Gender and Computing at University in the UK

In the late 1970s, women’s progress and participation in the more traditional scientific and technical fields, such as physics and engineering, was slow, prompting many feminist commentators to conclude that these areas had developed a nearunshakeable masculine bias. Although clearly rooted in the domains of science and technology, the advent of the computer was initially seen to challenge this perspective. It was a novel kind of artefact, a machine that was the subject of its own newly created field: “computer science” (Poster, 1990, p. 147). The fact that it was not quite subsumed within either of its parent realms led commentators to argue that computer science was also somewhat ambiguously positioned in relation to their identity as masculine. As such, it was claimed that its future trajectory as equally masculine could not be assumed, and the field of computing might offer fewer obstacles and more opportunities for women than they had experienced before. Early predictions of how women’s role in relation to information technology would develop were consequently often highly optimistic in tone. Computing was hailed as “sex-blind and colour-blind” (Williams, Cited in Griffths 1988, p. 145; see also Zientara, 1987) in support of a belief that women would freely enter the educational field, and subsequently the profession, as the 1980s advanced. During this decade, however, it became increasingly difficult to deny that this optimism was misplaced. The numbers of females undertaking undergraduate courses in the computer sciences stabilised at just over a fifth of each cohort through the 1980s and 1990s, and they were less likely to take them in the more prestigious or researchbased universities (Woodfield, 2000). Tracy Camp’s landmark article “The Incredible Shrinking Pipeline” (1997), using data up to 1994, plotted the fall-off of women in computer science between one educational level and the next in the US. It noted that “a critical point” was the drop-off before bachelor-level study—critical because the loss of women was dramatic, but also because a degree in computer science is often seen as one of the best preparatory qualifications for working within a professional IT role1. The main aim of this article is to examine how the situation has developed since 1994, and within the UK context. It will also consider its potential underlying causes, and possible routes to improvement.

The paper maps quantum computing research on various publication and citation indicators, using data from Scopus database covering 10-year period 2007-16. Quantum computing research cumulated 4703 publications in 10 years, registered a slow 3.39% growth per annum, and averaged 14.30 citations per paper during the period. Top 10 countries dominate the field with 93.15% global publications share. The USA accounted for the highest 29.98% during the period. Australia tops in relative citation index (2.0).  International collaboration has been a major driver of research in the subject; 14.10% to 62.64% of national level output of top 10 countries appeared as international collaborative publications. Computer Science is one of the most popular areas of research in quantum computing research. The study identifies top 30 most productive organizations and authors, top 20 journals reporting quantum computing research, and 124 highly cited papers with 100+ citations per paper.

The purpose of this chapter is to analyze and review trends in digital terminology. The chapter begins by examining the origins of computerization in the United States during the 19th and 20th centuries. Next, the chapter examines the key concepts punch cards and computer science. The chapter then discusses how the term computer science is misleading. This is followed by a discussion of how information technology became the most popular term in the US. The chapter then switches focus to Europe and discusses France's promotion of informatique as well as Europe's switch from informatics to ICT. Next, the chapter considers how the internet has given rise to terms like e-commerce. The chapter concludes by considering the transition from ICT to digital informing and informing technology.

How do women, outnumbered and outranked, navigate work and careers in information technology? Only one in six information technology (IT) specialists in the UK is female. Such extreme male dominance potentially gives rise to a gender structure that affects women’s experiences of IT work. Using data from interviews with 57 technically skilled female IT professionals, we examine how women orient this gender structure and how they make sense of their gender identities as women working in IT. Our findings elucidate how the IT gender structure shapes women’s careers in this field of work. They reveal how women use their agency to assert notions of femininity into technical careers, disentangle narratives around whether women have unique and different (but less technically focused) strengths in IT and interface with ‘geek’ and ‘nerd’ identities to achieve successful IT careers. In doing so, they provide insight into how technical women continue careers within a structure that externalises them through gender norms. This understanding can be used to aid efforts to retain women within IT as well as other fields facing similar challenges.

AbstractThe aim of this paper is to describe and analyze the presence of US philanthropy in Brazil with regards to the field of human rights from 2003 to 2012, using data from the Foundation Center on 1896 grants totaling $336M. Human rights NGOs are especially important in Brazil. Despite recent growth and development, it is a country that still faces many social, political and human rights challenges. But the local field is still largely dependent on international funding, and US foundations play a traditional and vital role in this scenario, thus it is important to understand recent changes on American foundations priorities. The numbers indicate that the US investment in Brazil is concentrated in few areas (environment and human rights account for 50% of the amount invested), and these priorities are clearly different from those in the Brazilian philanthropic agenda (more focused on education, income generation, youth and community development). When we focus on human rights, we must underline that the investment in human rights by American foundations is quite notable. Not only is Brazil the country in which there were more investments in this topic in the last 10 years, but human rights is also the second field of priority in the country, right after Environment. When examining the collected data, there are four large patterns emerging: dependence on big donors, relevance of the strategy of “many small grants”, incipient grants in advocacy and possible existence of thematic niches. Of all these issues, the main challenge is that the field is very dependent on a few very large donors: Ford Foundation, Kellogg Foundation and the Global Fund for Women account for over 65% of the grants and 89% of the amount in US dollars. The Kellogg Foundation has already left Brazil to concentrate on other geographic priorities; should the Ford Foundation take a similar decision, the field of human rights in Brazil might even collapse, since Brazilian donors do not yet demonstrate enthusiasm for the subject.

Professor John Gardner says on the jacket, “these essays – without exception insightful and penetrating – set a high standard for the rest of us to aspire to.” This collection of 15 essays by 16 Canadian authors originated in a conference at Osgoode Hall Law School, York University. The majority of contributors are based in southern Ontario (Osgoode or York 5, Western 3, Toronto 2, and Queen’s 1). Two are from western Canada (Alberta, Saskatchewan), two from the UK (Manchester, Oxford) and one from the US (Cornell). The essays are arranged in three parts, the first being subdivided according to subject matter. It is a good thing for criminal law theorists to interest themselves in all facets of the subject. On the other hand, some will be deterred by the presence of essays on topics outside their specialty. It must be said that it is a well-produced book, even containing a subject index. I hope this book has wide circulation.

This is a book about inequality. About the fact that we live in a world of very many poor people and a very few extremely rich ones—the poor and the plutocrats of its title. In this chapter we frame the question posed by the book—how one can move from such poverty to such riches?—using data from the UK, the US, and poor countries. If a longer term, and comparative, perspective is taken on incomes and inequality the problem is not to explain a rising tide of poverty—there isn’t one—nor is it to explain how capitalism generates ever-increasing inequality—it hasn’t. The problem is much more complicated. How can we explain such large changes in both incomes and in inequality as have occurred since the start of sustained global growth in the early part of the nineteenth century?

Many organizations have budgets that expire at the end of the fiscal year and may face incentives to rush to spend resources on low-quality projects at year's end. We test these predictions using data on procurement spending by the US federal government. Spending in the last week of the year is 4.9 times higher than the rest-of-the-year weekly average, and year-end information technology projects have substantially lower quality ratings. We also analyze the gains from allowing agencies to roll over unused funds into the next fiscal year. (JEL H57, H61)

An analysis is presented of the experience of modernising undergraduate educational programs using the TUNING methodology, based on the example of the area of studies “Fundamental computer science and information technology” (FCSIT) implemented at Lobachevsky State University of Nizhni Novgorod (Russia). The algorithm for reforming curricula for the subject area of information technology in accordance with the TUNING methodology is explained. A comparison is drawn between the existing Russian and European standards in the area of ICT education, including the European e-Competence Framework, with the focus on relevant competences. Some guidelines for the preparation of educational programmes are also provided.
