New information and communication technology, specifically computer networked systems, create both a demand and an opportunity for businesses to approach training and knowledge management from new perspectives. These new training perspectives are driven by the need for businesses to provide the right training quickly and efficiently and to support knowledge systems that are current, accessible, and interactive. This article will discuss strategic planning in terms of the organizational elements and the e-learning program requirements that are necessary to build a framework in order to institutionalize and sustain e-learning as a core business process.

This article will discuss strategic planning in terms of the organizational elements and the e-learning program requirements that are necessary to build a framework in order to institutionalize and sustain e-learning as a core business process. The elements of the organizational framework include leadership, change management strategies, the technology infrastructure, and the organizational structure. The e-learning program requirements include instructional systems, roles and competencies of key staff people, and budgeting. The building blocks in a framework to sustain e-learning and knowledge building start with a foundation laid out by the strategic plan. The next two building blocks of the framework are the organizational support processes and the e-learning and knowledge management system

Knowledge management and learning are buzzwords in today’s society, both in terms of company competitiveness as well as in terms of education. Human resources are thus a priority for individuals and companies. The concept of knowledge management and of learning organizations has been object of increased interest by managers and scholars. The increased focus on these issues brings forth the individual as a crucial element in this process; individuals become key elements in competitiveness (Nonaka & Takeuchi: 1995) and protagonists of their own learning process (Senge: 1992).Additionally, the learning methodologies and strategies have also changed in the past decades, so that currently much is offered by means of b-learning and e-learning courses that, on the one hand, allow students to opt for several learning strategies, and on the other hand, require them to actively participate in their learning path. In fact, the evolution of ICT in studies and the growing experience of both teachers and students have gradually adapted to new methodologies. However, while materials and subject matter have been made easier and more accessible to students who do not attend classroom sessions, an underlying problem has always been present: bridging the physical distance among all the stakeholders involved in the learning process and all the difficulties that may emerge from this.Since its first edition in 2001, this Post-Graduation Program, now in its 12th edition, has undergone several changes, from its study plan to learning regime. As a means of responding to the demands of today’s market and in particular new learning styles, new possibilities have been made for attending the course which range from classroom, to blending and e-learning formats. As a means of fostering group spirit, synchronous and asynchronous participation of all students several changes were introduced this academic year. Besides the use of the Moodle platform, a Virtual Learning Environment (VLE) wiziq has been introduced.In 2013-14, the program includes students from Portugal (including the Azores), Mexico and Nigeria. Moreover, this Post-Graduation Program allows students to opt for f2f, b-learning and e-learning regimes, i.e., within the same group, some students attend classes by means of a VLE, others attend some classes f2f and others using the VLE and others attend f2f classes regularly, though they also have access to the VLE. A program that combines three learning approaches/methodologies/strategies allows the possibility of assessing possible differences in terms of efficiency of these three learning methodologies, considering that these imply a change in expectations, attitude and cognitive process.Our paper focuses on a study carried out in a Post-Graduation Program at a Portuguese university, on perceived satisfaction regarding the use of ICT tools in the program, a theme which has already been object of study at UAL in recent years, both in terms of assessing and monitoring learning progress, of learner attitude toward their learning paths (Fernandes Silva & Rodrigues Duarte. 2011a & b) and the tools and methodologies made available to them and of perceived satisfaction (Fernandes Silva & Quintas: 2013).This paper corresponds to a 1st stage of a broader study that will involve all students in the referred program in 2013-14 as well as all the lecturers. Initially, a qualitative analysis is carried out based on semi-structured interviews; at a 2nd stage, we aim to create a questionnaire to be applied to a wider population.

The discussion on innovation and the adoption of new Information and Communication Technologies (ICT) and their impact on economic growth and development have flared up in the past few years. This debate has become increasingly relevant in emerging countries like Argentina, which, in spite of high economic growth rates in the last decade, has been facing the challenge of quality employment creation. This chapter analyzes the impact of the ICT diffusion process in Argentine companies from a firm-level employment, innovation capabilities development, and knowledge management approach. Recent findings support the linkage between different firms’ ICT adoption patterns and the development of innovation capabilities, employment dimensions, and knowledge management practices. These results provide evidence to think and develop new productive and technological policies.

The number of corporate universities is increasing by leaps and bounds, and the role of corporate universities is rapidly evolving and becoming more tightly integrated with an organization’s strategic planning and assessment. How can HRM faculty and practitioners keep their respective curricula and organizations up to date? The first section of this chapter provides an overview of the current corporate university landscape, discussing the three major factors that influence both their growth and their role in organizations: strategy and human resources, knowledge management, and technology and e-learning. The second section includes an annotated compendium of key resources in each of these areas, especially Internet resources.

The increasing importance of e-learning has been a boosting element for the emergence of Internet-based educational tools. As we move into the information age, tremendous efforts are made in the development of new information and communication technologies for educational purposes. The ultimate goal is to facilitate e-learning methodologies and acquisition. The chapter’s contribution is in the area of open source software for technology-enhanced learning. First, we report on the capabilities of Pliant, a novel software framework for Web-based courseware development. Pliant’ design features upon which e-learning capabilities are built are presented, showing that Pliant has some advantages over existing software, including flexibility, efficiency, and universal usability. A case study of the use of Pliant in the project “Multilanguage Database for Localization” developed at the CUSB School of Translation is presented. Second, we present Academia,3 a Pliant-based courseware development Web portal, and its use in translation studies at CUSB.

The advancement of informatization leads to the information society, which is a global trend of information civilization. Present time marks the new information stage of social development, which should be defined as information society, where information and knowledge are the key object of labor of the majority of population, and information technologies are a direct instrument of labor. In this regard, civil proceedings, which is founded on the adversarial principle, also takes the vector towards the information component. The adversarial principle, is in turn is influenced by objective factors (social relations) and subjective factors  (attitude towards the right of subjects), which is the basis for changing the mechanism of its implementation. This directly affect the conduct of judicial proceedings and legal enforcement of adversarial principle. The author determines the key trends in adaptation of the means of implementation of adversarial principle in civil proceedings in the conditions of the use of information technologies. The author suggest dividing the means of implementation of adversarial principle into two groups: for creating an environment of trust and communication interaction between the participants and the court. Based on this, the article analyzes the possible impact of information technologies upon the adversarial principle in civil proceedings, as well as the mechanism of its implementation. The conclusion is made that the adversarial principle in civil proceedings can fall under influence of information technologies, since its essence is formed from objective and subjective factors; while the means of its implementation, which comprise the legal measures of its mechanism through adaptation of information technologies in justice, are susceptible to change.

This study discusses some considerations in education to achieve a good quality of learning by utilizing technological advances such as E-Learning. This study uses a model of Community of Inquiry (COI) as a comparative study to improve the quality of E-Learning program. Implementation of COI model in discussionforum on BiNusMaya through E-Learning is able to improve the quality of a discussion as improvement of knowledge management. This study aims to provide a proposal to the Department of Information Systems Bina Nusantara University in enhancing the effectiveness of the use of discussion forums on BiNusMaya (ELearning). By presenting the survey results related to the Binusmaya current condition,s such constraints and development expectations of both the lecturers and students for Binusmaya can be described. In addition, the application of CoI model is presented in a learning process especially when meeting outside of class (without face-to-face). The results of this study is expected to be the basis for developing a COI model design and implementation plan in Management Information Systems course, that may improve the quality of the use of discussion forums as part of the knowledge management process in future study.

Significant investments have been made by universities, colleges, distance learning providers, and corporate training departments in the area of e-learning. Moving from early use of static HTML pages providing course details, the use of the Internet as a delivery technology for education and training is now commonplace, with both distance and presential learning providers exploiting e-learning in their offerings. A standards-based IT infrastructure is in place in educational institutions around the world, simplifying the delivery of e-learning courses and opening the doors to mainstream, largescale, Web-based education (Brusilovsky & Vassileva, 2003). Many different virtual learning environments (VLEs) exist (Everett, 2002), including significant contributions from the open source community (Dougiamas, 2004; Sakai, 2005). Above the underlying IT standards rest a significant number of e-learning standards, specifications, and reference models (IMSCP, 2003; Loidl Reisinger & Paramythis, 2003; Wisher & Fletcher, 2004), designed to improve the interoperability between systems and remove islands of e-learning. These infrastructural changes have been mirrored by developments in the area of learning objects (Littlejohn, 2003; Wiley, 2002). The learning objects movement is based upon the idea that reusable units of content can be created, shared, and reused between different communities, and is viewed as a solution to the significant production costs associated with the development of high-quality learning resources—see Sloep (2004) for a discussion of this issue. Critics of the learning objects movement have expressed their uneasiness with e-learning as page turning that leads to “static, fossilized, dead [content], low learner motivation and engagement, impersonal and isolating environments” (Stacey, 2003). This debate has brought pedagogy in the e-learning community to the fore. How should different groups of learners best be taught? What does existing educational theory have to teach e-learning, and how could the results of this work be brought into e-learning systems? How could new information and communication technology developments, particularly in the area of collaboration and cooperation, be brought into e-learning offerings? How could ongoing R&D in the area of pedagogy and e-learning be more easily brought together and compared? This article describes the IMS learning design specification (IMSLD, 2003). IMSLD is an open specification, freely downloadable, maintained by an international consortium of universities, system vendors, and learning providers. The specification provides a counter to the trend toward designing for lone-learners reading from screens. Instead, it guides staff and educational developers to start not with content, but with learning activities and the achievement of learning objectives.

The theme of this paper is the paradigm shift in the outlook of workers’ privacy protection. The focus of this work is the successive and recent evolution of this theme, defending an active approach to privacy, per which the workers have sufficient control over their data. The theoretical framework of the worker’s right to privacy and its adaptation to the current technological world is the base of the adopted methodology. It includes the study of the legislation, doctrinal and jurisprudential positions, and guidelines from various bodies and entities. The conclusions summarise the current challenges faced by the labour jurist, in an era when NICT (new information and communication technologies) are part of the corporate environment to find ways to raise awareness about the reaffirmation of limits and control of technology, as the only way to guarantee the safeguarding of the workers’ fundamental rights, which are undoubtedly essential for defending the worker in a potentially absorbing context outside his domain, being subject to corporate power. The conciliation between the defence of workers’ privacy, on the one hand, and business interests and rights, on the other hand, is the reference for balance.
