Benefits of E-Procurement Systems Implementation

E-procurement systems are widely discussed in the eBusiness literature in which it is claimed that businesses generally experience three types of benefits (e.g. operational, tactical, and strategic) from implementing these systems. However, limited studies have so far been reported in the e-government literature on the benefits e-procurement systems have provided for the Australian municipality context. This chapter thus reviews the existing literature and reports e-procurement benefits experience of a large Australian municipal council. The findings indicate that the council's experience is limited to the attainment of operational and tactical benefits, and no evidence has been found about gaining any strategic benefits. In addition, several factors are identified that influenced those benefits. The lessons learned from the experience of the council are discussed and contributions made to the e-procurement literature for the public government context are highlighted.

Planck is an international mission led by the European Space Agency with significant contribution by NASA, designed to measure the anisotropy of the Cosmic Microwave Background (CMB), the oldest radiation of the universe, with the greatest accuracy and precision of any such CMB experiment to date. The present work was completed as part of the Planck Education and Public Outreach (E/PO) effort to communicate the results of Planck science to the public. The Planck Mission Simulation is a multiplatform, interactive visualization of the mission, from launch to orbital insertion to data gathering operations. The simulation was developed for a number of hardware and software configurations. Originally designed for a multi-screen virtual reality system, the scope of project grew to include other systems, including 3D kiosk displays, stereoscopic televisions, and domed-roomed systems. Implementation factors, technical details, and lessons learned from deployment on various platforms are discussed.

Ever since the outbreak of the COVID-19 pandemic, questions of whom or what to trust have become paramount. This article examines the public debates surrounding the initial development of the German Corona-Warn-App in 2020 as a case study to analyse such questions at the intersection of trust and trustworthiness in technology development, design and oversight. Providing some insights into the nature and dynamics of trust and trustworthiness, we argue that (a) trust is only desirable and justified if placed well, that is, if directed at those being trustworthy; that (b) trust and trustworthiness come in degrees and have both epistemic and moral components; and that (c) such a normatively demanding understanding of trust excludes technologies as proper objects of trust and requires that trust is directed at socio-technical assemblages consisting of both humans and artefacts. We conclude with some lessons learned from our case study, highlighting the epistemic and moral demands for trustworthy technology development as well as for public debates about such technologies, which ultimately requires attributing epistemic and moral duties to all actors involved.

ABSTRACT The article describes the origin, development and main results of Embrapa Vegetables' Capsicum breeding program, a continuous activity for more than three decades. The article points out and highlights how partnerships, both in Brazil and abroad, both with the public and the private sectors, were vital to the success of the program. The article also glosses over the development of the Capsicum germplasm bank and its importance to the breeding program, concluding with a set of faced challenges and lessons learned which might be of interest to other similar programs.

The term “urban mass transit” generally refers to scheduled intra-city service on a fixed route in shared vehicles. Public transportation is an important contributing factor to urban sustainability. Effective transportation networks that incorporate public transit livable by easing commute and transportation needs and increasing accessibility. To assess public transportation accessibility in metropolitan networks, two indices are used: the supply level of urban public transportation facilities resource and the public transportation-private automobile traveling time ratio. As the research in the Wolaita sodo town region and the assessment system, an evaluation technique for urban public transportation facility resource supply is developed based on accessibility. Accessibility is a representative indicator for evaluating the supply of bus system. Traditional studies have evaluated the accessibility from different aspects. Considering the interaction among land use, bus timetable arrangement and individual factors, a more holistic accessibility measurement is proposed to combine static and dynamic characteristics from multisource traffic data. The objective is to highlight the main lessons learned and identify knowledge gaps to guide the design and evaluation of future transport investments. Moreover, studies looking at ways to improve the operational efficiency of systems and those seeking to promote behavioral changes in transport users offer great potential to generate learning that is useful for the public and private actors involved.

Este artigo tem como objetivo discutir as ações dos Conselhos Municiais dos Direitos da Pessoa com Deficiência em relação a Educação. Consideramos que a consolidação deste Conselho se deu com reivindicações, lutas e disputas de diferentes segmentos da sociedade, e que, portanto, pode ser um espaço importante para as lutas das pessoas com deficiência, mesmo que como espaço de direitos formais. Para esta pesquisa, buscamos elucidar as demandas, disputas e reivindicações relacionadas direta ou indiretamente, com a educação dos sujeitos deficientes, objetivando refletir sobre os limites e possibilidades da ação do CMDPD referentes aos assuntos relacionados a educação. Para tanto, utilizamos como procedimento metodológico a análise de documentos, dos quais se destacam decretos e normativas e 17 atas de reuniões com CMDPD de Florianópolis. Obtivemos com essa análise a compreensão de como surgiu este conselho no Brasil e no município em tela; os sujeitos que os compõem; as temáticas mais debatidas e, foco de nossa análise, como, com quem e qual a discussão efetivada sobre o tema educação. Compreendemos que alguns litígios relacionados a educação especial permanecem nesse Conselho como a relação Público x Privado. A temática da educação é efetivamente invisível nesse conselho e que nos faz a identificar outra seara: a pouca importância dada a efetiva escolarização dos sujeitos com deficiência nessa sociedade.Palavras-chave: Conselho Municipal. We believe that the consolidation of this Council has resulted in, struggles and disputes of different segments of society, and that, therefore, can be an important space for the struggles of people with disabilities, even as an area of formal rights. For this research, we seek to elucidate the demands, disputes and claims related directly or indirectly, with the education of disabled subjects, aiming at reflecting on the limits and possibilities of the CMDPD relating to matters related to education. For this, we used as a methodological procedure the analysis of documents of which stand out decrees and regulations and 17 minutes of meetings with CMDPD of Florianópolis. We obtained with this analysis the understanding of how this council appeared in Brazil and in the municipality in screen; the subjects that compose them; the most debated topics and, the focus of our analysis, how, with whom and what the actual discussion about the subject of education. We understand that some litigation related to special education remains in this Council such as the Public x Private relationship. According to the School Nutrition Association, nearly 100,000 schools serve free or reduced school lunches and breakfasts daily to approximately 34. 34 million students nationwide. However, as COVID-19 forced many schools to close, students who depended on the public schools to meet the majority of their nutritional needs faced an even larger battle with food insecurity. Recognizing this unmet need, and that food insecurity was intertwined with other needs within the community, the Crystal Bridges Museum of American Art and its satellite contemporary art space the Momentary, partnered with the Northwest Arkansas Food Bank and over 30 additional partner organizations to pivot their existing outreach services. In this case study, we identify lessons learned by Crystal Bridges that might be useful for other organizations who seek to foster meaningful engagement with the public, especially in times of crisis. Specifically, we focus on three main lessons: 1) how the museum created a plan to learn through the pivot in order to capture their own lessons, 2) how the members of the organization experienced a sense of coming together (congregation) during the pivot, and 3) how the organization planned to improve both internal and external communication.

In this article, we review our study of 13 493 bot-like Twitter accounts that tweeted during the UK European Union membership referendum debate and disappeared from the platform after the ballot. We discuss the methodological challenges and lessons learned from a study that emerged in a period of increasing weaponization of social media and mounting concerns about information warfare. We address the challenges and shortcomings involved in bot detection, the extent to which disinformation campaigns on social media are effective, valid metrics for user exposure, activation and engagement in the context of disinformation campaigns, unsupervised and supervised posting protocols, along with infrastructure and ethical issues associated with social sciences research based on large-scale social media data. We argue for improving researchers' access to data associated with contentious issues and suggest that social media platforms should offer public application programming interfaces to allow researchers access to content generated on their networks. We conclude with reflections on the relevance of this research agenda to public policy. <p>Communicating the value of science to policymakers has never been more importance, but how do you make a difference while adhering to new norms for physical distancing? Regardless of one’s level of technological aptitude, and no matter if time constraints exist, scientists can still effectively communicate the value of their science to policymakers through virtual means. The Public Affairs team from the American Geophysical Union will share lessons learned from several virtual advocacy events held in 2020 and will cover a few communications strategies for influencing policymakers through virtual science policy engagements—from virtual meetings with policymakers to social media to traditional media.</p>
