The advancement of informatization leads to the information society, which is a global trend of information civilization. Present time marks the new information stage of social development, which should be defined as information society, where information and knowledge are the key object of labor of the majority of population, and information technologies are a direct instrument of labor. In this regard, civil proceedings, which is founded on the adversarial principle, also takes the vector towards the information component. The adversarial principle, is in turn is influenced by objective factors (social relations) and subjective factors  (attitude towards the right of subjects), which is the basis for changing the mechanism of its implementation. This directly affect the conduct of judicial proceedings and legal enforcement of adversarial principle. The author determines the key trends in adaptation of the means of implementation of adversarial principle in civil proceedings in the conditions of the use of information technologies. The author suggest dividing the means of implementation of adversarial principle into two groups: for creating an environment of trust and communication interaction between the participants and the court. Based on this, the article analyzes the possible impact of information technologies upon the adversarial principle in civil proceedings, as well as the mechanism of its implementation. The conclusion is made that the adversarial principle in civil proceedings can fall under influence of information technologies, since its essence is formed from objective and subjective factors; while the means of its implementation, which comprise the legal measures of its mechanism through adaptation of information technologies in justice, are susceptible to change.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.

This article is devoted to analysis of the modern problems of book publishing in the context of national information space. Development of the Ukrainian state is impossible without development of national book publishing, which is a part of its information space. In Ukraine, as one of the post-Soviet states, the formation of new information and communication system is based on its own information tradition, mentality and features of spiritual culture of the Ukrainians. It plays an important role in shaping culture, spirituality, comprehensive vision and consciousness of the nation. They were and they are a source of knowledge and the most effective way of its transfer. The transience of processes occurring the era of information society, radical socio-economic reforms, sectoral technological revolution requires the continuous scientific researches and analysis, identifying the trends in publishing industry as one of the most important factors in the state’s democratic progress. The author summarizes the development of book publishing of Ukraine and shows its role and place in the modern information society. The study of the modern book publishing is impossible without digression into the past, without finding out the roots of studying of the analysis object. The specific problems of the book industry are identified. It is concluded that in the modern Ukraine the publishing business has intensified, although the positive changes are taking place very slowly: the appropriate economic conditions for development of the publishing industry have not been created, the equipment are outdated; editorial, publishing and printing equipment of domestic manufacture are nonavailable; introduction of advanced technology are low; purchasing ability of the population is low; the sales network of printed products has been destroyed and so on. The businesses are becoming increasingly uneconomical. We propose some measures to improve this situation, strengthening the role of industry in the national information space. The key to improve the situation may be systematic and persistent efforts of the Ukrainian government to support the industry.The reason is that a comprehensive study requires from the performers not only historical knowledge, but also economic, managerial, psychological, political efforts and so on. The most important thing that the society and the state should need is the component of doctrine of information security in the context of the national security


In recent years, the Middle East’s information and communications landscape has changed dramatically. Increasingly, states, businesses, and citizens are capitalizing on the opportunities offered by new information technologies, the fast pace of digital transformations, and enhanced connectivity. These changes are far from turning Middle Eastern nations into network societies, but their impact is significant. The growing adoption of a wide variety of information technologies and new media platforms in everyday life has given rise to complex dynamics that beg for a better understanding. Digital Middle East sheds a critical light on continuing changes that are closely intertwined with the adoption of information and communication technologies in the MENA region. Drawing on case studies from throughout the Middle East, the contributors explore how these digital transformations are playing out in the social, cultural, political, and economic spheres, exposing the various disjunctions and discordances that have marked the advent of the digital Middle East.

The rapid breakthrough observed today in the field of information and communication technologies testifies to the movement of mankind towards a new post-industrial phase of development -the information society. At the present stage, information is the main source of development of society. The penetration of information technology into almost all socio-economic spheres entails the formation of new needs and a new way of life for mankind.While noting the positive aspects of the information society, one should not forget about its negative aspects. With the development of modern society, the consumer attitude of people to the world is increasing. There is a danger of information dependence. For some people, virtual reality is often more significant than reality itself. To fully disclose the research, the scientific article used methods such as a systematic approach, historicity, comparative historical, structural, political analysis, functional and cultural analysis.At the end, scientifically grounded conclusions, recommendations and proposals on the need for spiritual and intellectual development of society weredeveloped.

Information technology is changing the role of government, its functions, and its power. The long process of transformation of public sector organizations and the applications of computer technologies have started the talk about electronic government. In the last ten years, the debate concerning e-government has been the subject of various studies, promoting analyses, research approaches, and empirical surveys. Even so, there is still much confusion about the meaning of this term and the word e-government is often used in reference to e-voting, e-democracy, or e-administration. Therefore here we intend to provide the reader with some guidelines, trying to explain a concept that, although little more than ten years old, finds its roots in the ancient idea of the information society. We can start by saying that e-government represents just a single fragment of the broad discourse about the impact of information technologies on society. It is not an administrative experiment but a permanent part of the governmental process. According to Jane Fountain’s (2004) idea, we can define e-government as “the production and delivery of information and services inside government and between government and the public using a range of information and communication technologies” (para. 2). In this prospective, the Internet can be considered as a variable, which has been grafted onto the wider ground of factors leading to the transformation of government roles. Moving from this point, e-government will be analyzed as an intersection of two main trends. The first of these is the overall transformation of public sector organization. In this respect, the Internet variable has to be considered in the entire process of the government reinvention that made scholars talk about a major new revolution after the industrial one. The second trend is the information society development, a process that started since the 50s catching very soon the interest of governments.

An influential theoretical tradition in information systems research suggests that information and communication technology has the power to transform organizational structures and individual behaviors. This approach has been called “technological determinism.” In contrast, recent studies have found evidence of more complex relationships between information technologies and the organizational and institutional contexts in which those technologies are embedded (Fountain, 2001; Kling & Lamb, 2000; Orlikowski & Baroudi, 1991). The theories that Orlikowski and Iacono (2001) have categorized as the “ensemble view” explain that information technologies should not be conceptualized as physical artifacts only, but that the social relations around those artifacts should also be considered. In addition, the relationship between information technologies and social structures is at least bidirectional, and therefore organizational characteristics and institutional arrangements also have an impact on government ICT projects (Fountain; García, 2005; Kraemer, King, Dunkle, & Lane, 1989). As a result of this embedment of ICT in government settings, certain characteristics of the information technologies are expected to reflect important aspects of the institutional and organizational environment and, therefore, help preserve the status quo instead of promoting change (Fountain; Kraemer et al.).

The generalization of the new information technologies has favored the transformation of social structures and the way of relating to others. In this changing process, the logic of the social relationships is characterized by the fragility and the temporality of the communicative systems reciprocity which are established “online” in a new cybernetic culture. “Virtual communities” are created in which the interaction systems established by individuals exceed the traditional categories of time and space. In this manner the individuals create online social webs where they connect and disconnect themselves based on their needs or wishes. The new online communication technologies favor the rigid norms of the “solid society” that dilute in flexible referential contexts and reversible in the context of the “global and liquid society” to which the sociologists Bauman or Beck have referred to. Therefore the objective that the authors propose in this chapter is to try new theoretic tools, from the paradigms of the new sociology of technology, which let them analyze the new relational and cultural processes which are being generated in the cultural context of the information global society, as a consequence of the new communication technologies scope. Definitely the authors propose to analyze the meaning of concepts such as “virtual community”, “cyber culture”, or “contacted individualism”, as well as the meaning and extent of some of the new social and individual behaviors which are maintained in the Net society.

Thereby there are some tasks in front of teachers, not only give the knowledge to the students, but also to develop a many-sided, free, creative and competitive individual. One of our main goals is the development of new innovative technologies in the development of education and science. In this regard, the introduction of more information technology, new teaching methods is becoming one of the most pressing issues. Many modern technologies used in educational process are directed to the development of an individual and effective education. One of them, the use of information and communication technologies is an effective way of knowledge quality increase.

As conclusões apontam para respeitar as diversidades no momento de implementar técnicas e métodos da gestão por processos nas organizações e questionamentos sobre os impactos das inovações tecnológicas na Sociedade do Conhecimento. Abstract The reflections contribute in the management of communication and information technologies at libraries. Presents concepts and characteristics of the management processes in organizations, with the purpose of give a view of the importance of processes, processes management, information management, information services and products at libraries. It considers information services and products managed by the use of new information and communication technologies to emphasize quality improvement centered in the users needs. The conclusion point to respect the diversity when implementing techniques and methods about process management at organizations.

As far as the current state of the information and communication technologies usage is concerned, the information systems of the companies cover the major part of the transaction processes and the large amount of the processes at the level of the tactical decision-making.Intensive implementation of the information technologies in many areas of the human activities cause gathering of the large amount of the data. The volume of the internal and external databases grows rapidly and the problem is to take advantage of the data they contain. But the problem is not only the growing volume of the databases but also the different and database structures. To get the new information from the large and incompatible database sources is possible but very inefficient. A manager often needs the information very fast to achieve competitive advantage and to solve problems at the level of strategic decision-making. Another problem is the fact that the databases often contain information that is hidden there and there is no way known how to get this information out of the database. In this case, the user needs at least suitable tools in order to perform experiments and to explore and identify patterns and relationships in the data.The transformation process of the data to information and to knowledge that is used in the process of decision-making is called Business Intelligence. Modern database tools offer wide support for building the data warehouse, OLAP analysis and data mining.Our contribution focuses on the application of one of the data mining techniques such as neural networks and artificial intelligence. The application of those methods will be based on the assessment of the food quality and composing of the corresponding trend indicator.
