Having taken its name from the fragmentary and divisive nature of the 20th century Balkans, the geopolitical term “balkanization” has come to refer to any region or society with internal turmoil or divisions. At the same time, it is being used to express the divergence over time of languages. In both cases, “balkanization” is an indisputable reality nowadays and reflects current relationships among nations. In this sense, although the unification process of the EU is believed to be a given today, problems such as the downgrading of less widespread languages such as Balkan languages and dialects still remain unsolved, mostly due to the predominance of English, French or German in the scientific, political, economical and commercial world. Indicatively, there are nine officially acknowledged languages today in the Balkans, whose even existence is ignored by the majority of EU citizens. Some have no apparent relation to the other. Whatever the case is, the Balkans have to and will survive this “Babel,” together with all European Union states. Maintaining a country’s language is a multilateral case and duty of nations nowadays; it also concerns a place’s culture and its specific characteristics and lifestyle, which differentiate it from other nations. It has to do with ethnic identity and understanding of one’s existence over time.

The paper considers travelogues of Yugoslav female writers Alma Karlin, Jelena Dimitrijević, Isidora Sekulić, Marica Gregorič Stepančič, Marica Strnad, Luiza Pesjak. These texts created in the first half of the 20th century in Serbian, Slovenian and German are on the periphery of the literary field and, with rare exceptions, do not belong to the canon. The most famous of these authors are Sekulić from Serbia and the German-speaking writer Karlin from Slovenia. Recently, the work of Dimitrijević has also become an object of attention of researchers. Other travelogues writers are almost forgotten. Identity problems, especially national ones, are a constant component of the travelogue genre. During a journey, the author directs his attention to “other / alien” peoples and cultures that can be called foreign to the perceiving consciousness. However, when one perceives the “other”, one inevitably turns to one's “own”, one's own identity. The concept of “own - other / alien”, on which the dialogical philosophy is based (M. Buber, G. Marcel, M. Bakhtin, E. Levinas), implies an understanding of the cultural “own” against the background of the “alien” and at the same time culturally “alien” on the background of “own”. Women's travel has a special status in culture. Even in the first half of the 20th century the woman was given space at home. Going on a journey, especially unaccompanied, was at least unusual for a woman. According to Simone de Beauvoir, a woman in society is “different / other”. Therefore, women's travelogues can be defined as the look of the “other” on the “other / alien”. In this paper, particular attention is paid to the interrelationship of gender, national identities and their conditioning with a cultural and historical context. At the beginning of the 20th century in the Balkans, national identity continues actively to develop and the process of women's emancipation is intensifying. Therefore, the combination of gender and national issues for Yugoslavian female travelogues of this period is especially relevant. Dimitrijević's travelogue Seven Seas and Three Oceans demonstrates this relationship most vividly: “We Serbian women are no less patriotic than Egyptian women... Haven't Serbian women most of the merit that the big Yugoslavia originated from small Serbia?” As a result of this study, the specificity of the national and gender identity constructs in the first half of the 20th century in the analyzed texts is revealed. For this period one can note, on the one hand, the preservation of national and gender boundaries, often supported by stereotypes, on the other hand, there are obvious tendencies towards the erosion of the established gender and national constructs, the mobility of models of gender and national identification as well, largely due to the sociohistorical processes of the time.

The article analyses the process of EU enlargement with reference to the progress that Bulgaria and Romania have made within it. It is argued that leaving them out of the wave of accession finalised in May 2004 for ten of the candidate states, has placed them in a situation of double exclusion. Firstly, their geographical belonging to the region of Southeast Europe has been rendered non-essential by their advanced position within the EU enlargement process. Secondly, their achievement in economic and political transition has been removed from the progress of the ten states, which joined the EU in May 2004 by delaying the time of their accession. As a result, any efforts in regional cooperation and integration between Bulgaria and Romania on one hand, and other Southeast European states on the other, have been effectively cancelled. Moreover, in current European politics, the two countries have come to serve the unenviable role of exemplifying on the part of the European Union how progress is being awarded and hesitation punished.

The paper is dedicated to the differences between the classical instruments for regulating interstate political and trade-economic relations from those used in the development of regional integration processes. Traditionally, the Eurasian Economic Union is compared with the European Union, considering the EU as a close example to follow in the development of integration processes. At the same time, there exist the other models of integration. The author proposes to pay attention to the other models of integration and based on the analysis of documents, reveals the experience of Northern Europe, which demonstrates effective cooperation without infringing on the sovereignty of the participants. The author examines the features of the integration experience of the Nordic countries in relation to the possibility of using its elements in the modern integration practice of the Eurasian Economic Union.

Layers of historic heritage and modern tendencies interlace in the culture of the present-day Balkans. Eurointegration of the Balkans faces numerous challenges. On one side, the so-called Eurooptimism is awakening, while on the other, fears of losing cultural and national identities are growing ever stronger amongst Balkan peoples. Is it possible to integrate the societies of the Balkans into the European Union, and retain the particularities of the cultural tradition of the peoples of this region? The answer to this question demands a complex and multidisciplinary analysis, especially when the contemporary Serbian society is concerned. Organized conservative forces are standing in the way of modernization, resisting any modern invention and creative initiative coming from the so-called Other Serbia. The issue is subjected to cultural-sociological analysis in this paper, supported, particularly regarding the situation in Serbia, by the findings of a several-years empirical study conducted within a research project organized by the Center for Sociological Research of the Faculty of Philosophy in Nis.

Since the advent of the European debt crisis in 2009, it has become common to hear descriptions of the European Union as a neoliberal machine hardwired to enforce austerity and to block projects of redistribution or solidarity. Yet by adopting an explanatory framework associating neoliberalism with supranational organizations like the EU, NAFTA, and the WTO against the so-called populism of its right-wing opponents, many observers have painted themselves into a corner. The problems with a straightforward compound of “neoliberal Europe” became starkly evident with the success of the “leave” vote in the Brexit referendum in 2016. If the EU was neoliberal, were those who called to abandon it the opponents of neoliberalism? If the EU is indeed the “neoliberalism express,” then to disembark was by definition a gesture of refusal against neoliberalism. To make sense of the resurgent phenomenon of the far right in European politics, then, our chapter tracks such continuities over time and avoids misleading dichotomies that pit neoliberal globalism—and neoliberal Europeanism—against an atavistic national populism. The closed-borders libertarianism of nationalist neoliberals like the German AfD is not a rejection of globalism but is a variety of it.

This concluding chapter explores EU's anti-subsidy instruments, which are designed to address subsidization by other WTO members. After a hesitant start, the EU since 1995 has progressively used the AS instrument to act against subsidization by third-country governments. While initially focusing on relatively clear-cut export subsidies, over time the EU has more and more also countervailed domestic subsidy programmes. This is clearest in the AS cases initiated against China during the past five years, where the majority of the countervailed programmes have consisted of domestic subsidies. In this context, it is important to note that the findings of specificity reached by the EU in cases concerning China are largely based on the use of facts available, resulting from the imposition of very high burdens of proof on the Chinese government that domestic subsidies in fact are not specific.

This chapter presents an institutional proposal for how citizens could be enabled—in the dual role of European and national citizens—to exercise constituent power in the EU. To explain in abstract terms what an institutional solution would have to involve, it draws on the notion of a sluice system, according to which the particular value of representative bodies consists in their capacity to provide both transmission and filter functions for democratic processes. On this basis, the chapter critically discusses the proposal that the Conference of Parliamentary Committees for Union Affairs of Parliaments of the European Union (COSAC) should transform itself into an inter-parliamentary constitutional assembly. As this model allows constituted powers to continue to operate as the EU’s de facto constituent powers, it cannot be expected to deliver the functions of a sluice system. The chapter goes on to argue that a more convincing solution would be to turn the Convention of Article 48 of the Treaty on European Union into a permanent constitutional assembly composed of two chambers, one elected by EU citizens and the other by member state citizens. The chapter outlines the desirable features of such an assembly and defends the model against a number of possible objections.

This chapter focuses on the European Union after Brexit and articulates the case for constitutional reforms. Reforms are necessary to address the substantive and institutional shortcomings that patently emerged in the context of Europe’s old and new crises. Moreover, reforms will be compelled by the exigencies of the post-Covid-19 EU recovery, which pushes the EU towards new horizons in terms of fiscal federalism and democratic governance. As a result, the chapter considers both obstacles and opportunities to reform the EU and make it more effective and legitimate. On the one hand, it underlines the difficulties connected to the EU treaty amendment procedure, owing to the requirement of unanimous approval of any treaty change, and the consequential problem of the veto. On the other hand, it emphasizes the increasing practice by Member States to use intergovernmental agreements outside the EU legal order and stresses that these have set new rules on their entry into force which overcome state veto, suggesting that this is now a precedent to consider.

This chapter examines the inhabitants of, and working visitors to, the Council of Ministers’s headquarters in Brussels. The Council of Ministers has always occupied an important position among the European institutions and in European policy-making. As a European Union institution, it is involved in all areas of EU activity, both by legislating in tandem with the European Parliament (EP) and by coordinating the member states’ policies in particular fields. The chapter first traces the origins of the present-day Council of Ministers before discussing its hierarchy and what the Council does. It then considers how the Council deals with the other EU institutions such as the European Council, the EP, and the European Commission. It shows that the Council embodies the enduring tension between supranationalism and intergovernmentalism as explanatory tools for understanding the construction of the EU.

Abstract Although new sanctions have been imposed, to varying degrees, on Russia since the debut of the Crimean crisis, few experts are taking the chance of publishing an assessment of the impact these sanctions will have on Russia or the European Union. On one hand, the complexity of the variables involved makes it extremely difficult to predict the outcome of said sanctions; on the other hand, an accurate assessment would make an invaluable tool in the hands of decision makers, no matter if their decisions are made with regards to foreign policy, public policy or the daily business of private companies. This article sets out to examine the context, some of the variables involved and some of the forecasts that have been put forward by various experts, while trying to provide a simplified model for assessing the impact of sanctions enacted by the EU on its own economy.
