The increasing importance of the Russian regions in increasing the efficiency of socio-economic development of the country actualizes scientific research on the balanced development of the regional economy and spatial coherence of economic processes. Within the framework of regional studies, both traditional and classical theories and new theoretical approaches to the problems of regional development are systematized and typologized. The article presents a fragmentary review of new theories and concepts of regional growth, including: the concept of sustainable development, cluster concept, the concept of "smart specialization", regional foresight, paradigms of studying the region as a quasi-state, quasi-Corporation, market area and region-society. The attention is focused on the theories of regional development cyclicity and studies related to the analysis of economic dynamics. The conclusion is made about the need for further research on the problems of interregional cooperation and the formation of regions as subjects of the common economic space.

The purpose of the paper is to study the current dominants of socio-economic regional development in the context of Ukraine’s entry into the European community. By analyzing, systematizing and summarizing the scientific work of many researchers, it has been discovered that one of the key reasons for the increase of regional disproportions in Ukraine is the fragmentation of the use of existing potential (natural resources, human capital, perspective geographic location). The study found a high level of disproportionality in the regional development in Ukraine, which leads to a violation of the unified integrated economic space of the country. Thus, the share of interregional turnover in the GDP of the country in recent years does not exceed 25 %, and economic growth continues to be localized in industrial, financial and transport-transit centers within the regions. On this basis, trends of local isolationism are formed, which further inhibit interregional exchange and the spread of interregional cooperation. In analyzing the dynamics of the ratios of the minimum and maximum values of the indicators of socio-economic regional development, it was established that the reduction of the size of the disproportions is due to the absence of an increase in the indicators of weak regions, and a decrease in the indicators of strong regions. In addition, the high proportion of Kiev for each of the indicators reflects the excessive level of centralization of the economy. Based on the results of the analysis, as an instrument for balancing the development of individual territories, the implementation of the concept of smart specialization strategy into the domestic business practice is proposed, since it is on its grounds that it is possible to unlock the regional potential for structural and technological changes, as well as to increase the level of social inclusion of the inhabitants of certain territories through the development of the necessary infrastructure for quality provision of their needs and interests directly at their place of residence.

This chapter deliberates the significance of smart specialization strategy and its impact on regional development that enable a region to become more creative and innovative. Consistently, the emergence of smart specialization strategy is the cornerstone of creating a unique platform for enhancing territorial competitiveness and knowledge-driven innovation center through promoting entrepreneurial universities within the region connected to the regional growth scheme. Therefore, the authors investigate what makes regions competitive. What fosters growth in one region may be under a bottleneck effect in another. This chapter represents an accessible approach for identifying competitors and their particular circumstances that discuss regional entrepreneurial discovery process and their competitiveness from a conceptual perspective.

The analysis of modern tendencies of regional development of the Kyrgyz Republic is carried out. A comprehensive assessment of the effectiveness of regional development is presented and the ranking of regions is carried out according to the level of social and economic development. Factors and conditions of disproportions of regional development, imbalance of the structure of regional economies are revealed. The ineffectiveness of the existing system of management and regulation of regional development is determined due to the weak consideration of the special conditions and advantages of the regions of the country in the regional policy of the state. Methodological aspects of improving the strategic management of the regional development of the Kyrgyz Republic in the context of integration are substantiated. The directions and mechanisms for improving the strategic management of the regions are determined on the basis of the formation of priority zones for regional development, ensuring the outstripping growth of individual regions in order to achieve a balanced development of the national economy in the context of integration. Developed proposals to improve the competitiveness of the regional economy and their effective transformation into the Eurasian economic space.

The growing importance of regions as subjects of economic relations and part of a single economic space naturally leads to the need to improve methods and tools for managing regional development. At the same time, at the present stage of economic development, one of the key forms of socio-economic changes is a project activity that defines the principles and characteristics of managerial functions. In the modern world, special attention is paid to achieving sustainable socio-economic development of the region. Due to the fact that modern society solves the problems associated with the continuous assessment of the feasibility of costs for achieving economic results and ensuring stable economic growth, environmental problems and maintaining a balanced development of social and economic spheres remain key problems in the context of regional development. The relevance of this article can be defined as an attempt to systematize existing paradigms and approaches to organizing the management of programs and projects for the regional development within the perspective of the of sustainable development concept, as well as considering related issues considered in scientific works and modern management practice. The main aim of the work is to review the existing theoretical and methodological approaches to the management of programs and projects for sustainable regional development and to identify the features of project management of this type.

This paper reveals on the significance of clustering concept and smart specialization strategy as an effective tool that stimulates entrepreneurship and creates regional value. The worth of linking different firms, people, and knowledge at the regional level- are one of the ways of making regions, organizations and institutions more innovative and competitive. The mode of a classifying clustering impression to be the voice of smart specialization for developing strategic goals and criteria related to regional growth. Thus, the result of this study shows clustering in addition to smart specialization strategies are powerful instruments to foster industrial competitiveness, institutional innovation, and provincial growth due to their intrinsic competence. Both clusters and smart specialization are gaining its prominence in the EU's regional policy discourse, owing to its role in the new program period of the EU structural policy from 2014 to 2020. This paper suggested some recommendations based on the highlighted research assumptions that the added value of the regional knowledge development process will lead the regions and enterprises to achieve their competitive advantages through the transfer of specific individual knowledge to the collective knowledge, and vice versa.. Keywords: Clustering, entrepreneurship, regional development, smart specialization strategy.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

Purpose The purpose of this paper is to argue that rather than contest the artificial schism produced by social scientists between “qualitative” and “quantitative” research, we should to accept this binary, however, contingently, and use it productively. This would be an act of “strategic essentialism” that would allow us to be productive in the research and inquiry. Design/methodology/approach The paper uses postcolonial theory to make a case for contingent representation, i.e. using artificial categories to carve out a space for heterodox theoretical approaches. Findings Researchers devoted to qualitative research must resist thinking, speaking and evaluating that research using quantitative thinking. Also, while ethical considerations are paramount in qualitative research, we need to debunk the narrow understanding of ethics as “following rules.” Also, qualitative researchers need to be aware of the institutional pulls that the research will be subject to, and also be ready to resist them. Originality/value This paper discusses how good research resists the siren call of institutionalization. It challenges the “common sense” assumptions of the field and brings them into the realm of the questionable. It seeks to theorize the untheorizable, and anthropologize the dominant.

The article aims at determining the strategic priorities of Ukraine’s budget development policy while implementing the regional development strategy for the years 2021–2027. The strategic priorities of the budget policy on territorial development are substantiated in the context of, first, creating the regional development strategy and territorial development strategies for the years 2021-2027, and second, shifting the focus from spatially oriented measures, i.e. stimulating the development of problematic areas, to the policy of territorial development through activating untapped potential, the policy being aimed at increasing regional and national competitiveness, with special attention paid to innovation. The necessity to observe both the vertical and horizontal integration of the formation and realization of budget policy on territorial development, and the necessity to implement it, combining the problem-oriented and general approaches to directing the territorial development budgeting (territorial development budgeting is based on the following: competitive advantages of the functional types of the regions; development of problematic regions; regional development in the context of smart specialization; border areas development in the context of cross-border cooperation). A prospect for further research in this field is seen in making an attempt to form the budget policy on territorial development in Ukraine on the basis of defining strategic priorities for regional development and the development of different level territories, aimed at: reducing interregional and intra-regional asymmetries; ensuring universal improvement of the quality of life; transferring the territories to development based on sustainability, inclusiveness, innovation, and the maximization of using and building up the existing potential.
