Waqf and Development

Waqf is a Sadaqah Jariyyah, a Capital Gift to Allah which is useful for Sustainable development and beneficial to Muslim, Poor, Marginalised, and disadvantaged communities. The important thing is waqf properties must be used for the benefit of needy. It can be achieved through investing the waqf in infrastructure development through the generation of profits from waqf infrastructure and utilization of Waqf property by common and needy public. The proper management of waqf properties through modern techniques of risk and asset management so that maximum benefits can be achieved through any Waqf property is the need of time. The history of Waqf is very old in Madhya Pradesh and this research is undertaken to study the methods used to commercially develop Waqf lands which are regulated by waqf board of MP located in the state of MP. The researcher is trying to find out the potential of economic development through waqf properties in MP and the welfare which can be achieved of poor and marginalized classes in this chapter.

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

This chapter shows the emergence of a regional sense of Latin America as part of the musical pedagogy of the nationalist states at the peak of the state-building efforts to organize, through a variety of instruments of cultural activism, what at the time were called “the masses.” It analyzes particularly the cases of Brazil, Mexico, and Argentina—the three largest countries of the time in population and economic development—from the 1910s through the 1950s. It proposes a comparative history of Latin American musical populisms, focusing in particular on policies of music education, broadcasting, censorship, and experiences of state-sponsored collective singing.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The article examines the relationship between civil legislation and the laws of economic development, objective laws of social development and their subjective regulation, an analysis of literary sources, the history of the development of the state and ideas about the economics of law of modern authors, made it possible to conclude that the development of civil law is influenced not only by the objectivity of laws but also subjective factors, including tradition.

При этом целью исследования является построить многофактор- ные регрессионные модели результативных параметров предприятий. Исходя из цели определены и задачи исследования. Провести анализ состояния и проблемы развития экономики отраслевой составляющей региона в условиях инновацион- ных преобразований предприятий, а также методов ее оценки. The article deals with the issues of the infrastructure impact of economic modelling on the sustainable development of the sectoral economy of the NCFD regions. At the same time, the study aims to develop multi-factor regression models of effective parameters of enterprises. In accordance with the aim, the objectives of the study have also been defi ned. To carry out an analysis of the state and problem of economic development of the sectoral region in the context of innovative changes of enterprises, as well as methods of its evaluation.

Abstract. At the current stage of social and economic development the issues of the national security and its public and legal regulation, both externally and internally, are becoming more urgent. The national security supports the very existence and development of man, society and state. And the balanced state policy as well as the efficient legal regulation plays an important role in this process. The fundamental principles of the legal and regulatory environment in Ukraine are defined by the Constitution of Ukraine, the Law of Ukraine on National Security, and other legal-regulatory and international acts. And the most significant component of the national security is the economic security influencing all life spheres of a person and the whole society. The economic security is the basis of economically effective state and a necessary condition for its sustainable development. The economic security is provided at the national and international levels. At present the economic security is primarily defined by internal threats, such as uneven economic development of some territories, decline in certain industries, low living standards, etc. The analysis of the social and economic state of Ukraine clearly demonstrates that reasons for threats to the economic security of the country are of a regional nature. The appropriate level of security can be maintained by a complex system of measures aimed at improving macroeconomic performance of the country, which positively influences the local social and economic systems. An appropriate level of the economic security can be reached by implementing a system of organizational and legal measures, including economic, legal, organizational and managerial, which are enforced by competent authorities and local governments by means of various forms and methods of the state legal regulation in order to ensure rights of man and citizen, improve the living standards, and achieve sustainable development of the state. Introduction: The article analyzes the basic principles of an ef­fective public administration in the interests of sustainable develop­ment, lists the legislative acts confirming the commitment to these principles. Also, special attention is paid to the state programs for the implementation of the SDGs in the Republic of Moldova, to the special state bodies that are engaged in the implementation of the SDGs and their goals, as well as to the areas in which the Republic of Moldova cooperates with international organizations in relation to the SDGs. At the end of the article, the authors describe the main problems faced by the Government of the country in implementing the Principles of Effective Public Administration in the Interests of Sustainable Development and achieving the Sus­tainable Development Goals.Methods and materials: The research methodology is based on the following general scientific and special methods of cognition: the method of system-structural analysis, comparative, and formal-logical method.The article analyzes the materials and data provided by the national institutes of the Republic of Moldova, as well as the data and materials of international organizations, including: the United Nations, the Food and Agriculture Organization of the United Nations, the World Health Organization, the United Nations Children's Fund, the In­ternational Organization for Migration, the International Labour Organization, etc.Results: As a result of the study, it became clear that the Republic of Moldova is actively working towards the implementation of the principles of effective public administration in the interests of sustainable development of Moldova. Despite the difficulties faced by the Republic of Moldova, the country still managed to achieve significant results in this area. The documents adopted at the state level contributed to achieving the goals and meeting the main requirements for the pace and quality of economic development in the period up to 2030.By 2030, Moldova is expected to become a country where poverty and corruption are eliminated, inequality is reduced, social inclusion and cohesion are strengthened, so that "no one is left behind", a country where human rights, gender equality and women's empowerment, the rule of law, environmental sustainability and the well-being of the population are respected and promoted.Discussion and conclusions. In its ambition to achieve SDGS, the Republic of Moldova is facing a myriad of challenges. Despite the fact that significant progress was registered, there is still a lot of work to do at all levels of public administration. Moreover, it is also essential to enhance the system for SDGs implementation moni­toring and evaluation. This 2030 Agenda requires a profound change that goes beyond the economic and political situation of the country. Moldova will achieve the key in­dicators of sustainable development and become a favourable country for the life of its citizens if only it will promote economic development policies of the country.

Topicality. Creating of sustainable infrastructure and promoting of inclusive and sustainable industrialization and innovations is one of the aims of sustainable development of the state, approved by the United Nations, that implemented by the Government of Ukraine as a basis for future economic development policy. In the process of studying of the state's sustainable development, setting aims and finding ways of realization important place takes the research of industrial development and innovations, that takes into account the national specificity of the state's institutional development and the existing socio-economic situation on the principles of glocalization. This will take into account the interests of local communities, involve them in cross-border and international economic relations and will enable them to take part in globalized markets on the basis of local preferences and features.Aim and tasks. The aim of the article is to formulate the conceptual foundations and work out scientifically grounded application tools that are used as a methodological approach to study the existing level of industry and innovation development and to find ways to improve it using billateral joint of local resources and abbilities with preferences and conditions of global markets.Research results. The authors developed a complex of indicators for assessing the level of compliance of national industry, innovations and infrastructure with modern requirements for improving of the economic efficiency and "ecologization" of the economy through resource conservation and reuse of resources on the basis of glocalization. Data from the State Statistics Service of Ukraine, the Ministry of Economic Development and Trade of Ukraine, data from international rating agencies were the basis for the information provision of monitoring of the state of industry, innovations and infrastructure. According to the revealed tendencies, measures are proposed to regulate the development of industrial production, innovations and infrastructure on the principles of glocalization, the introduction of the postulates of the "green" and circular economics, in particular - economic and organizational stimulation of non-waste production through the application of tax holidays, priority in the competition for funding from the State Fund for Regional Development such projects that include non-waste treatment of garbage, complex industrial recycling of secondary or non- raw material without waste generation, as well as on the basis of the introduction of innovative domestic technologies.Conclusion. The revealed patterns of ecologization of domestic industrial production in Ukraine on the basis of glocalization point to the low capacity of industrial non-waste recycling of garbage and the insignificant level of use of circular technologies in the production process, that confirms the fact of uncertainty of terms and prospects of the realization of the idea of decoupling and the introduction of industrial activities on the basis of environmental and the achievement of zero waste level. The implementation of innovations using low-waste, resource-saving technological processes remains at an average-low level and in a year does not exceed 30-35% from the total number of implemented innovative technological processes, while the share of innovation activity and expenses for scientific developments in the total GDP volume is constantly shrinking. The level of penetration of a comfortable and well-developed infrastructure in the areas of infocommunications, in addition to Internet services, and road networks remains rather low and determines the prospects for further growth.
