Electric Government

Electronic government (e-government) has become a primary focus of informationmanagement for governmental officials as well as IT staff. In this chapter, I review thebasic concepts of e-government and present information on its successes and limita-tions. I also outline key issues that need to be addressed in planning and implementingIT. Because governments are so active in the e-government area, the situation ischanging rapidly so assessments that I make now will undoubtedly need to be revisitedregularly.

Governments worldwide, including those in Africa, are embracing the promises and prospects of electronic service delivery (or e-government). In particular, countries in Sub-Saharan Africa are moving towards adopting system-wide Integrated Communication Technology (ICT) and Enterprise Content Management (ECM) systems to support Electronic Government (EG) services. There are reasons to believe that Africa stands at the threshold of a new experience in this century, but there are also considerable challenges ahead. This chapter examines some of the prospects and challenges of the continent's adoption of Electronic Government. The discussion focuses on the rationale and characteristics of e-government in Africa, as well as its strengths and weaknesses, with particular reference to two countries in the region – Ghana and Kenya. The chapter concludes with a synopsis of some of the key issues as well as salient lessons to highlight the broader future challenges and prospects of e-government in Africa.

An essential, and rapidly-developing, aspect of electronic government is the growing use of online resources for government activities such as e-rulemaking, citizen participation, and the provision of information, referral, and assistance for users with needs for service delivery. Major developments in the use of electronic government resources for services needed by the elder and disability populations are the primary focus of this chapter. We focus here on the results of a large-scale statewide survey of residents of the state of Iowa, and on the findings from evaluations of aging and disability resource Websites in the United States and in other countries. Current and future trends in service delivery that may help to bridge digital divides for the elder and disability populations are discussed.

The chapter discusses a selection of major approaches to modality and mood in generative syntax. The primary focus lies on the representation of modal auxiliaries and verbs. Key issues relating to modal adverbs and a selection of aspects pertaining to mood are reviewed. Central points addressed are the structural options for different types of modality including the raising vs control debate and the possible structural correlates of epistemic modality addressed in the literature. The chapter incorporates a discussion of “coherent constructions” following a tradition established for German modals. The latter serves as an illustration of a different type of possible syntactic analysis and, in virtue of its data coverage, also of points of variation even between closely related languages like English and German.

Effective ways of conflict management must be found for missionaries when no trusted mediator in the region is available. Home office management or leaders in other regions can intervene through context rich media such as the telephone and video conferencing to provide help. Intervention through context poor media, such as email, is much less likely to succeed. Effective managerial intervention involving interaction with each party can lead to reframing the conflict into an opportunity to cooperate and find mutually beneficial solutions. The manager can present information, ask questions, and help the parties see that resolution is possible by addressing key issues such as the relative importance of the consequences, the potential win-win nature of the solution, each party's sense of victimization, and the certainty of continued interaction in the relationship.

Over the last decade, the Internet has become one of the most important means of communication in all social areas. The success of Web technology adoption in the private sector has put pressures on the public sector to adopt the Internet to present information and service resources. The concept of creating more efficient and convenient interaction between government and the interacting parties using Internet technology is referred to as electronic government (or digital government). Recent studies have shown an increase in the adoption of electronic government by various countries (Archer, 2005; I-Ways, 2005; Janssen et al. 2004). Nevertheless, the level of implementation diverges from country to country. This study identifies critical success factors of electronic government and proposes an implementation framework. This chapter presents an extensive case study to illustrate how the proposed framework can be used to analyze electronic government strategies in a developed country (United States) and a developing country (China). In conclusion, recommendations are made to developed and developing countries for their implementation of electronic government.

For millennia, humans have been dependent upon rivers and their resources for food, transport, and irrigation, and by mid-Holocene times (about 5,000 years ago), humans harnessed hydraulic power that in part contributed to the rise of civilization. It is generally accepted that the earliest civilizations to develop such linkages with irrigation and cultivation of crops arose in the Old World, in Mesopotamia and the Levant, the Indus Valley, and the Central Kingdom, associated with, respectively, the Tigris, Jordan, Euphrates, and Nile; the Indus; and the Huang He (Yellow) and Changjiang (Yangtze) rivers—and, of course, their associated deltas. In this chapter, I examine the role of selected coastal deltas that were important in the development of these early Old World civiliza­tions, and how those people began to alter the shape and character of the highly productive and constantly changing deltaic environments. Before we begin, how­ever, I need to provide some basic definitions. First, I use the definition of civilization provided by Hassan, “a phenome­non of large societies with highly differentiated sectors of activities interrelated in a complex network of exchanges and obligations.” Second, I use the defini­tion of delta presented by Overeem, Syvitski, and Hutton, “a discrete shoreline protuberance formed where a river enters an ocean or lake, … a broadly lobate shape in plain view narrowing in the direction of the feeding river, and a sig­nificant proportion of the deposit … derived from the river”. Although I will at times discuss linkages between development of human settlements and river reaches upstream from the coastal delta, my primary focus in this chapter is on coastal deltaic regions, in particular those of the Nile, Indus, Yellow, and Yangtze rivers, which provide the best examples for link­ages between relatively recent early human populations and coastal deltas. I will address other deltas later in the book. My rationale for beginning this book with a discussion of the relationship between Old World civilizations and deltas is that this long- term interaction has been so dramatically altered over the past few millennia— essentially, it is a good relationship “gone bad.”

Mobile technology has played a crucial role in facilitating democratic change in many of the developing countries. Many countries have attempted to implement Mobile Government (m-government), which is a form of electronic government, using mobile and other latest technologies such as social media as the most fundamental infrastructure for implementing such changes. However, m-government projects' scalability and sustainability are amongst the key issues relating to the use of Information and Communication Technologies (ICT). This chapter attempts to discuss the scalability and sustainability of m-government projects in the context of developing countries. The aim is to provide a broader understanding of the inherent issues surrounding scalability and sustainability of m-government projects: in general terms and also in relation to mobile phone-based projects for governments' service delivery. In order to understand these issues, definitions of these two concepts are provided and various e-government maturity models are discussed. This is then followed by an overview of the challenges of scaling up and sustaining the m-government projects in developing countries, and lastly, an elaboration of how sustainability and scalability can be achieved is also presented.
