The 21stcentury is the century of ocean. The ocean as terminal receptor is bearing grim pollution with the new round development of marine economy. As a late-mode of environmental management, Marine ecological compensation (MEC) is gradually drawing attention all over the world, and theoretical research and practice exploration are actively carrying out. This paper briefly discusses the development of MEC at home and abroad, and analyzes the current situation and the existing problem of MEC. Meanwhile, this paper presents a feasible way to improve our country's MEC system through the financial, tax, government management, law and market.

History of Computer Aided Manufacturing (CAM) becomes from 50th years, when the conception of numerically controlled (NC) machines was designed. This was first impulse for entrance of electronics and later computer technology into the production support. However, more extensive development of CAM systems was enabled by creating the conception of the computer numerically controlled (CNC) production machines which is dated to 1970. Since the CAM systems allow the data about product geometry, which has been created by CAD system, to be used directly for creating NC programs for NC and CNC production machines.

The publication substantiates the need to find and master the latest trends and technologies in multimedia, dictated by the modern labor market. The author outlines the history of development of the Multimedia design department, provides the information on the basic scientific achievements and participation in development of scientific state budgetary subjects, and notes the international activity of the department. The focus of the research is aimed at highlighting creative experiments and projects that have been and are crucial in the modern search for a place of specialization in the field of multimedia. At the moment, the fundamental area of our creative search is animation in all its varieties and forms. An indicative result of this work is the successful participation of MD students in numerous national and international animation competitions. In general, the course for the training of professional animators is of great importance for the formation of this art form in Ukraine. The natural interest of young people in music finds its professional solution in the creation of numerous videos that visualize musical works. We have started systematic work in the direction of fractal animation in order to “revive” fractal worlds. The MD department conducts theoretical research in motion design, creates various developments of animated typography, infographic videos, etc. The design of computer games in all their varieties is also widely presented. In recent years, the department has begun practical work in the field of projection technology, and has already achieved the first successes in international competitions of architectural 3D mapping. Software is the practical development and research of augmented reality in image recognition technologies for both flat objects (painting, graphics, illustration) and in the urban environment. In the last two years, we have successfully started developing of virtual reality projects.

Introduction. Automation of obtaining design parameters of the part is the most important step in the integration of the design, process planning and manufacturing. The aim of this work is to obtain part parameters, the numerical values of which can be used in parametric calculations. Materials and Methods. The work is the development of the concept of end-to-end design and technological parametrization in Computer-Aided Manufacturing. The theoretical research is based on the formal theory of data representation and processing, the set theory, and the theory of hierarchical multilevel systems. The software implementation was carried out in the Visual Studio C++ environment using KOMPAS-3D application program interface and the C3D geometric kernel application program interface. Results. A method has been developed for obtaining the initial part parameters during the transfer of information from the design engineering Computer-Aided Manufacturing systems to the technological preparation of production. A logical data structure in a relational form was developed, which made it possible to eliminate redundancy and ensure the consistency of the presentation of part parameters, taking into account the priorities of the sources of design information. The software method is implemented as part of the commercial Computer-Aided Manufacturing system for the KOMPAS- 3D platform. Source parameters (metadata, material properties, annotation parameters, parametric variables) are extracted from the 3D-model using application program interface. Integration with the KOMPAS-3D materials directory has been implemented to obtain material properties. Discussion and Conclusion. The obtaining of initial information about the part is the first step in the implementation of the end-to-end design and technological parameterization in the field of Computer-Aided Manufacturing. Due to the design and technological parameterization and associativity of the toolpath, a through technological project can be built when changes made by the designer to the part will be automatically transferred to the technological model and to the control program for the CNC machine. End-to-end parametrization is most efficiently used for parametrized parts that have several dimensional modifications. Further development of the technological parameterization is expected to focus on the tasks of the automatic workpiece selection, cutting tools and devices.

In the Cold War, “development” was a catchphrase that came to signify progress, modernity, and economic growth. Development aid was closely aligned with the security concerns of the great powers, for whom infrastructure and development projects were ideological tools for conquering hearts and minds around the globe, from Europe and Africa to Asia and Latin America. This book provides a global history of development, drawing on a wealth of archival evidence to offer a panoramic and multifaceted portrait of a Cold War phenomenon that transformed the modern world. Taking readers from the aftermath of the Second World War to the tearing down of the Berlin Wall, the book shows how development projects altered local realities, transnational interactions, and even ideas about development itself. The book shines new light on the international organizations behind these projects—examining their strategies and priorities and assessing the actual results on the ground—and it also gives voice to the recipients of development aid. It shows how the Cold War shaped the global ambitions of development on both sides of the Iron Curtain, and how international organizations promoted an unrealistically harmonious vision of development that did not reflect local and international differences. The book presents a global perspective on Cold War development, demonstrating how its impacts are still being felt today.

Subject. The article addresses the history of development and provides the criticism of existing criteria for aggregate social welfare (on the simple exchange economy (the Edgeworth box) case). Objectives. The purpose is to develop a unique classification of criteria to assess the aggregate social welfare. Methods. The study draws on methods of logical and mathematical analysis. Results. The paper considers strong, strict and weak versions of the Pareto, Kaldor, Hicks, Scitovsky, and Samuelson criteria, introduces the notion of equivalence and constructs orderings by Pareto, Kaldor, Hicks, Scitovsky, and Samuelson. The Pareto and Samuelson's criteria are transitive, however, not complete. The Kaldor, Hicks, Scitovsky citeria are not transitive in the general case. Conclusions. The lack of an ideal social welfare criterion is the consequence of the Arrow’s Impossibility Theorem, and of the group of impossibility theorems in economics. It is necessary to develop new approaches to the assessment of aggregate welfare.

This paper briefly and through theoretical studies will discuss simply the problems formulated, the impact of globalization on Character education in Indonesia, as well as the paradigm of PKN learning and Character education challenges for the younger generation. It is on the ground by the declining awareness and moral values, as well as to increase the values of the characters seen in the young generations. Civic education in Indonesia has been running throughout the history of Indonesian independence, and has gone through various stages and arms, it certainly demands greater hard work of teachers to be able to increase the values of Pancasila and love of the homeland, and practice the character values which is based on the noble values of Indonesian culture into Indonesian youth.
