows to provide flexible forms of students’ interaction with a teacher and educational content; to organize interactive learning, follow-up and final assessment; to facilitate the management of the educational process for a teacher. The combination of in-class and online (extramural) forms of attendance is most effective. Also, it is necessary to include a cooperative learning approach in the e-learning model. The article describes the experience of using the virtual learning environment (Moodle) in organization of the educational process in a number of subjects (“Psychology of Lying”, “Ergonomics”, etc.) for the students of humanitarian and electrical engineering majors.

This aticle deals with problems of distance learning in the national universities. The basic pedagogical problems of distance learning. Dedicated pedagogical problems that arise in the implementationof information and communication technologies in the educational process and the organization of pedagogical training system. A number of tasks are presented that require immediate solutions to optimize the use of information and communication technologies in the education system, both in a single educational organization and in the education system as a whole. Some options for solving the problems of distance education are proposed. The necessity of creating an institute of tutoring, as well as the main differences between the teacher of the traditional educational process and the tutor are considered.

The purpose of this article is the analysis of Information and Communication Technologies - ICT in legal education according to the reform of the Russian national education system. It is observed how the creation of digital education in Russia contributes to its integration into the global educational environment. The regulatory framework for analysing ICTs in legal education, e-learning and distance education is used as a starting point. A critical analysis methodology is used to model the possible implementation of problem-based learning using ICT and using the "contract builder" simulator as an example. It is concluded that the introduction of ICT in the educational process requires a systematic approach, a state policy for the development of this area, additional funding and training of teachers.

The subject of this research is the influencing factors of information and communication technologies upon the theory and practice of teaching English language in the institutional and noninstitutional environments. The object of this research is the analysis of structure and content of Android and iPhone applications. Special attention is given to the development of mobile services as a prevalent model of using information and communication technologies, which open the possibility for individualized range of hyperconnectivity regulated by resource of a personal phone. The authors examine distance learning, which allows implementing innovations and creativity, employs new technologies, performs social task on expansion of technologically uniform educational space. The main conclusions are as follows: 1) of e-learning pedagogy requires the results of pedagogical practice in both, institutional and noninstitutional programs and courses; 2) the modern online learning of English language features new methods of implementation of hyperconnectivity in the Internet on the basis of technological and pedagogical innovations, active interactions and common culture. The scientific novelty consists in the statement that the use of distance learning is especially relevant on the current stage of modernization of education system, as it incorporates innovation technologies of teacher-student interaction. The current situation is characterized by the long-term trends associated with globalization socioeconomic relations, as well as by COVID-19 pandemic that requires taking immediate and radical measures in order to ensure protection of educational community from possible disastrous consequences in record time. The primary task of the authors consists in the analysis of relevant aspects of using information and communication technologies of teaching foreign languages, namely mobile applications, as well as in substantiation of the thesis on transition from collective connectivism towards individual hyperconnectivity in the educational process.
