The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

The imbalance in the structure of the range of paid services provided to the population, caused by the COVID-19 pandemic, requires a flexible approach to management, identification of alternative business methods, and greater adaptation to the needs of the population. This trend determines measures to manage the urban infrastructure of public services, innovation and investment activities aimed at improving the efficiency of economic systems. The purpose of this study is to build a model for managing the development of paid services, taking into account the key factors of development, aimed at identifying the potential for improving the service sector. The goal was achieved by solving the following tasks: to diagnose the innovative development of paid services to the population; to build an economic and mathematical model for the development of paid services; to determine the direction of development of paid services to the population. The research methods used are comparison, analysis, synthesis, system approach, economic and mathematical modeling. The study identified features of innovative development of sphere of services, characterized by less active innovative activity on industrial production driven by economic factors; the model of «Three I» the development of services based on a mathematical relationship of infrastructure investment and innovative way to develop a balanced strategy of development of sphere of paid services to the population in the Russian economy. Based on this model, a set of recommendations can be formed to ensure business flexibility in the service sector in the conditions generated by the COVID-19 pandemic.

The history of Russian-Dutch relations dates back to the reign of Ivan the Terrible, when Dutch merchants first appeared in Arkhangelsk. Subsequently, at the end of the XVII centuryPeter I sent to European countries, including Netherlands, the Great Embassy, the results and experience of which played a recognized historical role in his large-scale socio-economic reforms in Russian Empire. At the present stage, Netherlands for Russia is one of the key suppliers of high-tech goods, services, competencies and management technologies mostly in all sectors of national economy, a transit country and a logistics hub for Russian exports, as well as an important partner in the field of cross-border investments. The article also analyzes the features of the Kingdom's economy, its place in global trade and key competitiveness rankings. In recent decades, Netherlands has confidently occupied one of the leading positions in European and world trade, ahead of many major economic partners and competitors. The author concludes that the importance of the progressive development of trade and economic relations with countries such as the Netherlands, cooperation with which has a generally positive impact on the transformation of the Russian economy, contributes to the diversification of exports, investments, attracting advanced competencies and innovations.

In 2000, Russia took the 27th place in the world ranking in terms of annual volume of outgoing FDI. In 2008, Russia joined the top 10. However, due to the ongoing structural adjustment of the world economy in the near future the Russian exporters of raw materials and semi-processed goods should not expect an equally favorable market situation that had provided the financial base for large-scale investment abroad. There is a global FDI trend towards a gradual shift in favor of the sectors of high-tech industries and dynamically progressing services’ sphere. At the same time, the leading TNCs continue to determine the competitiveness of national economies and to exert a significant impact on the current configuration of the international division of labor, transforming the global value chains. In this regard, it is important that external investment of the Russian corporations contribute to modernization of the domestic economy and do not constitute just a form of capital flight from the country. The article identifies reasons why some industries of the Russian economy have deployed a massive overseas expansion while others have failed to realize the potential of FDI.

In this article, key indicators and trends of global innovative development are analyzed, and the role of the research and development sector in these processes is revealed. Attention is paid to the consideration of mechanisms of interaction between universities and state companies, concrete measures and steps of economic policy. The authors of the article analyze the real experience of the Russian economy at the present time. Based on the collected data on the total volume of R&D, revenues and the number of patents, regression models were constructed to determine the relationship between the named indicators. Based on the results of the analysis, recommendations on improving economic policy aimed at ensuring the achievement of goals and justifying the use of mechanisms of ‘compulsion to innovate’ in state companies are formulated.

The dynamics of the development of the domestic industrial complex shows significant changes in the organization and management of enterprises in recent years. Undoubtedly, global changes in industrial technologies in developed countries have had a significant impact, taking into account digital transformation, intelligent automation and artificial intelligence. In the present conditions, the Russian industrial complex faces a difficult task-to find the necessary resources to improve its own industrial production and thus maintain the ability to compete with foreign manufacturers. The resolution of this issue is complicated by the weakening Russian economy crisis and the growing sanctions pressure from Western partners against the background of a reduced to a minimum investment inflow. The imposed sanctions packages against the Russian economy not only hinder foreign investors, but also act as obstacles to the supply of modern technologies and high-tech industrial equipment to our country, as well as reduce opportunities for organizing cooperation between foreign and domestic developers. In fact, the goals of such sanctions are considered to be the maximum isolation of Russia’s industrial and economic systems for the gradual weakening of our country’s economy.

Innovative development of Russia is explored in the article as a complex process that reflects the latest trends in the production, stockpiling and use of modern knowledge, priorities of scientific and technological development, changes in the structure and dynamics of the financing, development and implementation of innovative technologies in the public research centers, universities and private sector companies economy, formation of research and innovation policies aimed at making the research and preparation for the future of innovation sphere. The problem is to organize support the positive dynamics of the innovation process. The solution is possible based on the integration efforts of the Russian society to create a system of technological and socio-economic forecasting, select sources of funding long-term priorities of fundamental and applied science, education for constructive solutions to the problems facing Russia. In line with the above priorities, the author examined the key factors that characterize tendenuiyu accelerate the innovative development of the Russian economy: the global growth of knowledge-intensive production of gross domestic product, the priorities of the state scientific and technical policy of the most economically developed countries, strategies for high-tech business leaders.

The paper investigates the factors and indicators of innovative development, considers their impact on the environmental management and improvement of the efficiency of innovation management of the oil and gas corporations. The purpose of the paper is to determine exogenous and endogenous factors and indicators of innovative development of the oil and gas corporation. The paper employs empirical, theoretical, and quantitative (statistical) research methods. As a result of the study, the authors determined an effective indicator calculated based on several indicators of innovative development; the factors of innovative development were identified and a connection between the factors of innovative development was proposed, proceeding from which, an approach to factor analysis of the indicators of innovative development of the oil and gas corporation in a certain restriction system (correlation system) was developed. The developed approach to factor analysis of innovative development indicators allows to adequately assess, analyze, and determine key indicators based on the effectiveness of innovation management to reduce high inappropriate costs for research and development (R&D) and optimize the business at large upon the introduction of high-tech solutions, innovative products and developments. This study can be applied in industrial sectors.

Russian economy is characterised by raw materials dependence, the impossibility of using the latest achievements of the sixth technological mode, rapid digital development, internationalisation of scientific and technological progress, the impact of technological shifts on structural transformations. These aspects lead to the implementation of an innovative scenario for the development of regions in the context of neo-industrial challenges, which is necessary for identifying and consolidating the most effective tools for innovating the modern Russian economy. This problem primarily affects regional economic systems with a set of innovative economic entities. To solve the problem, we analysed and generalised the scientific-theoretical, methodological framework, and practical aspects of regional innovative development, taking into account current trends and key parameters of neo-industrialisation. Considering neo-industrialisation in regional economic systems, the innovative development path increasingly depends on such critical parameters as human capital, intersectoral interaction, and technological modernisation processes. The paper presents scientific and theoretical substantiation of the possibilities of regional innovative development in the context of current trends of neo-industrialisation. Research methodology and tools include systemic, categorical, structural, and functional analysis, conceptual modelling. We identified and described objective factors, trends, and problems of ensuring the long-term regional innovative development. Further, we defined and classified the current trends of innovative development of the regional economy, as well as substantiated the key parameters of neo-industrialisation. Then, we created a model of regional innovative development. To explain the discrepancies between the actual and the desired level of the development of neo-industrialisation parameters, we presented an algorithm that allows identifying bottlenecks, forming a roadmap, and implementing a mechanism for strengthening the potential of regional innovative development. Additionally, we specified key aspects of the innovative development path of regions, considering the current state of the real sector. The obtained theoretical results can be used for forecasting the most important economic challenges and identifying strategic factors for the regional innovative development in the context of neo-industrialisation.

Some researchers call the modern stage of development of the world economy “the era of innovations". Studies show that economic and social progress is ensured through an innovative process - the process of producing new knowledge and practices. Thanks to new technologies, deep structural changes are taking place in the economic sectors, new industries are being formed, new jobs are being created. Globalization and the integration of the world economy have further exacerbated competition in the market for high-tech products. In these circumstances, innovative instruments remain the only possible source of increasing the competitiveness of national economies. The innovative way of development of the Russian economy is recognized as the main direction promoting restoration of volumes of production, the international competitiveness, a standard of living of the population, increase of efficiency of national economy, improvement of an ecological condition of a natural environment. Therefore, it is no coincidence that at this stage of development of Russia’s economic system, its main vector is to increase the effectiveness of the implementation of innovation policy. The special attention paid at present to the issues related to the implementation of innovation policy is caused by the active activity of the state, which aims to transfer the Russian economy to the innovative way of development by 2020. It is an undeniable fact that the innovative way of development of the country is the only way to overcome the global socio-economic crises that pose a threat to the sustainable development of the state, both in the present and in the future. This article is devoted to the problems of innovative development of our country.

The large-scale structural transformations of Russian economy – the new industrialization – is a core of its transition to sustainable development. The importance of new industrialization is proved by the possibility of overcoming technical and technological lagging behind the leading countries and expanding deep processing and high-tech industries. Based on the analysis of statistics, the features of structure of economy of Russia are revealed. It is shown that transition to new industrialization is a characteristic of the industrially developed countries of the world and the source of environment-friendly industries’ boosting. The mechanism of the “window of opportunities” implementation when changing technological layers is considered. The hypothesis of a research assumes that opening the “window of opportunities” when replacing the fifth technological layer with the sixth, is a reference point for definition of the directions of strategic transformations in the context of sustainable development and extended environment protection.
