The European Union’s Policy towards its Eastern Neighbours: The Crisis in Ukraine

The European Union’s neighbourhood is complex and still far from being stable. In Ukraine, significant progress has occurred in many areas of transition; however, much work remains to be done, especially in the field of regional development and governance where many legacies of the Soviet model remain. At the crossroads between East and West, Ukraine presents an interesting case of policy development as an expression of European Union (EU) external governance. This paper asks the question: why was the relationship between the EU and Ukraine fairly unsuccessful at promoting stability in the region and in Ukraine? What was missing in the European Neighbourhood Policy (ENP) in Ukraine that rendered the EU unable to prevent a conflict on the ground? By identifying security, territorial, and institutional challenges and opportunities the EU has faced in Ukraine, this paper underlines the most important factors accounting for the performance of its external governance and crisis management in Ukraine.   Full text available at: https://doi.org/10.22215/rera.v12i2.1310

The concept of Europeanization has become quite fashionable in EU studies in recent years. It is often used for the analysis of the relations between the EU and non-member states. The aim of the article is to examine the possibilities of its application in explaining the relationship between the EU and Ukraine. The structure of the article is as follows: firstly, the concept of Europeanization is defined considering such two disputable issues as distinguishing among concepts of Europeanization and European integration as well as Europeanization and EU-ization. Next, the evolution of the theoretical research of Europeanization and definition of this concept are analyzed. Two main mechanisms of Europeanization (conditionality and socialization) are examined. The author considers main approaches to the analysis of the "external" Europeanization emphasizing the concept of "external governance". Three groups of factors which influence the effectiveness of Europeanization are briefly analyzed. And finally, the peculiarities of application of the Europeanization concept to the Ukraine-EU relations are outlined. International agreements that aim to achieve universal primary education for all children, regardless of need or ability, have ensured that governments around the world have considered policy development to support greater equity in education. Many of the world’s more economically advantaged countries have made significant progress to ensure that all children have opportunities to attend school. Progress has also been evident in countries which are less advantaged, though often this has been inhibited because of a lack of resources and expertise. The relationship between policy, provision, and practice in education is complex, and in responding to international agreements, governments have needed to take account of their own cultural and socio-economic circumstances. While many administrations have adopted models developed in other countries, the need to take account of existing practices and to build upon local expertise is apparent.

This chapter explores the evolution of Irish defence policy from the end of the cold war through to 2017. It provides an analysis of national strategy, military doctrine, and force structures and reveals how these have evolved to meet new challenges and opportunities. The chapter explains how successive governments have sought to balance a reluctance to devote significant resources to defence and the desire to maintain the longs-tanding tradition of neutrality with a commitment to international engagement through the UN and active participation in a number of UN peacekeeping missions overseas. It also examines how the relationship with NATO and the EU has evolved. The chapter explores changes to the role and structure of the Defence Forces since the 1990s and concludes with an examination of existing policy and future challenges in the aftermath of the 2015 defence review.

The chapter outlines the relationship between the European Union (EU) and two other regional organisations active in the field of human rights in Europe: the Council of Europe and the Organisation for Security and Cooperation in Europe (OSCE). Due to the specific nature of these organisations and the history of their interaction with the EU, specific modalities and dynamics have developed in both bilateral engagements, which the chapter attempts at characterising. When it comes to the EU’s engagement with the Council of Europe, the chapter outlines the special status of the European Convention of Human Rights in the EU legal system as well as the EU’s complicated history of and current attempts to accede to the Convention. The chapter also shows political interactions between the two organisations on different, mostly political, fora as well their common endeavours in the field of human rights, especially within the frames of the so-called Joint Programmes. Regarding the relationship between the EU and the OSCE, the chapter explores the modalities of the EU’s presence within the OSCE and the impact of the OSCE’s unique traits, such as its lack of legal personality and the requirement of unanimous agreement in all decision-making processes. Challenges and opportunities within both engagements are presented with a view towards highlighting the actions the EU could undertake in order to improve cooperation and strengthen its impact in the field, leading to better protection and promotion of human rights, democracy, and the rule of law in Europe.

Since the Treaty on European Union in 1992, there have been two contrasting conceptions of how one should approach the EU political union. From the EU standpoint, this process is a gain, but from the States' point of view it is a loss. There is a third logic that makes up the EU: that of third-country immigrants residing in the Member States ( Euro-immigrants). For this population the process is neither a gain nor a loss, but simply something that is being discussed and carried out without taking them into consideration. This lack of attention shows that at present the treatment of Euro-immigrants is following a state fundamentalist logic and not a multicultural logic as would be historically appropriate for the EU. In the interest of fostering discussion, this paper presents relevant considerations in four sections. The first section presents the theoretical framework for the discussion; the second section discusses state fundamentalism, with a brief historical review of how the European States have treated immigrants politically; the third section sums up how the EU dealt with immigration from the Trevi Group of 1975 until the Amsterdam Treaty of 1997; and the fourth and final section, concludes with a discussion on the normative dilemmas and institutional challenges deriving from the relationship between the EU and the Euro-immigrants. I argue that the EU can only be politically constructed if it takes the presence of immigrant residents into account.

Microexpressions do exist, and they are regarded as valid cues to deception by many researchers, furthermore, there is a lot of empirical evidence which substantiates this claim. However, some researchers don’t think the microexpression can be a way to catch a liar. The author elucidates the theories predicting that looking for microexpressions can be a way to catch a liar, and notes that some data can support for the utilization of microexpressions as a good way to detect deception. In addition, the author thinks that the mixed results in the area of investigating microexpressions and deception detection may be moderated by the stake. More empirical studies which employ high-stake lies to explore the relationship between microexpressions and deception detection are needed.

The social policy of a country is a set of specific activities aimed at regulating the social relations between different in their social status subjects. This approach to clarifying social policy is also called functional and essentially addresses social policy as an activity to regulate the relationship of equality or inequality in society. It provides an opportunity to look for inequalities in the economic positions of individuals in relation to ownership, labor and working conditions, distribution of income and consumption, social security and health, to look for the sources of these inequalities and their social justification or undue application.The modern state takes on social functions that seek to regulate imbalances, to protect weak social positions and prevent the disintegration of the social system. It regulates the processes in society by harmonizing interests and opposing marginalization. Every modern country develops social activities that reflect the specifics of a particular society, correspond to its economic, political and cultural status. They are the result of political decisions aimed at directing and regulating the process of adaptation of the national society to the transformations of the market environment. Social policy is at the heart of the development and governance of each country. Despite the fact that too many factors and problems affect it, it largely determines the physical and mental state of the population as well as the relationships and interrelationships between people. On the other hand, social policy allows for a more global study and solving of vital social problems of civil society. On the basis of the programs and actions of political parties and state bodies, the guidelines for the development of society are outlined. Social policy should be seen as an activity to regulate the relationship of equality or inequality between different individuals and social groups in society. Its importance is determined by the possibility of establishing on the basis of the complex approach: the economic positions of the different social groups and individuals, by determining the differences between them in terms of income, consumption, working conditions, health, etc .; to explain the causes of inequality; to look for concrete and specific measures to overcome the emerging social disparities.
