The Effect of Pre-Existing Standards and Regulations on the Development and Diffusion of Radically New Innovations

The controversy among scientists on whether standards and regulations hamper or stimulate innovation contains too little specificity and provides too few clues for innovation managers to act upon. In this article, we underscore the importance of timing and start by focusing on the effect of pre-existing standards and regulations on the subsequent development and diffusion of product innovations. The effect is assessed in terms of the time interval between the invention of a technological principle and the introduction of the first marketable product (development phase), and the successive time interval up to the start of large-scale industrial production and diffusion (adaptation phase). The authors analyse fifty heterogeneous cases studies of radically new high-tech product innovations from the year 1850 onward. The results indicate that pre-existing standards and regulations significantly shorten the adaptation phase of innovations, an effect not found for the development phase. The shortening effect on the adaptation phase is particularly evident for radically new innovations and innovations that are an integral part of larger technological systems. As the adaptation phase is often a time- and capital-intensive phase for industry, this accelerating effect on the diffusion of innovations is highly relevant for innovation managers and policy makers.

This chapter focuses on the pre-diffusion phases for high-tech products. These phases last from the first time a technology is mastered and demonstrated up to the start of the large-scale production and diffusion of products based on that technology. The purpose of this chapter is to underline the managerial relevance of the pre-diffusion phases. Two questions will be answered in particular: (1) How long do these pre-diffusion phases last for high-tech products? (2) Have these phases shortened or not over the last 150 years? Fifty-three cases of high-tech products, invented between 1837 and 1998, are investigated. The pre-diffusion phases are shown to last 16 years on average, but their length varies considerably per case. No proof for the shortening of these phases over time is found. The resources devoted to research and development in different fields of expertise may have increased but the length of the pre-diffusion phases has not shortened accordingly.

This chapter examines the scaling and diffusion of green entrepreneurship between 1980 and the present. It explores how entrepreneurs and business leaders promoted the idea that business and sustainability were compatible. It then examines the rapid growth of organic foods, natural beauty, ecological architecture, and eco-tourism. Green firms sometimes grew to a large scale, such as the retailer Whole Foods Market in the United States. The chapter explores how greater mainstreaming of these businesses resulted in a new set of challenges arising from scaling. Organic food was now transported across large distances causing a negative impact on carbon emissions. More eco-tourism resulted in more air travel and bigger airports. In other industries scaling had a more positive impact. Towns were major polluters, so more ecological buildings had a positive impact.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

Since the beginning of the third millennium, ecological safety has become of paramount importance for Ukraine. The cumulative deterioration of the environment, fixed by the annual official reports on the ecological situation in the country, is fraught with irreparable consequences not only for the present generations, but also for descendants. The authors propose to consider the enterprises of the defence-industrial complex (DIC) of Ukraine as those that make a significant contribution to the development of the economy of the country, while not only not destroying the environment, but also contributing to sustainable development. The defence-industrial complex of Ukraine is the basis of the high-tech sector of the Ukrainian economy, which determines its key importance for the functioning and development of the entire national economy, in the current period of change of technological modes, as the enterprises of the Ukrainian defence-industrial complex have a high level of innovation. One of the key features of the domestic defence-industrial complex is that it has the potential to concentrate various types of resources to achieve breakthrough results not only in addressing the issues of creating the latest weapons and military equipment, but also for implementing large-scale projects of national economic importance. This potential for breakthrough development currently remains underutilized, requiring adjustments not only in industrial, but also in state economic policy as a whole. The current state of development of defence industry enterprises is characterized by insufficient economic and environmental sustainability and requires modernization based on global experience in the greening of the military-defence sphere and NATO environmental standards, which will have environmental and economic effects. The obstacles of economic and ecological transformation of enterprises of the defence-industrial complex of Ukraine were identified and a number of managerial decisions that can become drivers to accelerate the economic and ecological transformation of the defence-industrial complex of Ukraine were proposed.

Purpose To define strategic directions for the Russia’s social, economic, scientific and technological development in 2011-2013, a large-scale foresight study including the deep analysis of prospects of biotechnology development there was undertaken (Russia 2030: Science and Technology Foresight). This paper aims to present results of this research. Design/methodology/approach The study was based on a combination of technology-push and market-pull approaches that aimed not only to identify most promising science and technology (S&T) areas but also to understand how they can be realized in practice. Representatives from federal authorities, science and business were involved in the project to create future visions of technological directions; analyze grand challenges, weak signals and wild cards; and set research and development (R&D) priorities. Findings According to results of the study, Russia has a potential for biotech sector development, although the level of R&D in the majority of areas is lagging behind that in the USA and leading EU countries. However, there are several advanced applied research areas where efforts can be focused. Among them are high-performance genomics and post-genomics research platforms, systems and structural biology, microbial metabolic engineering, plant biotechnology and microbial strains and consortia for development of symbiotic plant–microbial communities. Originality/value Concentration of available resources of government and business on biotechnological sector development can help to find answers for challenges that Russia faces today or will face tomorrow. It will help to pick up on the current level of research activities, improve the quality of personnel training, make this area the engine of the economy and carry out the so-called new industrialization of the country, building a new, high-tech device industry.

PURPOSE: The controversy regarding whether loop ileostomy or loop transverse colostomy is a better method for temporary decompression of colorectal anastomosis motivated this review. METHODS: Five randomized trials were included, with 334 patients: 168 in the loop ileostomy group and 166 in the loop transverse colostomy group. The outcomes analyzed were: 1. Mortality; 2. Wound infection; 3. Time of stoma formation; 4. Time of stoma closure; 5. Time interval between stoma formation and closure; 6. Stoma prolapse; 7. Stoma retraction; 8. Parastomal hernia; 9. Parastomal fistula; 10. Stenosis; 11. Necrosis; 12. Skin irritation; 13. Ileus; 14. Bowel leakage; 15. Reoperation; 16. Patient adaptation; 17. Length of hospital stay; 18. Colorectal anastomotic dehiscence; 19. Incisional hernia; 20. Postoperative bowel obstruction. RESULTS: Stoma prolapse was statistically significant (p = 0.00001), but with statistical heterogeneity; the sensitive analysis was applied, excluding the trials that included emergency surgery, and this showed: p = 0.02, with I² = 0% for the heterogeneity test. CONCLUSIONS: The outcomes reported were not statistically or clinically significant except for stoma prolapse. Better evidence for making the choice between loop ileostomy or loop colostomy requires large-scale randomized controlled trials.

The performance-based reform programme launched by Fujian province in 2000 has been adopted by many other Chinese provinces, including Zhejiang, Hebei, Anhui and Sichuan, over the past 12 years. This article aims to explore the antecedents of the adoption of this programme, in particular, the effects of senior figures' political promotion incentives and diffusion mechanisms. Specifically, event history analysis based on probit regression is used to examine data from 31 Chinese provinces for the 2000–2012 period. The results show that leaders' relative age and chances of being appointed to the Politburo, and distance to the general election, are significantly negatively correlated with the reform programme's adoption, but top-down diffusion is significantly positively correlated with it. Points for practitioners This study confirms that the nomenklatura system in China shapes the diffusion of innovations through the mechanisms of political promotion incentives and intergovernmental interactions. Thus, the dynamics of innovation diffusion are, to some extent, rooted in particular political institutions and shaped by political contexts. Furthermore, the desire for political promotions may figure as a general deep reason for decisions about whether to adopt innovations; therefore, strengthening these incentives for adopting reforms becomes a key strategy.

In this paper, we analyse the results from a numerical model at high resolution. We focus on the formation and maintenance of subsurface equatorial currents in the Gulf of Guinea and we base our analysis on the evolution of potential vorticity (PV). We highlight the link between submesoscale processes (involving mixing, friction and filamentation), mesoscale vortices and the mean currents in the area. In the simulation, eastward currents, the South and North Equatorial Undercurrents (SEUC and NEUC respectively) and the Guinea Undercurrent (GUC), are shown to be linked to the westward currents located equatorward. We show that east of 20° W, both westward and eastward currents are associated with the spreading of PV tongues by mesoscale vortices. The Equatorial Undercurrent (EUC) brings salty waters into the Gulf of Guinea. Mixing diffuses the salty anomaly downward. Meridional advection, mixing and friction are involved in the formation of fluid parcels with PV anomalies in the lower part and below the pycnocline, north and south of the EUC, in the Gulf of Guinea. These parcels gradually merge and vertically align, forming nonlinear anticyclonic vortices that propagate westward, spreading and horizontally mixing their PV content by stirring filamentation and diffusion, up to 20° W. When averaged over time, this creates regions of nearly homogeneous PV within zonal bands between 1.5° and 5° S or N. This mean PV field is associated with westward and eastward zonal jets flanking the EUC with the homogeneous PV tongues corresponding to the westward currents, and the strong PV gradient regions at their edges corresponding to the eastward currents. Mesoscale vortices strongly modulate the mean fields explaining the high spatial and temporal variability of the jets.
