Study Objective:The concept of isokinetic exercise was first proposed by Hislop and Perrine. Cybex Company of the United States created the first isokinetic muscle strength training instrument in the early 1970 s, after then many countries in the world has begun the application and research of the isokinetic muscle testing, and all acknowledged that it is a major innovation in the field of muscle strength testing and training. The isokinetic muscle strength test can evaluate the muscle characteristics under different contracting such as contraction centripetal and centrifugal contraction.

Medical and orthopaedic training varies throughout the world. The pathways to achieve competency in orthopaedic surgery in other countries differ greatly from those in the United States. This review summarizes international educational requirements and training pathways involved in the educational development of orthopaedic surgeons. Understanding the differences in training around the world offers comparative opportunities which may lead to the improvement in education, training, and competency of individuals providing orthopaedic care.

Abstract Introduction: Muscle fatigue can be defined as a decrease in the performance of the neuromuscular system in generating force. This situation is considered a complex physiological process involving various body systems, in order to avoid irreversible damage or even cell death. Objective: The aim of this study was to measure muscle strength in order to assess the level of fatigue among footwear industry workers, and to determine a possible correlation between muscle strength and the perception of reported fatigue. Materials and Methods: The study included 32 male workers from the footwear industry with a mean age of 34.63 ± 11.98 years. The workers performed the handgrip strength test using a handheld dynamometer, and completed the Bipolar Fatigue Questionnaire. Results: The mean result of strength testing was 23.1 ± 8.3 kgf, and the mean score of the fatigue questionnaire was 2.28 ± 0.93 points. However, a low correlation was observed between the results of the fatigue questionnaire and the strength test results. Conclusion: The grip strength results of the footwear workers were below the values for the general Brazilian population, a fact that may indicate potential muscle fatigue. However, a low correlation with the perception of fatigue was indicated by the questionnaire.

In the context of the Industrial Revolution 4.0 and integration of the Vietnamese economy into the global economy, Vietnam's education and training has been increasingly developed and increasingly deeply integrated into the world. The development of teacher training programs is considered an urgent issue, a prerequisite to contribute positively to the development of education and training in the country. However, the first period of integration shows that teachers have many limitations in practical skills, soft skills, and foreign languages when working in a modern environment. These limitations are due to many factors; one of the basic factors is that the training programs at teacher training facilities are mainly focused on knowledge towards approaching content. Therefore, the development of training programs in general and teacher training programs in particular in the direction of developing necessary skills that society requires learners to have, in order to work and develop their qualities after graduation, to meet the integration needs in the context of the industrial revolution 4.0 is an important trend in the world and especially for Vietnam in the current period. CDIO stands for words: Conceive, Design, Implement and Operate. It is a solution to improve the quality of training to meet social requirements, on the basis of determining the outcome standards, developing programs and training plans; It is also the idea of universities, technical institutes of the United States and Sweden in the early 90s of the last century with the intention of training students after graduation with full knowledge and skills such as: communication skills, personal skills ... and immediate access to the labor market, meeting the needs of the business. In this article, we focus on the solution to develop teacher training programs under the CDIO approach to meet the requirements of the Industrial Revolution 4.0 in higher education institutions in Vietnam.

The advancements surrounding information and communication technologies have become ubiquitous so much so that governments are now compelled to use them to reduce cost and increase their efficiency. E-government entails the application of information and communication technologies to deliver government services, increase interaction between the government and citizens, and improve the efficiency of the government. This paper details the various aspects of e-government implementation, ICT4D policies, and case studies from the United States and Kenya. Kenya is fast catching up with the rest of the world, having benchmarked the local e-government system with systems in Malaysia, Singapore, the UK, and South Africa among other nations. Limitations that the local implementation faces are detailed with the future of e-government being pitted as fruitful despite myriad infrastructural and training deficiencies.

Despite a relatively limited understanding of the factors associated with strength development, advances in equipment, and increased understanding of growth and maturation issues, have provided new insights into paediatric muscle strength development. Strength testing of children is performed routinely by researchers to monitor the determinants and development of strength throughout childhood, and also by physiotherapists to assess the degree of muscle disability and to diagnose the rate of recovery. It is important for strength test administrators to be equipped with knowledge of the normal age and sex-associated variations in strength and the factors attributable to that variation. Over time, the use of differing techniques to adjust for body size has changed our perspective of the historical concept of the age- and sex-associated differences in muscle strength. Likewise, the development of more sophisticated techniques to determine muscle size and body composition has allowed researchers to explore the factors associated with the development of strength during growth with a greater degree of validity.

To understand the historical work of Dr. Good we shall have to consider certain facts of his early life and training. When he died at the age of seventy-three, he was a notable figure, not only in the Reformed Church in the United States, of which he was a member from childhood, but also among the Protestant Churches of America and Europe. Few men of any Church in this country were more widely known, and, in some respects, more highly esteemed than he. At the meeting of the Alliance of Reformed Churches throughout the World holding the Presbyterian System, at Pittsburgh, in 1921, Professor M. A. Curtiss of Scotland, in reporting for the Eastern Section, said: “I do not think that since the days of Dr. Schaff, and to go even further back, since the days of John Dury, the old apostle of Church Unity for Scotland, there has been a Presbyterian friend to our weak and threatened churches compared to Professor Good of Philadelphia.”

With methods of ISOMED isokinetic muscle testing system and live observation on Olympic preparation and mathematical statistics, this paper tries to measure and analyze the characteristics of elite female speed skaters knee and hip flexor-extensor muscle strength and training content, period and load for the whole year. The main conclusions are as follows: 1. Features of the skaters knee and hip muscle strength are fit in with the sport biomechanical law, and their fast strength and greatest strength are higher than those of female athletes in other national events. In high speed area, the strength of female athletes even achieves the same level of male ones. 2. The equilibrium and coordination of flexor-extensor and same name muscle group have both reached a high level, but they are lower than international recommended values. 3. The training load of strength throughout the year peaks at the whole phases of preparation 1and preparation 2, the early stages of competition 1 and preparation 3. The load of short distance athletes is larger than that of long distance athletes, but the general trend of both is same. 4. National elite female skaters excise more than before in small muscle group, greatest strength in high speed, continuous speed strength and strength endurance. 5. Based on a comparative analysis of the testing results between these skaters and other athletes, the training arrangement can meet the strength requirements of specific training and can also be the reference of training for other athletes.
