ABSTRACT: In today's modern digital information environment, a well-defined e-platform is needed to organize, store, retrieve and dissemination of information effectively. A library portal is highly beneficial tool for web-enabled information services. Most of the university libraries are adding e-resources to their collection. The utility of these e-resources will be limited in the absence of an effective library portal that facilitates the users to exploit these to the maximum extent. Web portals are the tools that enhance access to the e-resources by providing visibility to various e-resources. This paper highlights the role of a library portal in providing effective library services in electronic environment. An attempt has been made to explain the term ‘library portal', need of university library portal, Role of Librarian in designing library portal and development of library portal literature study at national and international level.

Objective. The article analyzes the new roles of librarians - facilitator, tutor, moderator, presents their introduction into the activities of the university library, reveals the impact of innovations on the effectiveness of the library and the university. Methods. The study was conducted by reviewing publications related to clarifying the new roles of librarians in the practice of modern university libraries, summarizing the experience of the Scientific Library of Kharkiv Petro Vasylenko National Technical University of Agriculture (SL KhNTUA) to introduce new activities. Results. During the study, the authors determined that the SL KhNTUA’ introduction of the innovative forms in terms of new roles of librarians (facilitator, tutor, moderator) contributes to the development and diversification of library services, increase in the role of SL as an active partner of the university in research, teaching and educational work; emphasizes and strengthens the role of the library in raising the ranking of the university. Conclusions. The originality of the work is to expand ideas about the new roles of librarians in the activities of the university library, which is an important factor in assessing the effectiveness of its management. Practical value. The obtained results are used to improve the management of human resources of university libraries.

AbstractThis paper, which is largely based on the findings of my doctoral study, investigated the contribution of effective library and information services to academic achievements at universities in Ghana. The main objective of this study was to assess and explore the effectiveness of library and information services and establish its contribution to efficient academic work. The researchers adopted a mixed methods approach in which both qualitative and quantitative research approaches are used in a single study. This study used a survey research design because of the large and wide-spread population involved. The results of the study established that there is a correlation between effective library and information services and academic achievements at the universities in Ghana. The study also establish that library users were generally satisfied with the services provided by the university libraries and the provision of study space, book lending and Internet services turn out to be the most effective and highly patronized services. The findings on the challenges facing the delivery of effective library and information services clearly indicate that inadequate staff training programmes were affecting the ability of library staff to deliver effective library services. Finally, this paper has made recommendations on how to improve upon the effectiveness of library and information services to enhance academic work at universities in Ghana.

Abstract: This paper presents the results of a documentary search about factors that motivate the use of university library. Literature about these factors was not found, either not standards or indicators used to measure those factors’ impact. On the other side, evidence was found about the decrease in library attendance, reported by the university libraries themselves; however, no evidence about the causes of this phenomenon was found. In sucha context, this article presents a research project that will be applied in 3 universities at Northeast Mexico, in which a methodology to identify and analyze motivation in students to use the university library is proposed.Keywords: academic library, library use studies, library users, motivation, library services, user satisfactionResumen: En este trabajo se presentan los resultados de la revisión documental sobre el tema de los factores que motivan el uso de la biblioteca universitaria. Por otro lado, se encontró evidencia de un descenso en la asistencia reportada por las bibliotecas de las instituciones de educación superior, pero no se encontró evidencia de sus causas. Purpose The purpose of this study is to search for any evidence for university libraries that are accessible by mobile technology in Turkey as relevant models of the future; having regard to the fact that smartphones will very soon become the standard means by which the internet is accessed, and the rates of connection from mobile devices will supersede those which are computer-based. Design/methodology/approach In the study, both domestic and foreign literature surveys were undertaken to determine which mobile library services are offered in university libraries. Thirty random central libraries of both private and state universities were selected from across the seven regions of Turkey. To gather data, a 26-question electronic survey was generated and e-mailed to the library managers. The questions were based on findings regarding the mobile library services provided by university libraries around the world. Findings By examining the survey results, it was determined that Turkish university libraries utilise a comparable level of mobile technology and demonstrate a similar level of care with regard to the services they offer. There are mobile sites (separate sites or mobile sites as applications), mobile library catalogues, short messaging services, chat rooms, consultations via instant messaging tools, mobile device-lending services, and augmented reality and QR code applications. Research limitations/implications In Turkey, the structures of university libraries operate under variable conditions because of the lack of established standards. This causes negative results for the delivery of library services. For this reason, university library standards should be set practicable as soonas reasonable, considering the social/economic and cultural structure of the country. Practical implications Owing to the transformative effect technology and the internet have had on services information and communication technologies, infrastructure has been added as a sixth element to the five traditional library items, namely, building budget personnel collection and users. Globalisation through the web has resulted in the individualisation of services and the slogan content is king has been changed to the customer experience is king. Fundamental library services are being adapted to allow mobile technology access, and this approach best reflects the new slogan. Therefore, the university library of the future may well be the one entirely based on mobile technology. Social implications Mobile devices lead to new forms of engagement with student learning; so academic libraries are expected to be strong partners in the teaching and learning processes of their institution. Originality/value The hypothesis of this study is that a university library accessible by mobile technology will be the model of the future, and its purpose is to search for any evidence for which the university libraries in Turkey are prepared to meet this challenge. This study is also meaningful because there have not been any study of Turkish university libraries in terms of mobile library services to users. This paper is the first time that a comprehensive study has been made of current mobile technology-based services, and is also the first comparison of the applications in Turkish university libraries. Additionally, paper synthesises developments and provides suggestions for the future.

Purpose This paper aims to share the activities of library services in the new-normal era. The paper describes libraries’ circumstances since their reopening in early June 2020. Furthermore, it provides details on how libraries have adopted several most appropriate practices changing physical to online services. Design/methodology/approach This paper describes various university library services in Indonesia in the new-normal era by using literature and documentary reviews as the approaches. The data were primarily collected from webpages, blogs, social media, newsletters and specific journals organized by university libraries. The survey was carried out by involving 126 university librarians incorporated in the University Libraries Forum. It highlighted the current conditions of university libraries and the most appropriate practices of library services in the new-normal era. Findings The most appropriate practices of university library services in the new-normal era are provided. Libraries in Indonesia have experienced a service transformation implementing the COVID-19 health protocols. Likewise, almost all university library services became virtual. Accordingly, there were several challenges faced by librarians and users in carrying out virtual activities in the library. Originality/value This paper provides a great value for libraries in responding to COVID-19 and those starting to reopen. It reveals the most appropriate library service practices and challenges in the new-normal era, which are useful for current and future insight development.

This study aims to identify and analyze how much influence the quality of library services to the satisfaction of the library users at the University Library of Cenderawasih. Research method used in this study is the method of observation, interviews, questionnaires, and literature study using a Likert scale and sampling method used is Probability Sampling with Proportional stratified random sampling, which means sampling of members of the population at random and stratified proportional so that samples obtained 90 samples. The analytical method used is multiple linear regression method. The results showed that the quality of service which consists of tangible, reliability, responsiveness, assurance, empathy, and together have a positive influence. Service quality has a significant effect on satisfaction library users at the University Library of Cenderawasih. The variables that have a significant influence on satisfaction library users are tangibles, reliability and empathy. Responsiveness and assurance does not have a significant influence on satisfaction in the Library Unit Uncen library users. The most dominant variable is empathy.

Purpose The purpose of this study was to establish a massive online open course (MOOC)-based map of higher education knowledge and apply it to university libraries. It hoped to provide more targeted and personalized learning services for every learner. Design/methodology/approach In this study, MOOC and university library information services were outlined, the development status of MOOC at home and abroad and the development of university library information services were introduced, and the necessity and significance of MOOC in developing information services in university libraries were analyzed. What is more, the knowledge map of university libraries was explored. The four modules include the construction of data sets, the identification of related entities from plain text, the extraction of entity relationships and the practical application of knowledge maps. For the logical relationship of the course, a combination of knowledge base and machine learning was adopted. In the knowledge map application module, the knowledge map was visualized. Aiming at the generation of personalized learning scheme, a prior data set was constructed by means of the knowledge base. The original problem was considered as a multi-classification problem. K-nearest neighbor classifier divided all courses into four academic years to obtain all courses. According to the course stage, the personalized learning scheme of some majors in higher education was obtained. Findings The experiment showed that it was feasible to apply the higher education knowledge map based on MOOC to university libraries. In addition, it was effective to divide the course into four stages by classifier. In this way, the specific professional training program can be obtained, the information service of the university library can be improved, and the accuracy and richness of the entire learning program can be increased. Research limitations/implications Due to the limitations of conditions, time and other aspects, there were not many opportunities to visit the field library, which led to limited level and imperfect research. There were many proper nouns and professional terms in foreign references, but my English translation ability was limited. The relevant investigation on foreign studies may not be detailed and comprehensive enough, and the analysis and induction of influencing factors of university library information service may not be rigorous and concise enough. Practical implications As the base of university information dissemination, the university library is the source of knowledge. At the same time, it is also the temple of students’ independent learning and the media of mainstream culture and improving its own information service level is also in line with the trend of The Times. Under this background, this research studied the influence of MOOC on university library information service and focused on the challenges and opportunities faced by university library information service in the MOOC environment, so as to continuously improve its cultural serviceability and better serve teachers and students. Originality/value Since the birth of MOOC, they have exerted great influence and enlightenment on universities and relevant educational institutions within a few years. European and American universities take an active part in the construction of the MOOC platform and explore how to make better use of the library to build MOOC resources in practice. It is also a hot topic for university libraries to participate in the construction of MOOC information resources. Therefore, the study of this topic has both theoretical and practical significance.

In many countries, university libraries are required to demonstrate quantitatively their value to their institutions. Consequently, many universities spend a large part of their institutional budgets on acquiring new library books, paying for high online journal subscription fees, and recruiting library staff. However, few studies have been conducted to evaluate the contribution of the university libraries to the students' success. Thus, this study, which applied a quantitative survey methodology to quantify the contribution of a Namibian university library to student academic performance, was conducted. The study determined the contribution of the university library services to students' academic performance. Additionally, the study established a relationship between students' library service satisfaction and academic performance. Analysis of library user satisfaction, student age, and gender were also examined.

The need for studies to analyze the evolution of university libraries at the various historical stages is substantiated. The authors identify three periods when the library role was changing radically due to the changes in ideology and social demands. The authors explore the first period in detail and point to the narrative character of most publications on the library history lacking analysis of their humanitarian origins. The authors argue that, to conceptualize academic libraries mission at the present time, it is necessary to understand the university library mission from the historical perspective. They emphasize that cultural and educational activitiestoday is viewed in the context of personal socialization, or student’s social adaptation while the vector of information space development calls for conceptualization of the libraries’ humanitarian mission.The authors argue that, to understand a university library mission and, speaking wider – an education humanitarian principle we have to turn to historical and philosophic essence of humanism and enlightenment at the earliest stage of Russian academic libraries of the late 18th – early 20th century.
