A new urban paradigm, the global city, emerged in the late 20th Century finding acceptance in discussions of urban development. Tied into a global network of exchange, it exists principally as a place of financial speculation and transaction. It is marked by a parallel economy of culture, which underpins a re-conceptualisation and spatial re-formation of the city. Despite its widespread currency, criticisms have challenged its economic sustainability. Further questions have contested its tendency to impose a singular, homogenized space prioritizing consumption while marginalising other concerns. Post-independence Riga's recent experience provides a platform from which to critique the global city paradigm, which the city embraced as it sought to embed itself in the West not only politically but culturally and economically as well. In opposition to this model's intrinsic singular emphasis and exclusionary tendencies, this text will explore the concept of palimpsest; this proposition understands the city as a multiplicity of layers, within which convergences and divergences offer a site from which to generate synergies. This will be framed in reference to recent discourse on the sustainable city and development practice. Recent design-led inquiry situated in the context of Riga will then provide a lens on palimpsest as an alternative form of praxis.

College English learning now has attracted a great deal of attention, but many non-English majors students have major problems in terms of English learning, and how to improve the non-English majors' autonomous learning efficiency is the problem that the majority of English educators can not ignore. Through a college non-English major students' English learning science test survey, usual English learning and English language proficiency scores for tracking and monitoring, and data for scientific analysis, and monitoring results, this article indicates that by increasing the non-English majors' autonomous learning teaching mode, the students' efficiency and academic performance have improved significantly. From subsequent cognitive satisfaction survey for self-acceptance, this teaching mode's performance is quite satisfactory.

In this article, we examine how the multinational enterprise (MNE) develops the ability to function as a multilingual entity in order to facilitate communication, knowledge transfer, and absorptive capacity. While we acknowledge the role played by the adoption of a common corporate language, we argue that this response alone is insufficient to cope with the diverse foreign language demands that accompany global expansion. MNEs need what we conceptualize as language operative capacity (LOC): language resources that have been assembled and deployed in a context-relevant and timely manner throughout the MNE’s global network. Language resources are mainly derived from human and social capital, and their interaction, to form what is termed language capital. Managerial motivation and a preparedness to act are necessary to ensure that language capital is converted into LOC. Our theoretical explanation of LOC derivation is multilevel, incorporating two interacting processes: individuals develop, maintain, and contribute their own foreign language resources, but the MNE also plays a key role. It can influence individual behavior and, at the organizational level, provide its own language resources through the provision of computerized translation software and the like. The interaction between these two processes is seen to be critical in the formation and use of LOC. This multilevel explanation contributes to the growing body of literature that considers how human capital resources in general can be converted for productive purposes.

In accordance with the autonomous learning theory, the present study mainly reports the validity of junior middle school students’ English autonomous learning and explores the strategies to improve students’ English level by the teaching experiment between two classes of Grade Eight in one of the key schools in Henan, China. The researcher selects 115 students as the research subjects who are from two classes of Grade Eight and the teaching experiment lasts for 18 weeks. In this research, the subjects are investigated with questionnaires and interviews. The research results show that students in class one who learn in autonomous ways have higher remarks than those in class two who learn in traditional ways. Students are quite interested in learning English and their ability of autonomous learning has been promoted with the teaching mode of autonomous learning. From the experiment results, it is shown that students’ learning ability can be improved with the training of the autonomous learning strategies. Based on the research results and the current learning situation, some suggestions on cultivating students’ ability of English learning is put forward in the end of this thesis.

Before the popularity of smart phone, traditional English learning way was chosen by a lot of students. Traditional English learning way made the study more difficult for many students, and resulting in non-active study phenomenon. In recent years, with the help of smart phone APP, the quality and ability of students’ learning have been generally improved. It dramatically improves student's learning interest. The rapid emerging of Internet Technology in China provides tremendous development space for virtual learning. At the same time, it also launches enormous challenge to traditional learning way. Traditional learning way suffers unprecedented crisis, however, virtual learning way which from being questioned, there are inevitability and value of virtual learning which people begin to think about. In order to deal with the new situation, this paper outlines the online learning method and the traditional learning method respectively through comparative analysis. Through the literature review method to search the relevant references, the information obtained is integrated and summarized, the existing problems of network learning methods and traditional learning methods are analyzed. We can further put forward rational suggestions for future development.
