Informality and Informalization Among Eritrean Refugees

Transnational migration has important implications on the respective country of departure and its political dynamics. This article addresses informal practices and processes of informalization during migration from dictatorially ruled Eritrea in North-East-Africa. On the base of dense ethnography among refugees and migrants in neighboring Ethiopia the article discusses migration's cultural and social effects and sheds a light on the potential role of migrants in Eritrea's expected political transition. It will be argued that refugees and migrants are unable to fully liberate themselves from Eritrea's authoritarian political culture while seeking prosperity, democracy and human rights elsewhere. Instead they blunder into informal practices such as deceit, exploitation and denial of solidarity, which inevitably backfire on social and political life.

IntroductionCivilian–military relations play an important yet under-researched role in low-income and middle-income country epidemic response. One crucial component of civilian–military relations is defining the role of the military. This paper evaluates the role of Nigerian military during the 2014–2016 West African Ebola epidemic.MethodsFocus groups and key informant interviews were conducted throughout three states in North East region of Nigeria: Borno, Yobe and Adamawa. Participants were identified through mapping of stakeholder involvement in Nigerian epidemic response. English-translated transcripts of each key informant interview and focus group discussion were then coded and key themes were elucidated and analysed.ResultsMajor themes elucidated include developing inclusive coordination plans between civilian and military entities, facilitating human rights reporting mechanisms and distributing military resources more equitably across geographical catchment areas. The Nigerian Military served numerous functions: 37% (22/59) of respondents indicated ‘security/peace’ as the military’s primary function, while 42% (25/59) cited health services. Variations across geographic settings were also noted: 35% (7/20) of participants in Borno stated the military primarily provided transportation, while 73% (11/15) in Adamawa and 29% (7/24) in Yobe listed health services.ConclusionsRobust civilian–military relations require an appropriately defined role of the military and clear civilian–military communication. Important considerations to contextualise civilian–military relations include military cultural–linguistic understanding, human rights promotion, and community-based needs assessments; such foci can facilitate the military’s understanding of community norms and civilian cooperation with military aims. In turn, more robust civilian–military relations can promote overall epidemic response and reduce the global burden of disease.

The authors analyzed the presence and content of Ukrainian theme in the documents of Czech civic initiatives during the second half of the 1980s. The development of citizens initiatives has become a catalyst of socio-political life in Czechoslovakia. The number of participants in civic initiatives increased, and their programs were politicized. In program statements the principle of the so-called leading role of the Communist Party of Czechoslovakia was rejected as inconsistent with the principle of equality of citizens and the code of civil and political rights. The source base of this research comprised documents and materials of human rights activists, first presented in the self-published (samizdat) bulletins of independent Czech civic initiatives: “Information on Charter 77” (“Informace o Chartĕ 77”), “The Case of the East European News Agency” (“Zprava vychodoevropske informačni agentury”) and “Bulletin of Independent Peace Commonwealth – Initiative for demilitarization of society” (“Bulletin nezavisleho miroveho sdruženi – Iniciativy za demilitarizaci společnosti”). It has been shown that the Ukrainian theme is presented in two documents of the human rights association of Charter 77: the document “Before the Chernobyl Accident” (May 6, 1986) and the telegram of Czechoslovak human rights activists to Lviv, addressed to the group “Dovira” (“Trust”) (April 22, 1989). Czech “Independent Peace Commonwealth – Initiative for demilitarization of society” and Ukrainian, Lviv, “Dovira” Group, exchanged a letter and a telegram of solidarity. The informational reasons for creating the documents were the Chernobyl disaster – man-made accident on a global scale and the brutal dispersal of a peaceful demonstration in Lviv. Documents of Czech human rights activists and pacifist activists focus public attention on late Soviet realities: concealment of information from society about radioactive contamination and another human rights violation in Soviet Ukraine

The author analyzes the evolution of human rights and fundamental freedoms in domestic political life of individual states and in international relations as well over the latest two centuries. The article traces the role of struggle for liberal political human rights and civilian freedoms in the dismantling of the feudal-absolutist regimes as well as the challenges of radical left-wing (communist) and far right-wing (national-socialistic) threats to be met by the supporters of liberal political rights and civil freedoms in the interwar period. The list of human rights and fundamental freedoms had constantly been updating in the postwar period, including by the efforts of the UNO and other international organizations, and fixing in different international documents. The author emphasizes the import role of the Conference on Security and Cooperation in Europe (CSCE) in transforming the issues of human rights and fundamental freedoms into the essential element of public diplomacy of contemporary states. He traces the process of the increasing utilization of liberal political rights and civilian freedoms, which are usually the effective tools for domestic democratic transformation, within the framework of diplomatic practice of European and North-American states, aimed at ensuring their political and economic interests on the world stage. In this regard the author addresses the attempts of Western countries to legalize "humanitarian"interventions in circumvention of the UN Security Council. The article emphasizes the necessity to replenish the understanding of universal human rights and freedoms by the values, developed both by the international community within the framework of implementing the Millennium Development Goals and by various countries and peoples, which in sum constitute the modern international civilizational baggage.

The crises from the northeastern part of Nigeria and neighbouring countries especially around the Lake Chad region (Cameroun and Chad) have created a lot of internally displaced persons (IDPs) and refugees in the country. This has led to creation of such camps that are scattered all over the country, that is, in the North East, South, South East and the Federal Capital Territory, Abuja. A lot of humanitarian crises occur in such camps, the most disturbing of which is a violation of certain fundamental human rights, like right to liberty and right to dignity, exploitation and sexual assault. This has led to the creation of Refugee and IDP camps. This article examined the role that law clinics can play in addressing the legal issues highlighted. The history and development of legal education in Nigeria and how it gave birth to law clinics was traced. Moreover, the causes of creation of refugee and IDP camps were discussed. The article recommends that law clinics, through social justice, access to justice and client interview, can play a tremendous role in addressing the legal problems faced by the inhabitants of the camps, and this will also help achieve one of the learning outcomes of the course which deals with humanitarian law. The article further states that the presence/role of law clinics will not only benefit the students of the law clinic and the inhabitants of the camps but also benefit the Federal Government of Nigeria through data collection and statistics from these camps, and it will be a means for the government to curtail human rights violation in such areas.

This chapter explores the interrelationships between law, constitutions, and federalism. It first explains the importance of constitutions in shaping the basic structure of the state and the fundamental rights of citizens that they establish before discussing the Universal Declaration of Human Rights, in particular asking whether it is Western-centric. It then considers the ways in which states may attempt to realize justice in applying the law, with emphasis on the distinction between Islamic and Western practice. It also examines the role of constitutional courts and judicial review, legal adjudication of political problems, how the institution of federalism is used to contain the powers of the state and to manage diverse societies, and consociationalism as an alternative approach to handling social diversity. Finally, it analyses the increasing legalization of political life.

The article describes main events in the political life of North Korea after Kim Chen-In rise to power, his struggle with military leadership and attempts to strengthen the role of North Korea Labour Party accompanied by further indoctrination of the people. Main problems of economic development and the prospect of market regulation implementation are being assessed. Instability of the regime and attempts of South Korea, Japan and US pressurize North Korea along with nuclear problem being far from settlement is considered as one of main geopolitical threats in the North-East Asia.

This chapter suggests that insufficient attention has been paid in accounts of north-east African history to the role of the Ottoman Turks. With the capture of Egypt from its Mamluk rulers in 1517, the Ottomans established their first foothold in Africa. However, several factors drew them further into the region. First, there was a threat presented by the Portuguese, who sought to establish a monopoly on the valuable Indian Ocean trade and who challenged Ottoman control of the Red Sea and the pilgrimage routes to Mecca and Medina. Second, the Ottomans wished to secure control over Africa's valuable exports, slaves and gold. Third, in accordance with the sultans' quest for legitimacy as rulers of an Islamic empire, their long-term aim was the inclusion of all north-east Africa into Ottoman territory and hence the Dar al-Islam.

Abstract This article assesses the responsibility of local governments in Indonesia for the management of refugee care, following the enactment of Presidential Regulation No. 125 of 2016 concerning the Treatment of Refugees (the “PR”). It highlights the limited authority of local governments in handling refugee issues—which is an issue that cuts across several national legal and administrative regimes including Foreign Affairs, Human Rights, and Immigration. This article focuses on the constraints of local political dynamics and budgeting in allocating local government funds for refugee care. In addressing these concerns, the authors argue that the PR should be amended to explicitly define the role of local governments in managing refugee issues and to include the regional revenue and expenditure budget as a source of funding. In addition, the authors argue that local governments that are hosting refugees should establish relevant local regulations for implementation of the PR.
