Improving the Crisis to Crisis Learning Process

While crises may appear to be event-driven, post-mortem accounts often identify factors that accumulate over time and increase the likelihood of failure. These factors are particularly difficult to anticipate when multiple organizations are involved in crisis preparation and event detection. Through the development of a systems-based model of crisis management, it was learned that knowledge sharing can be accelerated or inhibited by the development of trust among organizations through the management of events. Is it possible to operationalize this finding? This hypothesis is one of the findings of the SEMPOC project, which examined crisis preparation and mitigation in the hypothetical context of an extended failure in the EU power infrastructure. The knowledge-sharing hypothesis is being tested in the ELITE project, a second activity funded by the EU to develop a multi-national Community of Practice in disaster management.

The paper describes knowledge portals as providing services that can be customized to a variety of learning environments. It defines portals to be made up of three main components, a community of practice, a body of knowledge, and services to maintain the body of knowledge. The body of knowledge is organized around a knowledge map, which can be accessed through a number of services. The services support a general learning process, which is defined using knowledge sharing as grounded theory. The communities can be organized for different environment. The paper describes the services needed to support a general learning process including collaboration, knowledge evolution and illustrates them with an example in a learning environment.

According to some literature, communities of practice should normally stem from a voluntary initiative within an organization, whose members share some knowledge or expertise they wish to improve. However, over time, we have seen that communities tend to be created within organizations, in order to attain objectives of learning and knowledge development. This represents a challenge in the context of a community of practice taking the form of a research network in partnership that brings together members with common interests certainly, but spread out in different organizations and even several countries in which they perform different types of work. Also, the community does not exist in a vacuum and the explanation for what happens within it does not lie solely within the way the group interacts; indeed the individuals are part of different organizations and thus have different priorities, in relation with these affiliations. In this context, our research objective was to determine the factors that facilitate or hinder cooperation within a community of practice composed by two groups of actors, community and university actors. We thus found that individuals? different work affiliations might not facilitate the work within the CoP and that ICT/web 2.0 tools are not always a solution to increase participation in a CoP. Although participants are somewhat familiar with the tools, they mostly seem content with receiving and accessing information, not searching for a more active participation. Some explications and solutions will be proposed.

The European Union’s neighbourhood is complex and still far from being stable. In Ukraine, significant progress has occurred in many areas of transition; however, much work remains to be done, especially in the field of regional development and governance where many legacies of the Soviet model remain. At the crossroads between East and West, Ukraine presents an interesting case of policy development as an expression of European Union (EU) external governance. This paper asks the question: why was the relationship between the EU and Ukraine fairly unsuccessful at promoting stability in the region and in Ukraine? What was missing in the European Neighbourhood Policy (ENP) in Ukraine that rendered the EU unable to prevent a conflict on the ground? By identifying security, territorial, and institutional challenges and opportunities the EU has faced in Ukraine, this paper underlines the most important factors accounting for the performance of its external governance and crisis management in Ukraine.   Full text available at: https://doi.org/10.22215/rera.v12i2.1310

This chapter introduces a benchmark theory of public opinion towards European integration. Rather than relying on generic labels like support or scepticism, the chapter suggests that public opinion towards the EU is both multidimensional and multilevel in nature. People’s attitudes towards Europe are essentially based on a comparison between the benefits of the status quo of membership and those associated with an alternative state, namely one’s country being outside the EU. This comparison is coined the ‘EU differential’. When comparing these benefits, people rely on both their evaluations of the outcomes (policy evaluations) and the system that produces them (regime evaluations). This chapter presents a fine-grained conceptualization of what it means to be an EU supporter or Eurosceptic; it also designs a careful empirical measurement strategy to capture variation, both cross-nationally and over time. The chapter cross-validates these measures against a variety of existing and newly developed data sources.

AbstractOver the last decade, the EU’s fundamental values have been under threat at the national level, in particular among several Central and Eastern European states that joined the EU since 2004. During this time, the European People’s Party (EPP) has been criticized for its unwillingness to vote for measures that would sanction the Hungarian Fidesz government, one of its members, in breach of key democratic principles since 2010. In this paper, we seek to understand how cohesive the EPP group has been on fundamental values-related votes, how the position of EPP MEPs on these issues has evolved over time, and what explains intra-EPP disagreement on whether to accommodate fundamental values violators within the EU. To address these questions, we analyse the votes of EPP MEPs across 24 resolutions on the protection of EU fundamental values between 2011 and 2019. Our findings reveal below-average EPP cohesion on these votes, and a sharp increase in the tendency of EPP MEPs to support these resolutions over time. A number of factors explain the disagreements we find. While the EPP’s desire to maintain Fidesz within its ranks is central, this explanation does not offer a comprehensive account of the group’s accommodative behaviour. In particular, we find that ideological factors as well as the strategic interests of national governments at the EU level are central to understanding the positions of EPP MEPs, as well as the evolution of these positions over time. These results further our understanding of the nature of the obstacles to EU sanctions in fundamental values abuse cases, and the role of partisanship in fuelling EU inaction especially.

What role does the rotating Council Presidency maintain a decade after Lisbon? This article argues that, regardless of institutional changes, the rotating Presidency still shapes the Council agenda to a large extent. Based on an original hand-coded dataset of rotating Presidency programmes between 1997 and 2017, I show that some policies are ‘stickier’ on the Council agenda, while the others exhibit significant changes in salience over time. Since the magnitude of these shifts varies from Presidency to Presidency, the analysis focuses on domestic political factors and the country positioning vis-à-vis the European Union to determine their relationship with agenda volatility. By means of a panel model, the examination demonstrates that the government issue salience can best explain the levels of issue salience in the Presidency programmes.

Academic engagement with small business and entrepreneurship was facilitated by the availability of European Union (EU) funding, which also stimulated the emergence of a small business and entrepreneurship (SBE) ‘community of practice’. Gradually, the SBE community developed into a ‘landscape of practice’ as small business research moved towards maturity. Furthermore, the SBE landscape of practice has coalesced around three core concepts: entrepreneurial learning, social networks and social capital. EU funding was the catalyst for many SBE academics in the UK to engage with practitioners involved with starting and managing their own businesses. The UK’s exit from the EU will inevitably mean that universities will no longer have access to EU Structural Funds. This has major implications for the UK SBE community’s engagement with practice as well as for entrepreneurs and business owners who have benefitted from a range of programmes designed to improve the performance of smaller firms.

Conflicts between large carnivores and human activities undermine both the maintenance of livestock practices as well as the conservation of carnivores across Europe. Because large carnivore management is driven by a common EU policy, the purpose of this research was to assess stakeholders’ perception towards bears and wolves at an EU level. We conducted a systematic search and subsequent analysis of 40 peer-reviewed studies collected from 1990 to September 2020 within Member States of the EU. Rural inhabitants and hunters exhibited the most negative attitude compared to urban inhabitants and conservationists, whose attitude was more positive. We showed that direct experience with predators as a consequence of ongoing re-colonization may have affected the degree of acceptance of certain categories and that the long-term coexistence between humans and carnivores does not necessarily imply increased tolerance. To encourage coexistence, we recommend monitoring changes in attitudes over time relative to carnivore population dynamics.
