The paper examines the cooperation consists of the public / private partnership in the American environment, starting from the definition of the same, as experience shows partneship to represent the local government an alternative way to pursue growth and improvement in respect of sustainable development. In this context also shows the need for local government to work with business and the community to promote the territorys competitiveness, and wellness of local residents. The case of San Diego, California, shows how virtuous interaction and collaborative subjects (private, public, non-profit) has led to the economic and social development of different neighborhoods.

PurposePublic-Private Partnership (PPP) is a common practice in both the public and private sectors. PPP has been an important instrument to achieve Sustainable Development Goals (SDGs) at the national level. However, the role of PPP at the subnational level is often scarcely studied. Using Khulna city of Bangladesh as a case, this paper aims to assess the role of PPP projects in the attainment of SDGs.Design/methodology/approachThe research was conducted in the Central Business District (CBD) of Khulna, on a total of 4.6 kilometers stretches of road medians in the CBD where landscaping was done through the PPP approach. Besides the collection of secondary data from official records, primary data were collected through site visits, field surveys and interviews of PPP project partners.FindingsThe result shows that 89 percent of the respondents (road users) were pleased with the landscaping done on the road medians. Similarly, about 86 percent of the respondents felt more comfortable and safer to use the roads. Well-maintained road medians allow road-crossing at a regular interval which reduces the chance of an accident. The private parties have installed promotional billboards on the road medians and saved BDT 10.82 million a year. The public authority saves the maintenance budget amounting to BDT 23 million a year. The project achieves a triple-win situation. Despite some limitations, this PPP project has taken Khulna a step forward to achieve SDGs.Originality/valueThe findings have policy implications as the PPP project has enhanced the resilience of Khulna by addressing the relevant SDGs.

International experience demonstrates both the effectiveness and difficulties of using the mechanism of a public–private partnership (PPP) in solving socially significant problems of investment development of an innovative economy. The lack of tools to make an informed choice of the best PPP model in terms of the risks diversification is one of the significant problems of the predictive and analytical support of the relationship between business and government structures. The purpose of the study is to create and empirically test a multi-criteria modeling toolkit for the choice of the public–private partnership mechanism in relation to managing territorial sustainable development projects. Such problems as a structural representation of PPP risk factors and development of principles for their diversification, development of the algorithm and criteria for multi-criteria evaluation, testing of a multi-criteria model needed to be solved to achieve the research goal. The innovativeness of the author’s approach consists in substantiating the algorithm of the multi-criteria modeling for the choice of the public–private partnership mechanism in relation to managing sustainable development projects of the territory. Criteria for alternative PPP models evaluating have been developed. Based on the results of testing, the advantages and disadvantages of applying the algorithm of the multi-criteria modeling in sustainable development management are identified, the directions for the model using in regional management are disclosed.

The basis for the matter discussed herein is the presentation of a new paradigm in modern law, i.e. the creation of hybrid legal institutions. The specificity of this construct consists in the combination of elements of public law and private law in order to achieve mutual benefits. Meeting these two interests is perfectly illustrated by the institution of public-private partnership. The essence of the partnership is the implementation of infrastructural projects in the public sphere by a private entity. A detailed analysis of this institution gives grounds to propose a thesis about the need to change the model of management in local government. The inclusion of private entities in the performance of tasks in the public sphere forces the verification of the traditional way of managing the local government staff.  The participatory execution of tasks as part of hybrid legal institutions forces the officials to become more professional.  This is the only way the public interest can be safeguarded in a public-private venture.

Abstract This paper aims is to analyze several challenges’ those faced by local governments in Indonesia, including its provinces, districts and cities, in implementing the Public Private Partnership (PPP) scheme. The analysis is focused on 3 challenges, as follows: 1) budget; 2) regulations (Act Number 23 of 2014 concerning Regional Government, Government Regulation Number 27 of 2014 concerning Government Asset Management and Presidential Regulation Number 38 of 2015 concerning Public and Private Partnership for Provision of Infrastructure), and 3) the party that involve on PPP projects. Therefore, some of the developed recommendations are expected to be solution for the local government in addressing these challenges.

This working proposal aims to establish an Internal Medicine Network (IMN) model for the appropriate management or the poly-pathological complex patient in the different phases of illness natural history. The IMN is based on an organization recalling the Hub and Spoke system already used for existing specialized networks. The Internal Medicine Unit (IMU) is the natural destination of acutely ill patients suffering from systemic or multi-organ diseases. Three are the IMU specific tasks: 1. To stabilize acute, severe, poly-pathologic and complex patients; 2. To develop difficult etiological diagnosis in these patients and in those who should necessarily be admitted to the hospital, not being possible, for different reasons, alternative routes; 3. To select the acute poly-pathologic complex patient's priorities. The expected results of a new model of integration system inside the IMN are: A) reduction and rationalization of expenditure in the medical area, increasing effectiveness, quality and safety guaranteeing patient centrality, B) patients stratification based on characteristics of gravity, acute illness, estimated duration of hospitalization, C) reduction of inappropriate hospital admissions ensuring connections between hospital and primary care units; D) definition of different care pathways for patients hospitalized for Non Communicable Diseases (NCD); E) implementation of new common medical records. The public-private partnership inside the IMN could be able to increase appropriateness reducing health costs. Patient cantered problems assessment, together with integration, cooperation, coordination and effective communication are some simple rules useful to achieve tangible results in a complex system and the IMN model represents its practical application.

The main purpose of the article is to present both the implemented and conducted projects within the framework of public-private partnership. It discusses the influence of the activities undertaken by the local authorities on both the natural environment and the economic aspects of human life. Potential effects of project implementation within the public-private partnership in the Kuyavian-Pomeranian voivodship (province) on the development of the Voivodship are presented. Due to the difficult situation in the region, the citizens’ expectations to conduct investments and limited possibilities of increasing income, implementing projects within public-private partnership seems to be a favourable solution.

On the basis of official statistics from open sources, the article analyzes the characteristics of the economic, budgetary and financial situation of the subsidized regions. The subject of this research is the public-private partnership as a phenomenon of the socioeconomic development of society. The object of the research is the public-private partnership in modern Russia. As objectives of the study, we have identified the formulation of the definition of the concept of “public-private partnership” and the study of the modern practice of joint work of companies and the State to address urgent socioeconomic problems. The objective of the study is to develop recommendations for proposals to improve this tool to support the socio-economic development of the subsidized regions. The novelty of the study lies in the fact that special emphasis is placed on the development of public-private partnerships in the Far East as part of the implementation of a modern state program for the development of this region. In conclusion, the document presents recommendations to optimize public-private partnerships.
