Website-Feature Analysis of Irish Parliamentarians' Performance in Web 2.0 Technologies

This chapter explores the engagement of Teachta Dála (TDs), members of the Irish lower parliamentary chamber, with Web 2.0 technologies. While conducting the website-feature analysis, the authors looked at three dimensions of each TD's website: information content, interaction tools, and politicians' activities on the web. They found that Irish parliamentarians' usage of the internet is still primarily based on the paradigm of Web 1.0. Perhaps more accurately, Irish politicians' internet usage is in the mode of Web 1.5, in which some interactive and participatory space is generated with the idea that the cyberspace should encourage citizen participation. As conventional variables such as party affiliation and geographic variation still influence TD's website performance, one can conclude that information and communication technologies do not really change the way Irish politics are played. The Irish experience is in line with various other studies, such as in Italy and Finland.

The emergent of the internet and the rapid development of information and communication technologies (ICT) envisaged a system capable of quickly transforming and modernizing the teaching and learning processes. The 21st century Web 2.0 technologies, such as Edmodo, Google docs, Zoho writer, Blogs, Wikis, and Facebook can be used in blended or virtually online learning classes, forums or courses. They play significant roles in promoting mutual interaction, collaborative platforms for communication and learning among people. This paper aims to give an overview of six major webs 2.0 technologies most capable of providing online writing in blended or virtual online classrooms. It was found that despite the enormous applications of Web 2.0 technologies in education, they are not formally enacted as part of the educational curriculum, though, they are widely considered as techniques that aid learning or used for social interaction purposes per se.

The article is devoted to the competence of a modern teacher, ICT competence and usage of the new application and modern gadgets in the educational process, teacher’s competence in the field of information and communication technologies (ICT), UNESCO recommendations towards teachers’competence and skills in a area of information technologies. Article also shows a cloud and Web 2.0 technologies and the benefits of using them in the learning process.

ABSTRACTThe paper develops some of the conclusions, reached in Floridi (2007), concerning the future developments of Information and Communication Technologies (ICTs) and their impact on our lives. The two main theses supported in that article were that, as the information society develops, the threshold between online and offline is becoming increasingly blurred, and that once there won't be any significant difference, we shall gradually re-conceptualise ourselves not as cyborgs but rather as inforgs, i.e. socially connected, informational organisms. In this paper, I look at the development of the so-called Semantic Web and Web 2.0 from this perspective and try to forecast their future. Regarding the Semantic Web, I argue that it is a clear and well-defined project, which, despite some authoritative views to the contrary, is not a promising reality and will probably fail in the same way AI has failed in the past. Regarding Web 2.0, I argue that, although it is a rather ill-defined project, which lacks a clear explanation of its nature and scope, it does have the potentiality of becoming a success (and indeed it is already, as part of the new phenomenon of Cloud Computing) because it leverages the only semantic engines available so far in nature, us. I conclude by suggesting what other changes might be expected in the future of our digital environment.

The aim of this study is to examine teacher candidates’ perceptions of their own proficiency in using information and communication technologies and their attitudes towards information and communication technologies in terms of gender, major, internet usage frequency and computer ownership. The study group consists of 336 teacher candidates, 98 male (29%) and 238 female (71%) senior students, in different departments at Cumhuriyet University Faculty of Education during the 2017-2018 academic year. The “Proficiency Perception Scale for Using Information and Communication Technologies” and “The Attitude Scale for Information and Communication Technologies” developed by different researchers were administered to the candidate teachers. As a result of the findings obtained from the research, there was no significant difference between proficiency levels of the teacher candidates regarding the use of information and communication technologies. Besides, there was not significant difference between the means of attitude towards information and communication technologies in terms of majors and the internet usage frequency, and between the mean proficiency perception scores of using information and communication technologies with regard to gender. It was ascertained that there was a slightly meaningful difference between the attitudes scores for information and communication technologies in favor of males in terms of gender, and as to computer ownership, there was a low level of difference between both attitude and perception scores in favor of computer owners. The findings are discussed within the scope of literature.

The growth of Information and Communication Technologies (ICTs) offers governments advanced methods for providing services and governing their constituency. eGovernment research aims to provide the models, technologies, and tools for more effective and efficient public administration systems as well as more participatory decision processes. In particular, eParticipation opens up greater opportunities for consultation and dialogue between government and citizens. Many governments have embraced eParticipation by setting up websites that allow citizens to contribute and have their say on particular issues. Although these sites make use of some of the latest ICT and Web 2.0 technologies, the uptake and sustained usage by citizens is still relatively low. Additionally, when users do participate, there is the issue of how the numerous contributions can be effectively processed and analysed, to avoid the inevitable information overload created by thousands of unstructured comments. The WAVE platform addresses what the authors see as the main barriers to the uptake of eParticipation websites by adopting a holistic and sustained approach of engaging users to participate in public debates. The WAVE platform incorporates argument visualisation, social networking, and Web 2.0 techniques to facilitate users participating in structured visual debates in a community environment.

The aim of the chapter is to evaluate the citizens involvement in contemporary public administration, especially in the Czech Republic. New concepts of governance and management of public sector organizations enable providing new or improved public goods and services that better meet consumer´s needs. These concepts also represent reformed or new approaches to governance with increased citizen participation. Public administration responds to dynamic changes in information and communication technologies and their maturity and uses them in the framework of e-government. Thanks to the implementation of e-government, citizens have become more knowledgeable, able to participate in decision-making processes, thus automatically becoming co-producers of public goods or services. This approach to public good and service delivery describes modern public sector management theories as co-creation. Although co-creation is an entirely new concept in some countries, various forms of public participation are becoming increasingly important worldwide and can be expected to continue in the future.

Our main purpose in this chapter is to examine the possibility of stimulating self-regulation of learning (SRL) by means of Information and Communication Technologies (ICTs), more specifically, Web 2.0 technologies. Web 2.0 is commonly associated with applications that facilitate interactive information sharing and collaboration on the World Wide Web. To that end, the authors first present a theoretical description of the topics that are relevant to this chapter: SRL and ICTs. Second, they compare SRL and ICTs characterizing features, establishing functional relation between both sets of variables. Third, they define the Web 2.0 and two tools, Wikideas, and Creativity Connector, which were designed by us according to Web 2.0 technology. Fourth, the authors briefly report a pilot intervention they carried out in order to support SRL, using these two applications to perform some tasks that required competence in “creativity and innovation”. Lastly, after summarizing these ideas, the authors suggest further study topics that may promote interesting lines of research.

Web 2.0 has transformed the way people interact in the internet, creating new challenges to the production and sharing of information and knowledge. This need is also felt in the educational context, as teachers have to adapt their strategies and methodologies to the digital information and communication technologies in order to take advantage of the tools of collaborative work. To stimulate discussion and fomentation of pedagogical use of DICT, the authors present in this chapter the experience of collective construction of teaching materials that involved the blog as a tool, which allows relational connectivity, hypertextuality, and interactivity between subjects of synchronous and/or asynchronous mode. The study is exploratory and documental in nature, which include the areas of studies on ICT, Web 2.0, and blog use by teachers and students.

AbstractThe literature on party change has shown how the advent of the digital revolution and the diffusion of new Information and Communication Technologies (ICTs) in the democracies of the 21st century have influenced the way political parties communicate and perform their functions. Less investigated, however, is the organizational reaction of political parties to the challenges posed by the transformation of the communications environment. The aim of this paper is to scrutinize whether parties evince a transformative tendency towards virtual models in which new digital ICTs are used as ‘functional equivalents’ of the old organizational infrastructures. To this end, the paper focuses on the Spanish democracy – a paradigmatic case of the political transformations that European democracies have undergone since the 2008 economic crisis – comparing the organizational models of the main political parties: the Partido Socialista Obrero Español, the Partido Popular, Podemos and Ciudadanos. Particularly the analysis – through the use of parties' documents – focuses on whether and how digital tools are used by the Spanish parties in three dimensions: the participants in the organization, the organizational configuration and the decision-making process. The main conclusions are: new challenger parties make a more intense and radical use of new ICTs introducing ‘disrupting innovations’ in their organization, while old and mainstream parties gradually adapt their organization to the new digital environment introducing ‘sustaining innovations’; parties on the left make greater use of ICTs in order to foster greater internal democracy when compared to their corresponding parties on the centre-right.
