Grenelle Environment Project

In July 2007, the French government launched a democratic debate on environmental issues, known as Grenelle Environment Project. The objective of this Project is to define the strategic and key points of government policy on ecological and sustainable development issues in a participative process at the national level. Within this approach, the Grenelle Environment Project put all the citizen and public service representatives together around a discussion table to set deliberately efficient national measures to deal with the environmental problems. These measures have been concretized through three national Acts, which are then legitimated by social, economic and politic actors and stakeholders. The objective of this chapter is to describe the different stages of Grenelle Environmental Project till today, and to illustrate the benefits of a collaborative and participative decision-making process to support institutional actors to face environmental, ecological and sustainable development questions. In describing the Project we will mainly focus on climate change and energy management issues.

Purpose This paper aims to assess climate change-related non-economic loss and damage (NELD) through case studies of Bangladesh and Japan, evaluate how NELD are addressed in these countries and provide the ways forward for further improvement. Design/methodology/approach This paper reviewed the literature to examine NELD and looked into currently available methodologies and their limitations. It reviewed governmental disaster reports and plans and interviewed with communities to understand NELD in each country’s context. Findings This paper indicates that NELDs are not sufficiently reported in the countries studied. Underestimation of NELD may lead to limited outcomes in disaster risk reduction (DRR) and climate change adaptation (CCA). NELD should be measured and integrated into decision-making, through capacity-building from local to national level. Research limitations/implications This paper is based on the literature review and stakeholder consultations in the study countries. The results are specific to these countries. Readers may find them applicable to other country situations. Practical implications NELD-related information is directly relevant for preparing countries to achieve their sustainable development, CCA and DRR objectives as suggested by the recent international frameworks such as sustainable development goals (SDGs), Paris Agreement and Sendai Framework for DRR. Social implications This paper identifies several NELD indicators related to societal well-being in the study countries and beyond, and addressing them will have positive impact on the society. Originality/value Addressing NELD is a recent topic under United Nations Framework Convention on Climate Change, and nothing much has been done on how countries can address NELD in their developmental, CCA and DRR approaches. This paper identifies the importance of integrating NELD into decision-making and the ways forward to researchers, governments and policymakers for addressing NELD.

- The energy markets are very complex, because, on the one hand, they imply several different activities and, on the other hand, they involve various levels of govern- 183 ment. The energy market is divided indeed in different segments: supply (generation or purchasing), transmission, distribution and sale, which are allocated at different levels of government, from the international and European level (with reference to the security of energy supply), to the local level (with specific regard to the distribution and sale). This complexity makes the energy sector particularly critical, under the pressure of political interests and economical needs. Another sensitive point is linked with the environmental protection, since the consumption of energy is one of the most polluting human activities, and the demand of energy is growing up together with the economical growth of the developing Countries. This problem is increasingly discussed at the international level, with reference to the climate change issue, in order to plan a sustainable development for the whole globe: because of it, the Kyoto Protocol was issued within the United Nation Framework Convention on Climate Change. It establishes legally binding commitments for the reduction of four greenhouse gases for all the 183 ratifying Countries, according the principle of common but differentiated responsibilities, and provides for the promotion of renewable energy. The European Union ratified the Protocol implementing the relative obligations through, for instance, the creation of the EU Emissions Trading Scheme (ETS). The European Union most of all addressed the competitive issue, since the 70s, in order to achieve the result to create a free energy market in Europe. The last results of the European energy policy were the directives on electricity and natural gas in 2004, that imposed the complete opening of the energy markets in almost all the European Countries (with few exceptions). The implementation of the European directives requires the intervention of the national level, since each Country has to modify its own regulatory framework, in order to comply with the directives. Everywhere in Europe, this process faces with several difficulties, but it is particularly hard in Italy, since the energy sector is traditionally public owned. Indeed, in our Country, the privatization and liberalization processes are strictly linked to another trend: the decentralization of legislative and administrative powers from the State to the Regions and Local Communities. Thus it is evident that the global governance of the energy sector, for its complexity and its sensibility, can only derive from a network of interventions by several levels of government, and different international, national and local actors, which realize a typical case of multilevel governance.Key words: Energy markets, competition, sustainable development, multilevel governance.JEL classifications: K21, K23.Parole chiave: Mercato energetico, concorrenza, sviluppo sostenibile, multilevel Governance.

Policy refers to the commitment of people or organization to the laws, regulations, and other green mechanisms concerning environmental issues. Community participation has become important in government, policy makers, and environmentalists over last few decades, and as a result, it is now an established principle as it is widely used not only in academic literature but in policy-making documents, international discussions, as well as in local debates when considering issues dealing with decision-making to achieve sustainable development. Implementation of green policy and community participation programs through representatives—organization, groups of individuals—enhances the benefits of polices and program and adds value to policy as well as making the policy's results and responses more effective and stronger.

Environmental education (EE) for sustainable development remains a valuable subject of contemporary society, which is characterized with environmental issues such as climate change, pollution, loss of biodiversity, and resource degradation. The delivery of EE is based on the North American Association for environmental education values of knowledge, dispositions, competencies, and responsible behavior towards the environment. EE is a transformative tool to learners since it prepares learners with skills, attitudes, knowledge, and values to resolve environmental problems. It promotes environmental activism and action-oriented resolution of environmental issues. The full benefits of EE are challenged by limited human capacity, questionable professionalism, limited resources, and poor transformation of knowledge to practice. These challenges however can be alleviated through community engagement in formulating EE programs, multidisciplinary engagements, and research on EE delivery and quality.

Abstract. Sustainable development needs to be tackled at all governmental levels. Moreover, policies need to be integrated, horizontally and vertically. This article studies the efforts of subnational governments and their strategies towards vertical policy integration. Four cases are compared: Quebec (Canada), Flanders (Belgium), North Rhine-Westphalia (Germany) and North Holland (the Netherlands). The assumption is that their approaches are determined by their degree of autonomy, which involves their competences within their own borders (self-rule) and their influence on national decision making (shared rule). The findings, however, show that degree of autonomy does not shape the subnational governments' stance towards vertical policy integration for sustainable development. Rather, it is influenced by other factors, such as political dynamics. The analysis also puts forward that the degree of self-rule of subnational governments has a large influence on the content of sustainable development policies, not only at the subnational, but also at the national level.Résumé. Le développement durable doit être poursuivi à tous les niveaux de pouvoir. En plus, les politiques doivent être intégrées horizontalement et verticalement. Cet article étudie les efforts des gouvernements sous-nationaux et leurs stratégies envers l'intégration politique verticale. Il compare quatre cas d'étude: le Québec (Canada), la Flandre (Belgique), la Rhénanie-du-Nord-Westphalie (Allemagne) et la Hollande Septentrionale (Pays-Bas). L'assomption est que leur approche se détermine par leur degré d'autonomie, qui est constitué par leurs compétences à l'intérieur de leurs propres frontières (self-rule) et par leur pouvoir à influencer la prise de décision nationale (shared rule). Cependant, les résultats démontrent que le degré d'autonomie ne détermine pas la position des gouvernements sous-nationaux envers l'intégration politique verticale pour le développement durable. Leur position est influencée plutôt par d'autres facteurs, tels que le contexte politique. L'analyse propose aussi que le degré de self-rule des gouvernements sous-nationaux a une grande influence sur le contenu des politiques de développement durable, non pas seulement au niveau sous-national, mais aussi au niveau national.

With this issue, the Indonesia Journal of Applied Environmental Studies (InJAST) enters its second year, having been first published in April 2020 just as the Covid-19 pandemic was spreading globally. In the first two issues, InJAST published 13 articles, which were the results of research and ideas from academia, researchers from the Indonesian Institute of Sciences (LIPI) and members of conservation NGOs. Within its first year, the InJAST website has been visited by around 1,500 visitors from 50+ countries.  Although the majority were from Indonesia, 30% were from across Europe, Asia, the Americas, and Africa, and included the USA, UK, Australia, and India.One of InJAST's missions is to provide a vehicle for academia (students and lecturers), members of environmental NGOs, and young researchers, particularly from Indonesia, who are just starting to publish their ideas, literature reviews and research findings or articles in scientific journals. InJAST was also developed to accommodate scientific papers related to broader environmental topics, but as yet, most articles have focused on plant/wildlife ecology, nature conservation, and forest restoration (61%). Others were the result of the studies on environmental education (8%) and on the UN Sustainable Development Goals (SDGs) and other environmental issues (31%).As we start the third decade of the 21st century, the environmental challenges we face are ever more complex and demanding. The UN’s global action plan for the next 10 years set out in the "UN's 2030 Agenda for Sustainable Development", puts forward special measures to achieve a world that is fairer, more prosperous, and more respectful of the environment. The main global environmental challenges that, according to the UN, must be resolved in this decade, are climate change mitigation and adaptation, pollution problems and their effects on health, protecting oceans, the energy transitions and renewables, a sustainable food model, protecting biodiversity, sustainable urban development and mobility, hydric stress and water scarcity, extreme meteorological phenomena, and overpopulation and waste management. As academics, environmental researchers, and members of environmental NGOs, we can and should support the UN agenda by seeking the solutions to these major global environmental problems that affect all of us. We do this by carrying out relevant research and, just as importantly, publishing them in scientific journals so that we can disseminate our findings as widely as possible and suggested interventions can be trialed and then implemented on the ground.This new issue of InJAST contains several papers focusing on plant ecology, endangered species conservation, and forest restoration, all of which are closely related to one of the main global problems identified by the UN, namely protecting biodiversity. Another paper analyses determinants and typology of hydrometeorological disasters that may relate to the problem of extreme meteorological phenomena. Strong pro-environmental legislation and government regulations are very important in implementing existing environmental policies, and environmental awareness and responsibility are also important to assess whether people are willing to participate in addressing global environmental problems at the local level. This is explored in two other papers in this issue of InJAST.We reflect further that we are in a hugely different place from where we were at the start of 2020. The Covid pandemic, obviously a global tragedy, has changed many people’s behavioral patterns and our subsequent impact of nature and the environment. It seems to have in many ways heightened people's awareness of nature and environmental issues, and the relationships between unsustainable production and consumption and the nature and climate change crises. A plethora of new research is emerging on these interdisciplinary questions and we look forward to submissions tackling these questions in future editions of InJAST.Finally, as Editors-in-Chief, we have been working hard to improve and expand our peer review community, as well as the processes of online submission, reviewing and publishing.  We are delighted to be presenting Volume 2 No 1 of InJAST and we encourage our colleagues from all sectors to submit their papers for the next issue.

The semi-arid region of Brazil, marked by low human development indicators, has historically suffered from water scarcity, being the focus of public policies to reduce socioeconomic, water, and climatic vulnerabilities for more than a century. Among the recent initiatives, the Cisterns Program stands out as an attempt to guarantee water and food security for family farmers through the construction of social technologies for water storage, such as cisterns production. Thus, the research objective was to analyse the perception of farmers and institutional actors involved with the Program about the impact of the 2011-2018 drought on the functioning of cisterns and to discuss how water infrastructure programs can improve the adaptive capacity of farmers affected by climate change. Through semi-structured interviews with institutional actors at the regional/national level and with farmers in semi-arid Brazil in the years of 2017/2018, the results indicate that access to the social technology seems to strengthen the relationship between water and food security, and the specific capacity of farmers in dealing with climatic risks. We conclude with lessons and recommendations from the Brazilian experience that can be useful for actors from other semi-arid regions involved in water infrastructure programs.

Environmental problems are enormous around the world and threaten the global environment. In most cases, these problems are caused by rapid growth of population and poverty. Climate change and sustainable development are inter-linked and are priority issues in the development continuum. Any adverse impact on the environment and biodiversity can cause the restriction of resources and limit available options. Concerted efforts of all the states can bring positive result to address the effects of climate change. Compliance with the treaty provision and sharing of resources and actions among the states can ensure proper utilization of resources and sustainable development.
