This paper built up a forecasting model for CO2 emission and calcutaled the CO2 emissions of 30 provinces (cities) in China. It’s been found that the CO2 emission amount varies greatly in different provinces (cities). We find that the capacity of energy conservation and emmision reduction of eastern region is best, the western region is in the middle level, while the central region is not good enough. Based on the above, this paper proposed concrete suggestions on energy saving and emission reduction.They are not only in line the national policies but also have took consideration of the economic and social development of different areas.

Acid rain and greenhouse effect are the major air pollution problems in China, and the goals for the total emission control of NOx and total energy consumption control begin to move forward in the 12th five-year plan. NOx emission reduction and energy saving of coal-fired power plants are still put in a strategic position. Accordingly, it is of great significance to carry out power planning work, considering effect of NOx emission index and energy saving on power industry. In this study, a mixed 0-1 integer linear power generation expansion model based on total emission control of NOx and low carbon economy effect is developed for the first time, which can be used for studying the change of power structure, confirming the releasing emissions of NOx from power system for development and reducing energy consumption by total amount control of power coal consumption and CO2 emission growth rate. The model is applied to the power system in Heilongjiang province and the results indicate that the proposed model not only can meet the requirement of power generation expansion management, but also can help the power industry clear the economic impact of NOx emission reduction on self-development and achieve the energy saving target.

The low-carbon economy becomes a hot issue in every country after Copenhagen’s meeting, and Logistics enterprise is an important economic entity to achieve a low carbon economy, so how to effectively evaluate the effect of logistics enterprises and low-carbon benefits of emission reduction become a problem that really needed to solve. Therefore, it evaluated the effects of low-carbon benefits of logistics respectively from the economic benefits, logistics operational efficiency and CO2 emission reduction by AHP. Based on it, logistics enterprise evaluation model of low-carbon benefits was built in the way of fuzzy comprehensive evaluation, and finally verified the effectiveness of the evaluation system with a case.

With the economic and social development, the supply and development of energy have been the outstanding problems affecting human survival and development. On the basis of ensuring the safe and efficient supply of clean energy, building a strong and smart grid, can be conducive to energy conservation and smart electricity. Through analysis of the development and status quo of clean energy and discussion of the features and advantages of the strong and smart grid, the article proposed the development of a strong and smart grid had important significance of advocating low-carbon economy, promoting the transformation of energy supply, and the protection of for the sustainable economic and social development. Finally, the article gave the outlook for the future of the development of a strong and smart grid.

Abstract In this work, the network data envelopment analysis (DEA) model was used to divide the transformation of scientific and technological achievements in colleges and universities into two stages, which makes up for the lack of process measurement in a single DEA model. Also, the relationship between the transformation efficiency of scientific and technological achievements in universities and the development of a low-carbon economy was quantitatively analyzed. The research results show that: (1) the transformation efficiency of scientific and technological achievements of universities in China is increasing year by year and which is significantly higher in the eastern region than that in the central and western regions. (2) The efficiency of the transformation of scientific and technological achievements of the university promotes the reduction of carbon emission intensity and the development of a low-carbon economy, indicating that the improvement of the transformation efficiency of scientific and technological achievements of the university has a good role in promoting the ecological environment protection. However, compared with the developed countries, the quantity and quality of science and technology supply and ecological environment protection in China’s universities are still insufficient. In this regard, the development suggestions are put forward from the aspects of government policy guidance, professional talent cooperation and strengthening the docking between universities and industrial low-carbon economic development. The purpose of this paper is to promote the development of a low-carbon economy by improving the efficiency of scientific and technological achievements transformation in universities, to achieve the goal of ecological environment protection.

Developing the eco-tourism in low carbon economy has becoming an appeal for all sectors of the society. To develop a low carbon economy, as well as construct low carbon cities, is a convenient and scientific way to starting from the construction of low carbon scenic spot, this concept should put deep into the exploitation and construction of scenic spot. As direct participants of tourism activities, tourists have no doubt play a key role in the construction of low carbon scenic spot and achieving the goals of low carbon in scenic area. At present, low carbon tourism is in fact more to reflect a kind of energy conservation and emission reduction in concept, for which it is a response to ecological tourism and sustainable tourism. There has no specific and quantifiable index to qualify as the measurement and evaluation standard of low carbon scenic spot. It is thus clear that to construct low carbon scenic area that we should put forth effort to strengthening tourists’ low carbon tourism consciousness.

Traditional GDP indicator has been unable to account for changes in the situation of a country or region 's resource consumption and environmental quality , can not fully reflect the true picture of social development criteria can not adapt to a low-carbon economy. Currently measure low-carbon economy is a very effective indicator green GDP. This paper analyzes the environmental context under China's current economic development , compared to the traditional GDP, indicates the importance and necessity of green GDP , and the current problems in the form of proposals and conducted under the future .

The proposition of low-carbon tourism concept gave birth to the new developing rules of scenic area. Understanding the connotation of low-carbon scenic area and build the evaluation and certification of low-carbon scenic area as quickly as possible, which is the theoretical basis of low-carbon transition in scenic area. This paper builds a concept model of low-carbon Scenic Area by referring to the UN Commission on Sustainable Development (UNCSD)'s DSR (Driving — Status — Response) model, and understands the connotation of low-carbon scenic area from five levels which include development stage of scenic area, resources and environment, emission-reduction technology, consumer operation, policy concept. On the base above, to construct the evaluation system of low-carbon scenic area by choosing four level indicators including low-carbon resources evaluation, the development evaluation, the awareness evaluation and the experience evaluation , which can provide a reference for the development potential of low-carbon scenic area and provide the theoretical direction and the technical support for the inspect of future low-carbon scenic area, the cooperation of emission reduction projects and the establishment of discharge compensating system.
