Correlation Analysis on Water Resources Utilization and the Sustainable Development of Social Economy in Minqin of Gansu Province

This paper analyze the relativity of water resources utilization in Minqin and social economic sustainable development adopting optimal multiple regressions. The results show that: 1There is remarkable correlation between the economic growth and the demand of water resources. On condition that the sustainable development of economy is satisfied, the growth of rural population is a huge pressure on water resources. It is an appropriate measure to coordinate the environmental protection and social economic development that reducing the consumption of water for rural population or accelerating the process of urbanization and developing forestry and animal husbandry. 2) Increasing urban population and developing industry and modern farming can promote our economic growth at the same time reduce the pressure on water resources significantly. 3) 97.5% of the variation in the total water requirement of Minqin is caused by two variables animal husbandry output value and rural population. So the major routes of rational utilization of water resources and the sustainable development of social economy in Minqin are reducing the consumption of water for rural population constantly or accelerating the process of urbanization and optimizing animal husbandry industry further.

Water is an important factor of production contributing to all sectors and regions in the world. With the rapid development of the economy and the increase of population, the water crisis is becoming more and more serious, and will become an important obstacle to the sustainable development of society. It is particularly important to evaluate the sustainability of water resources utilization. Based on the analysis of the regional water resources utilization characteristics, this paper takes 31 provinces in mainland China as the research object and comprehensively evaluates the regional water resources’ sustainability from the aspects of hydrology, environment, economy and technology. The results show: From the regional perspective, the regionalization of China’s various indexes is obvious, the hydrological and environmental indexes in western regions are significantly higher than that in eastern regions; while the economic index in eastern regions is higher than that in western regions. From the time perspective, from 2010 to 2015, the sustainable development of water resources in seven provinces showed an increasing trend. Zhejiang changed from “Good” to “Excellent” and Hubei, Hunan, Guangxi, Sichuan, Guizhou and Xinjiang all had slight growth. There are six provinces which show varying degrees of decline, of which Liaoning changes from “Excellent” to “Medium”, Beijing, Hebei, Jilin, Guangdong, Hainan also had a slight decline; the rest of the provinces did not change, Qinghai and Chongqing have been maintained as “Excellent”. Taken together, the western regions of China have significant advantages in terms of quantity and quality of water resources, but its water use efficiency is low. However, the economic development in the eastern regions is rapid with high efficiency of water use, but there are some serious problems such as water resources insufficiency and river pollution.

Water shortage and water pollution have become the key factors restricting the sustainable development of animal husbandry in China. In this study, the water footprint model was used to analyze the water resource carrying capacity and water environment bearing pressure of animal husbandry in 31 provinces of China from 2001 to 2019. The findings indicate that: (1) The development of animal husbandry has exacerbated the regional water deficiency problem. Shandong, Henan, Hebei, and Liaoning have become the most serious water deficit areas of animal husbandry in China. The decreasing water resource carrying capacity indicates that water resources are difficult in supporting the growth of animal husbandry; (2) the change of animal feeding structures has led to the decrease of gray water footprint and the alleviation of the water environment bearing pressure; however, the water environment of animal husbandry in northern China and the northwest is still overburdened, which poses a major challenge to the control of agricultural non-point source pollution; (3) furthermore, according to the spatial and temporal characteristics of the water resource carrying capacity and water environment bearing pressure, the main livestock-producing areas in the north are facing a profound “water-livestock” contradiction and showing an increasing trend. The research results will help decision-makers to adjust the development mode of animal husbandry, optimize resource allocation, and promote the sustainable development of resource-saving and environment-friendly animal husbandry.

Despite the ‘immense’ water resources available, Nepal has not been able to transform this abundance of water resources into desired economic growth and societal welfare. This paper attempts to analyze the reasons for such incessant challenges that loom over water resources development in Nepal. This paper finds that it is not the resource that limits the development of water resources, but the approaches and wishes that are framed on the foundation of persistent myths. Rapid social-economic development and the ever-increasing water pollutant discharge of Wuliangsuhai lake basin made the water quality deteriorated; the lake eutrophication intensified and heavily restricted the sustainable development of the watershed’s social economy. Wuliangsuhai lake basin was selected as the study area. By the use of system dynamics simulation model the water environment and social economy were connected, and three kinds of improved scenarios (resource-environment constrained type, social economy constrained type, coordinated development type) were proposed based on the inertial and planning schemes. Ten indexes of water environment carrying capacity, i.e. the GDP per capita, ratio of industrial output to GDP, et al., were selected, and fuzzy comprehensive evaluation method was used. Results showed that, the water environmental capacity utilization ratios of COD and TN in the resource-environment constrained scenario were 69.5% and 57.9% in 2020, respectively. And the water environment carrying capacity index increased from 0.19 in 2008 to 0.31 in 2020. Under the coordinated development scenario, the surplus environmental capacity of COD and TN were 1755.46t/a, 260.21t/a respectively, and the water environment carrying capacity index was up to 0.29 in 2020. The sustainable development plan was proposed and some feasible suggestions and strategies were put forward.

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

The resources problems, caused by the coal construction projects in our country, brought about an increasing pressure to the coal production and many hidden troubles to social economic development. The article according to the development tendency of coal resources in our country, discussed coal resources as a rare and drain resources. At the same time, the paper puts forward Sustainable Development of coal resources; then builts an evaluation system of coal construction project on the basic of Sustainable Development. The purpose of the system was to direct the development of coal construction projects, finally come to the Sustainable Development of resources, economic and society.

The water community should do more to get outside its safety zone and work with all water-related sectors. The SDG 6 IWRM Support Programme is assisting countries to use water as a connector between their SDG targets.

With the development of industrial and agricultural production and the social economy, the demand for water resources has gradually increased. In this paper, based on the principles of system dynamics, a sustainable water resources utilization model with coupled water quality and quantity is established using STELLA software to assess the sustainable use of water resources. The model includes two modules: a water supply module and a water quality module. The water supply module includes four sub-systems: economy, population, water supply, and water demand. The water quality module consists of an environmental sub-system. The model is suitable for Tianjin, where water resources are scarce. Calibration is performed using data from 2013–2016, and verification is performed using data from 2017. The simulation results are good. In order to compare the sustainable use of water resources in different development scenarios in Tianjin for 2025, a sensitivity analysis is performed for each variable, and four decision variables are selected to establish four water resources use scenarios (Scenarios 1–4). The results show that, compared with scenario 1, water shortages in scenarios 2 and 3 are delayed. Scenario 4, with stable economic growth and environmental consideration, can effectively resolve the contradiction between water supply and demand in the future, and is more conducive to the improvement of water quality. Finally, based on the above research, measures to solve water resources problems are proposed, in order to provide a reference for the sustainable use of water resources and optimization of water resources allocation in Tianjin.
