Developing a strategy for E-Government interoperability is taken to mean thinking strategically and planning for the effective long-term application and optimal impact of electronic information to support knowledge work and service provision in government agencies. Strategy can simply be defined as principles, a broad based formula, to be applied in order to achieve a purpose. These principles are general guidelines guiding the daily work to reach business goals. Strategy is the pattern of resource development and application decisions made throughout the organization. These encapsulate both desired goals and beliefs about what are acceptable and, most critically, unacceptable means for achieving them.

In the Industry 4.0 arena, human resource management and development are important tasks for public and private sectors to prepare adequate skilled human resources for organizations' daily work, company operations, and agencies' management and administration activities. Long-term investment on an organization's employees to upgrade their knowledge, abilities, and skills will in turn increase their productivity and the organization's performance. Employees with new technological knowledge and technical skills will be able to contribute to their organization and hence to the nation to boost its economy. This chapter discusses charismatic and transformational leadership that can enhance human resource development and practices and proposes some recommendations to overcome the challenges faced in human resource development.

Three levels of planning can be distinguished in grassland farming: strategic, tactical and operational. The purpose of strategic planning is to achieve a sustainable long-term fit of the farm business with its physical, social and financial environment. In pastoral farming, this essentially means developing plans that maximise and best match pasture growth with animal demand, while generating sufficient income to maintain or enhance farm resources and improvements, and attain personal and financial goals. Strategic plans relate to the whole farm business and are focused on the means to achieve future needs. They should be routinely (at least annually) reviewed and monitored for effectiveness through key performance indicators (e.g., Economic Farm Surplus) that enable progress toward goals to be measured in a timely and cost-effective manner. Failure to link strategy with control is likely to result in unfulfilled plans. Keywords: management, performance

In response to the growing absence of unions from the private sector, community-based organizations known as worker centers have emerged as a new front in protecting and organizing workers. Scholars generally argue that worker centers have converged on a model of combining service provision with organizing and advocacy, supported primarily by funding from foundations and government agencies. I draw on interviews conducted with worker center staff, a dataset compiled from their public materials, and secondary research to add to the existing literature and to argue that a clear categorization of worker centers can be derived by attention to their primary workplace strategies. First, worker centers can be meaningfully distinguished by whether they attempt to raise standards in specific industries versus responding to problems in individual workplaces. But they can also be distinguished based on the extent to which they view public policy or winning agreements with employers as the primary route to systemic improvements. These divergences in strategy echo Progressive-era debates about the role for the state in redressing workplace ills. Similar to that era, strategic differences among today’s worker centers are driven less by ideology and more by the distinct structural challenges facing workers in particular political and economic contexts.

Intermunicipal cooperation offers an interesting alternative in cases when municipalities are too small to individually provide public services at an efficient cost level but are reluctant to form a municipal amalgamation in order to benefit from economies of scale. Forming a body consisting of multiple municipalities with a specific focus provides a way to reduce costs on service provision while maintaining municipal sovereignty in other areas. In our paper, we quantify the cost benefits of utilizing intermunicipal cooperation in the field of municipal solid waste management. We examine this using data from a 10-year period from municipalities in the South Moravian Region in the Czech Republic, where high municipal fragmentation results in many dominantly small municipalities that often are not able to provide public services at reasonable costs. This analysis contributes to the literature by conducting a long-term study of the effects of intermunicipal cooperation on public service provision costs. Our results suggest that municipalities participating in intermunicipal cooperation focused on waste management experienced annual cost savings of approximately 13.5% for provision of this service throughout the examined period of 2010–2019 when compared to municipalities that did not cooperate. These long-term results show how beneficial intermunicipal cooperation can be in reducing service costs. In addition to the direct financial benefits, municipal representatives stated that intermunicipal cooperation often brings other qualitative and non-financial benefits such as better service quality, the possibility to share infrastructure, and relief from administrative and managerial burdens through the utilization of professional management, which was especially appreciated by the smallest municipalities with limited administrative staff.

AbstractThis article describes the Semantic Desktop. We give insights into the core services that aim to improve personal knowledge management on the desktop. We describe these core components of our Semantic Desktop system and give evaluation results. Results of a long-term study reveal effects of using the Semantic Desktop on personal knowledge work.

This study extends the literature on county government structure by examining the three basic forms of county governments and their long-term effects on regional service spending. An examination of 1,532 U.S. counties between 1977 and 2012 reveals that those with the commission government form produce on average less regional service spending than those with reformed government structures. Examining the two major distinctions in reformed government types reveals that elected executive governments spend on average more than those with the commission-administrator form. However, the amount of increase for elected executive spending was very minor. The findings also reveal that the ability to establish home rule charters alters the effects of government structure for commission and commission-administrator counties. Meanwhile, charter-enabling laws matter little regarding the effects for elected executive counties. The analytical results lead to four major points for consideration regarding the link between county service provision and county institutional arrangements.

This paper takes a large-scale social perspective in describing a national project in Australia that was premised on local school communities working together and contributing ideas for the benefit of their students, and potentially, the whole country. The project was intended to improve schools’ capacity for educating boys, and in the long-term, the learning outcomes of under-performing boys, using evidence-based and action research methods. It was supported by the web spaces and tools of the National Quality Schooling Framework and Think.com. This paper emphasises the structures and processes teachers engaged in while building knowledge through their daily work, where the resulting ideas became the property of the whole community. Analyses focus on the extent to which an underlying social structure for knowledge building developed in various parts of the nation during the project, making it possible to characterize a process for innovations in education with commitment to continual idea improvement. Résumé Le présent article adopte une perspective sociale à grande échelle pour décrire un projet national en Australie fondé sur la collaboration des communautés scolaires locales et leur contribution d’idées au bénéfice de leurs élèves et, éventuellement, de l’ensemble du pays. Le projet avait pour but de rendre les écoles plus aptes à éduquer les garçons et, à long terme, d’améliorer les résultats d’apprentissage des garçons qui sous-performent à l’aide de méthodes de recherche-action fondées sur des données probantes. Il a bénéficié du soutien des espaces et des outils Web du National Quality Schooling Framework et de Think.com. Le présent article met l’accent sur les structures et les processus que les enseignants ont utilisés dans leur travail quotidien pour la coélaboration de connaissances; les idées qui en ont résulté sont par la suite devenues la propriété de l’ensemble de la communauté. Les analyses portent principalement sur la mesure dans laquelle une structure sociale sous-jacente de coélaboration des connaissances s’est développée en différents endroits de la nation au cours du projet, ce qui rend possible la caractérisation d’un processus d’innovation en éducation avec un engagement envers l’amélioration continue.

При этом необходимо понимать, что формирование стратегии развития бизнеса на долгосрочную перспективу в нефтяной компании невозможно без учета маркетинга, выступающего в качестве инструментария и информационной среды для обоснования и правильного выбора стратегических целей, а также для составления стратегического плана и организации его контроля. One of the important aspects in the corporate governance system of a vertically integrated oil company is the strategic planning and controlling system based on goal setting, the choice of strategic initiatives and key business goals, and key business performance indicators. At the same time, it is necessary to understand that the formation of a business development strategy for the long term in an oil company is not possible without taking into account marketing, which acts as a toolkit and information environment for justifying and choosing the right strategic goals, as well as for drawing up a strategic plan and organizing its control.
