A Framework for Narrowing the Digital Divide

The bridging of the so-called digital divide is an important issue in today’s development efforts of international and non-governmental organizations and developing countries. This does not only concern access to new information and communication technology (ICT) such as the Internet, but also access to the knowledge how to use these technologies for economic development. This chapter outlines the business model framework and the business model handbook that shall help to develop a knowledgeable class of e-entrepreneurs that are able to use ICT and to detect the opportunities of the Internet era.

This paper is a mere attempt to present a glimpse of meaning of ICT, its importance and its mandatory need for education, which is indispensable. ICT stands for INFORMATION and COMMUNICATION TECHNOLOGY . These technologies include: computers, the Internet, Broadcasting technologies (radio and television), Telephony. One of the many challenges facing developing countries today is that of preparing their societies and governments for globalization and the information and communication revolution. Policy-makers, educationists, non-governmental organizations, academics and ordinary citizens are increasingly concerned with the need to make their societies competitive in the emergent information economy. Globalization and innovations in technology have led to an increased use of ICTs in all sectors - and education is no exception. Uses of ICTs in education are widespread and are continually growing worldwide. It is generally believed that ICTs can empower teachers and learners, making significant contributions to learning and achievement. Of the teachers interviewed on the effectiveness of ICT in education majority of them felt that introduction and use of ICT adequately will be extremely effective in children learning and achievement. However, current research on the impacts of ICTs on student achievement yields few conclusive statements, pros or con, about the use of ICTs in education. Studies have shown that even in the most advanced schools in industrialized countries, ICTs are generally not considered central to the teaching and learning process. However, there appears to be a mismatch between methods used to measure effects and the type of learning promoted. Standardized testing, for example, tends to measure the results of traditional teaching practices, rather than new knowledge and skills related to the use of ICTs. It is clear that more research needs to be conducted to understand the complex links between ICTs, learning, and achievement. Again, on the question of impact of audio visuals, research shows that surprisingly little documentation is available on the use and impact of video in education, barring one or two video projects like UNICEF‟s animation series, Meena‟, which has become a key weapon in the battle against gender and social inequity in South Asia. Many teachers are reluctant to use ICTs, especially computers and the internet. Some of the reasons for this reluctance include poor software design, skepticism about the effectiveness of computers in improving learning outcomes, lack of administrative support, increased time and effort needed to learn the technology and how to use it for teaching, and the fear of losing their authority in the classroom as it becomes more learner-centered. In terms of using internet and other ICT as a resource for lesson preparation, most of the teachers interviewed, admitted to never or rarely using it, while very few used the internet to gather information sporadically or regularly.

Information and communications technologies (ICT) have had uneven deployment both between nations and within nations. These differences in the use of ICT and the Internet are part of the “digital divide”, an uneven distribution of information and communications technologies and the benefits that accrue from their use. This article examines electronic initiatives to improve implementation of ICT throughout the world and proposes a multi–level national electronic initiative framework (NEIF) including fundamental guiding doctrines, general directives, specific domain areas of activity, and finally deliverables. This framework can serve as a guide to national and NGO (non–governmental) organizations to improve access and utilization of ICT and reduce the digital divide.

Technology offers great potential but can also create inequities and problems. One such inequity is the digital divide. The digital divide refers to the gap between those who can effectively use new information and communication tools, such as the Internet, and those who cannot. Those who are on the less fortunate side of the divide lose out in education, training, shopping, entertainment and communications opportunities. The causes of the digital divide are numerous, and include costs, access problems, lack of skills, cultural issues, and personal factors. As a result, reducing the digital divide needs to take a multi-faceted approach, which includes creating awareness and promotion, facilitating access, developing necessary skills, providing reliable support, developing suitable content, and ensuring community involvement. The mission of school libraries is threatened as long as the digital divide exists, and it is important that school libraries take steps to reduce this divide. These steps should include the approaches mentioned earlier, as well as using coordinated national, regional or local strategies, and collaborating with other organizations.

Combustion of biomass in open fires and ad hoc unventilated stoves is the primary form of household energy for two to three billion people worldwide. These cookstoves have significant health, social, and economic impacts on poor families in developing countries. These impacts include disease, injury, excess time spent gathering fuel, deforestation, and high fuel costs relative to income. In an attempt to address many of these problems numerous non-governmental organizations have developed several biomass cookstove designs in the past five to ten years. These designs have generally focused on increasing fuel efficiency, and to a lesser degree, reducing particulate emissions. This emphasis has been driven largely by the availability of relatively straight forward fuel efficiency tests for biomass cookstoves developed 10–20 years ago and the ability of researchers to adapt current air pollution testing methods for stoves. In contrast there are no safety standards or hazard evaluations available for biomass cookstoves. Because of this the safety of the cookstove is seldom explicitly considered as a part of the design process. This paper addresses the basic safety issues that should be considered in the design of biomass stoves used in developing countries, describes the reasoning behind these safety issues, and proposes a set of safety guidelines for testing and evaluating stove safety. These guidelines are intended for testing and evaluating in the field as well as in the design lab.

Abstract This study investigates the relationship between media frames and public perceptions of global poverty. Building on a frame analysis, the paper reconstructs prevailing poverty narratives in British news articles and non-governmental organizations’ (NGO’s) advertisements between 2011 and 2013. Following this, these narratives are compared with the narratives that emerge from public opinion studies. The findings suggest that there is a strong connection between media frames and public knowledge and perceptions of global poverty. Both the media and the public define poverty in developing countries’ terms of destitute victims, lack of development and bad governance. Both suggest that the causes of poverty are internal to developing countries and imply that there has been little progress in reducing global poverty.

Social capital is increasingly recognized as important in influencing economic development, establishment of safe neighborhoods and wellfunctioning communities. There is growing evidence that communities with relatively higher stocks of social capital in form of grassroots associations appear to achieve higher levels of growth compared to societies with low stocks of social capital. This study sought to investigate the influence of social Capital on the livelihood outcomes for the internally displaced persons in Kenya. Membership to local level associations was used as a predictor of social capital. The study revealed that majority of the households that were affiliated to local level associations obtained essential services that influenced their livelihoods positively. Overall, the findings reveal that memberships in local associations (social capital) tend to insulate households from risks and other exigencies. The study recommends that government and other stakeholders such as non-governmental organizations should formulate projects and programs that seek to promote wider participation in local level associations particularly by the poor and those whose livelihoods are vulnerable.

Research on non-governmental organizations (NGOs, often international NGOs, or INGOs) has advanced over the last several decades from demonstrating that NGOs matter in shaping economic development and foreign aid to examining the potential for NGOs to advocate for new rights, set standards for environmental protections, and establish alternative economic arrangements in international relations. The study of NGOs as organizations has opened their potential as interest groups as well as economic actors in their own rights. Moving forward, new data and new theory is needed to fully develop International Political Economy (IPE) understandings of NGO motives, intentions, strategies, and power in global governance.

The Internet is definitely the most complex and dynamic technical and cultural phenomenon that humanity ever experienced. Nevertheless, despite its positive impact on the Western world, Web 2.0 has yet to prove its power in the undeveloped regions of the globe, where the Internet Era is still at its dawn. In developing countries, the barriers that women face, such as poverty or social imbalances, establish significant challenges that hinder connectivity and access to modern technologies. In this context, the chapter discusses the evolution of gender speech in relation to new Information and Communication Technologies (ICTs). The authors determine whether the declarations and plans for action that were issued subsequent to the 1995 Fourth World Conference on Women in Beijing enhanced the establishment of gendered policies on ICTs, particularly in the undeveloped regions of the world, and whether, in this way, they empower women, contribute to combating women's poverty, and promote gender equality.
