The wind energy utilization in Hong Kong is limited, although its potential has proven to be significant. The lack of effective policy for wind energy development is the main constraint. In this paper, the wind power potential in Hong Kong is analyzed, and the wind power potential assessment is conducted based on one-year field measured wind data using Light Detection & Ranging (LiDAR) technology in a proposed offshore wind farm. Results show that the offshore wind power potential in Hong Kong was 14,449 GWh which occupied 32.20% of electricity consumption in 2017. In addition, the electricity market and power structure in Hong Kong are also reviewed with the existing policies related to renewable energy development. Conclusions can be made that the renewable energy target in Hong Kong is out of date and until now there have been no specific effective policies on wind energy. In order to urge Hong Kong, catch up with other countries/regions on wind energy development, the histories and evolution of wind energy policies in other countries, especially in Denmark, are reviewed and discussed. Suggestions are provided in the aspects of economics, public attitude, and political factors which can stimulate wind power development in Hong Kong.

As environment problem becomes increasingly prominent and energy supply becomes more and more tension, wind power as a kind of clean and renewable energy is more and more popular. The installation of large scale wind farms has been paid much attention. Collector system consolidates the power generated by turbine units to a substation from where the generated power is transmitted to the power system. Where designing a wind farm collector system, the economics and reliability of operation should be taken consideration. This paper introduces the concept and some typical layouts of the wind farm collector system, then take comparison of those layout around the economics and reliability, this may help to choose an appropriate cable layout when building a new wind farm.

With increasing installation capacity and wind farms penetration, wind power plays more important role in power systems, and the modeling of wind farms has become an interesting research topic. In this paper, a coherency-based equivalent model has been discussed for the doubly fed induction generator (DFIG). Firstly, the dynamic models of wind turbines, DFIG and the mechanisms are briefly introduced. Some existing dynamic equivalent methods such as equivalent wind model, variable speed wind turbine model, parameter identification method and modal equivalent method to be used in wind farm aggregation are discussed. Then, considering wind power fluctuations, a new equivalent model of a wind farm equipped with doubly-fed induction generators is proposed to represent the interactions of the wind farm and grid. The method proposed is based on aggregating the coherent group wind turbines into an equivalent one. Finally, the effectiveness of the equivalent model is demonstrated by comparison with the wind farm response obtained from the detailed model. The dynamic simulations show that the present model can greatly reduce the computation time and model complexity.

Ultra-short-term wind power prediction is of great importance for the integration of renewable energy. It is the foundation of probabilistic prediction and even a slight increase in the prediction accuracy can exert significant improvement for the safe and economic operation of power systems. However, due to the complex spatiotemporal relationship and the intrinsic characteristic of nonlinear, randomness and intermittence, the prediction of regional wind farm clusters and each wind farm’s power is still a challenge. In this paper, a framework based on graph neural network and numerical weather prediction (NWP) is proposed for the ultra-short-term wind power prediction. First, the adjacent matrix of wind farms, which are regarded as the vertexes of a graph, is defined based on geographical distance. Second, two graph neural networks are designed to extract the spatiotemporal feature of historical wind power and NWP information separately. Then, these features are fused based on multi-modal learning. Third, to enhance the efficiency of prediction method, a multi-task learning method is adopted to extract the common feature of the regional wind farm cluster and it can output the prediction of each wind farm at the same time. The cases of a wind farm cluster located in Northeast China verified that the accuracy of a regional wind farm cluster power prediction is improved, and the time consumption increases slowly when the number of wind farms grows. The results indicate that this method has great potential to be used in large-scale wind farm clusters.

Because of the bad environment of wind farms in the far -reaching sea, the cost of power collector system is high. The contradiction between economy and reliability of the power collector system planning is particularly prominent. According to the particularity of the wind farm in the far-reaching sea and the demand of the power collector system on higher reliability, this paper proposes the definition of topological redundancy of the power collector system and develops a multi-objective optimization model based on the topological redundancy. Thus, the contradictory variables of economy and reliability are optimized. Taking a large-scale offshore wind farm as an example, based on the topological redundancy assessment, the topology of its power collector system is optimized from the perspective of life cycle cost. The results show that, although the initial cost of the optimal redundancy topology is slightly higher than that of the radial structure, the advantage of life cycle cost after 8 years of operations is obvious, which can meet the actual engineering requirements of the power collector system for the wind farm in the far-reaching sea.

Modern wind turbine technology has been a great improvement over the past couple decades, leading to large scale wind power penetration. The increasing penetration of wind power resulted in emphasizing the importance of reliable and secure operation of power systems, especially in a weak power system. In this paper, the main wind turbine control schemes, the wind penetration levels and wind farm dynamic behavior for grid code compliance were investigated in the Penghu wind power system, a weak isolated power system.

A wind farm is a collection of wind turbines, sufficiently spaced to avoid wind interference between turbines. Onshore and offshore are the two basic types of wind farms. The cost of building an offshore farm is greater because of the need for turbines that withstand high wind and corrosive conditions of the sea, plus the expense of installing underwater transmission cables to shore. For an onshore wind farm, the land area for the farm is large, but the direct impact area is relatively small. The direct impact area includes the turbine pads, roads, substations, and transmission equipment, and only makes up about 2% of the total wind farm area. Since the direct impact area is small compared to the total wind farm area, agriculture and ranching can coexist with the wind farm. Wind is a very fast growing renewable energy technology. In the ten years since 2009, the worldwide capacity for wind power increased 276% while US capacity increased 175%.

The Faroe Islands is a small mountainous island group in the north east Atlantic Ocean, located far from any other mainland. The closes adjacent land being Shetland ~300 km away. One electrical power company exists on the islands, distributing power to the ~50.000 citizens. Approximately half of the electrical power comes from renewable energy sources (wind and hydro) and the other half from oil [1]. The political goal is to have the electrical system running 100% on renewable energy sources by 2030. This will presumable be achieved by implementing a significant amount of wind power [2]. The climate in the Faroe Islands is very windy, making it a good area for harvesting wind energy.

As wind is a fluctuating power source, analyzing the wind field and its characteristics is of great importance, when planning implementation of a significant amount of wind power into the power grid. Smoothening of the wind power can be achieved different ways, one being with spatial dispersion of wind farms seen in other studies [3,4]. The spectral characteristics and the smoothening effect of spatial dispersed sites based on wind farm data and meteorological wind speed measurements in the Faroe Islands was shown in a poster presentation at EMS2019 [5]. However, implementing more wind farms requires knowledge of new sites. There have been made NWP calculations of the wind in the Faroe Islands for the period July 2016 to June 2017. NWP are beneficial in the way that they give valuable information at unknown sites, which may be used for wind farm planning. However, NWP calculations are based on a given setup of a simplified reality. Hence, validating any NWP model is needed.

There exists wind measurements at various heights from two meteorological masts at the time period of the mentioned NWP model calculations in the Faroe Islands. The aim of this study is to compare auto- and cross-spectral characteristics of the sets of modelled and measured data. The results will give an insight on the value of NWP derived data for grid integration studies in a region with complex topography.

[1] Framleiðsluroknskapur 2018, SEV, (see http://www.sev.fo/Default.aspx?ID=67)

[2] Hansen, H., Nielsen, T., Thomsen, B., and Andersen, K., 2018, Energilagring på Færøerne, Teknisk opsamlingsrapport. The wind speed sequences at different spatial positions have a certain spatiotemporal coupling relationship. It is of great significance to analyze the clustering effect of the wind farm(s) and reduce the adverse impact of large-scale wind power integration if we can grasp this relationship at multiple scales. At present, the physical method cannot optimize the time-shifting characteristics in real time, and the research scope is concentrated on the wind farm. The statistical method cannot quantitatively describe the temporal relationship and the speed variation among wind speed sequences at different spatial positions. To solve the above problems, a quantification method of wind speed time-shifting characteristics based on wind process is proposed in this paper. Two evaluation indexes, the delay time and the decay speed, are presented to quantify the time-shifting characteristics. The effectiveness of the proposed method is verified from the perspective of the correlation between wind speed sequences. The time-shifting characteristics of wind speed sequences under the wind farms scale and the wind turbines scale are studied, respectively. The results show that the proposed evaluation method can effectively achieve the quantitative analysis of time-shifting and could improve the results continuously according to the actual wind conditions. Besides, it is suitable for any spatial scale. The calculation results can be directly applied to the wind power system to help obtain the more accurate output of the wind farm.

The availability of wind energy certificates in Pennsylvania's retail electricity market has made a critical difference in the economic feasibility of developing 140 MW of new wind energy projects in the region. Certificates offer important benefits to both green power suppliers and buyers by reducing transaction barriers. They thus lower the cost of renewable energy. Buyers also benefit through the increased flexibility offered by certificate products. The experience described in this paper offers important insights for selling green power certificates and achieving new wind energy development in other areas of the country.
