This article contends that to modernise the nation, the higher education system must fulfil the community expectation of perceived quality and have a distinguished balance in graduate output relative to labour market requirements. Better finding strategy for information and communication technology (ICT) facilities should be adopted to enhance the performance of the HE institutions. The availability of (ICT) facilities act as the vital factor in choosing to apply to a certain university in accordance to students. Hence, these facilities in Egyptian Universities were synthesised to establish the effect of the resources provided by Egyptian HE institutions in the context of the quality of the education through the enrichment of student experience.

ICTs in Education refers to the development of information and communications technology specifically for teaching/learning purposes, while the ICTs in education involves the adoption of general components of information and communication technologies in the teaching learning process. The National Mission on Education through Information and Communication Technology (NME-ICT), launched in 2009 by the Central Government. Let’s see how Information and Communication Technology (ICT) evolved the Higher Education system: The role of ICT in higher education, what students learn, The role of ICT in Higher Education, how Students Learn, The role of ICT in Higher Education, when students learn, The role of ICT in higher education, where students learn. Online courses, development of e-content, e-learning, digital libraries, online encyclopaedias, journals, and books would promote learning and make knowledge available to all irrespective of the distance or location or financial resources. Government intervention is necessary so that ICT can be made successful in higher education. Information and Communications Technology (ICT) has the proven power to change the world. This acronym refers to the merging of audiovisual and telephone networks with the computer single unified system of cabling.

Even though open and distance learning (ODL) using Information and Communication Technologies can be applied across disciplines and at various levels, this paper focuses on the supervision of PhD students studying through the Open and Distance Learning mode of education using Information and Communication Technologies (ICTs). Taking into account the fact that higher education institutions are always striving to increase the quality of supervision and throughput of doctoral programmes, the study highlights how Information and Communication Technologies (ICTs) can mitigate these challenges. The study was carried out in 10 Zimbabwean universities to evaluate the levels of preparedness of universities, supervisors and PhD students in using information and communication technology during their studies. Purposive sampling was used focusing on PhD students studying through ODL, local universities offering PhD programmes experienced, PhD supervisors, the Zimbabwe Council for Higher Education officials and officials from the Ministry of Higher and Tertiary Education, Science and Technology Development. Students, universities and supervisors were not fully prepared to do their work using ICTs due to various reasons. Some of the reasons given were that some universities did not have the required infrastructure and facilities in place. Some of the supervisors and students lacked basic computer skills and this affected the quality of supervision and slowness in giving feedback. The lack of internet availability and poor connectivity were also cited as challenges especially with the prevailing load shedding. The study recommends universities to invest in ICTs infrastructure since higher education transcends geographical boundaries.

Emergence and integration of information and communication technology (ICT) in the global education system has significantly enhanced intelligible teaching and learning, particularly in the developing countries. Among the developing countries, Nigeria has equally integrated ICT in its educational system. While the information driven technology has little or no integration in the lower level of education, it is intensively integrated in the higher education system. Although the Nigerian education system lacks integration of robust ICT tools to support virtual and in learning, the installed basic ICT tools such as computers, multimedia projectors, process, and internet have greatly changed the face of the country's educational administration and teaching and learning from the traditional practice. Effective and efficient use of ICT are however affected by extrinsic and intrinsic barriers. The need to strengthen the ICT framework and deployment for a more robust teaching and learning process in the country's education system is emphasized.

Abstract The use of information and communication technology (ICT) in education is a way to facilitate interaction and accessing information for learning in higher education. However, finding a set of structured e-resources to facilitate learning within specific courses is still a big challenge in most higher education institutions. This includes the problems and challenges for thesis courses in both undergraduate (Bachelor) and graduate (Master) level in Sweden. To overcome or reduce the problems and enhance quality of outcomes in thesis courses, the department of Computer and Systems Sciences (DSV) at Stockholm University has developed a Learning Support System, SciPro (Scientific Process), to support the thesis process. The aim of this study is to investigate learners’ perspectives on the usefulness of structured e-resources in SciPro, to reduce challenges for finding information related to the thesis process. This was done based on an open online survey, carried out in 2012-2013 of students’ perspectives at DSV. The study found the actual problems that students have encountered in the thesis courses and hence suggested a general model as a way forward to sort the e-resources to reduce the problems in the thesis process.

Information and communication are key to the ability of the organization to respond to change. Information and communication technology (ICT) penetrates into all aspects of economy. Now graduate of comprehensive regional higher education institutes (CRHEIs) are main source of workers. Those CRHEIs should improve their quality of learning for their student being good workers. In this paper, we analyses ICT–based learning issues from undergraduates preparing for postgraduate entrance exams and undergraduates seeking a job in Linyi University. The methodology for carrying out the tasks mainly contains questionnaires according to normative Delphi technique. The research provides information and communications strategy which CRHEIs authorities should take in order to properly integrate ICTs in their CRHEIs and get their benefits.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

In this study, the integration of fuzzy analytic hierarchy processes (FAHPs) and fuzzy overlays in GIS was used to determine appropriate geographic zones for the establishment of knowledge intensive firms in 22 districts of the Tehran metropolis. According to the theoretical background, a number of criteria were selected for the identification of appropriate geographic zones. The results show that among the selected criteria, proximity to existing knowledge intensity firms, and companies providing information and communication technology (ICT) services, higher education and research centers, being close to convenient transportation network and land use have more important role in the location of firms. According to the findings, among 22 regions, regions 3, 7, 6, 1, 2, 10, 4, 11, and 12 are the most desirable ones for the deployment of firms. Ultimately, regions 6, 7, 3, and 1 have received “very high” priority for the deployment of knowledge intensive firms.
