low power consumption, low emissions "low carbon economy" has become a new model of economic development of countries to pursue. Traditional GDP indicator has been unable to account for changes in the situation of a country or region 's resource consumption and environmental quality , can not fully reflect the true picture of social development criteria can not adapt to a low-carbon economy. Currently measure low-carbon economy is a very effective indicator green GDP. This paper analyzes the environmental context under China's current economic development , compared to the traditional GDP, indicates the importance and necessity of green GDP , and the current problems in the form of proposals and conducted under the future .

In response to global climate change, Canada is transitioning towards a low-carbon economy and the need for policy approaches that are effective, equitable, coordinated, and both administratively and politically feasible is high. One point is clear; the transition is intimately tied to the vast supply of ecosystem services in the boreal zone of Canada. This paper describes four contrasting futures for the boreal zone using scenario analysis, which is a transdisciplinary, participatory approach that considers alternative futures and policy implications under conditions of high uncertainty and complexity. The two critical forces shaping the four scenarios are the global economy’s energy and society’s capacity to adapt. The six drivers of change are atmospheric change, the demand for provisioning ecosystem services, the demand for nonprovisioning ecosystem services, demographics, and social values, governance and geopolitics, and industrial innovation and infrastructure. The four scenarios include: (i) the Green Path, where a low-carbon economy is coupled with high adaptive capacity; (ii) the Uphill Climb, where a low-carbon economy is instead coupled with low adaptive capacity; (iii) the Carpool Lane, where society has a strong capacity to adapt but a reliance on fossil fuels; and (iv) the Slippery Slope, where there is both a high-carbon economy and a society with low adaptive capacity. The scenarios illustrate the importance of transitioning to a low-carbon economy and the role of society’s adaptive capacity in doing so. However, they also emphasize themes like social inequality and adverse environmental outcomes arising from the push towards climate change mitigation.

Nowadays the low-carbon economic development model is becoming more and more popular all over the world. The low-carbon economy requires the reduction of the consumption of high-carbon energy and the emission of greenhouse gas, and the combination of economic development and environmental protection. So the tourist spots should also conform to the trend and set low-carbon tourism as their goals that call for energy conservation and emission reduction to build up a good mode of economic circulation. Under this background, this essay explores to put forward a set of reasonable and concise evaluation indicator system. The system tries to fully reflect low-carbon levels of the tourist spots and find out the problems. What is more, the essay can provide a theory basis for the management and the implementation of policies.

The low carbon economy development mode refers to the use of a low carbon economy related theoretical knowledge, organization economy and social activity, the traditional economic development mode is transformed into a new low carbon economy development mode. With the economic development of Hebei Province, a low carbon economy development as the guidance, and Hebei Province low carbon economy development planning as the purpose, to establish Hebei Province low carbon economy development mode structure. At the same time, the economic development of Hebei Province is carried out investigation and analysis, the original data of Hebei Province economic development uses standard data method and normal distribution, to carry out standard processing. According to the analytic hierarchy process, the combination of Hebei Province low carbon economy evaluation and index hierarchy analysis method, to carry out system evaluation for the overall carbon economy development.

In order to deal with global warming, resource depletion and environmental degradation, China must develop low-carbon economy to cope with global climate change and maintain sustainable economic development. The important step in the transfer of low-carbon economy from the theoretical stage to practical application stage is to evaluate the level of economic development of low-carbon and to study its time-space disparities. In this paper, a low-carbon economy index system is used to evaluate comprehensively low-carbon economic development in Hebei Province. The evaluation results are analyzed to verify that the results are consistent with the actual situation of low-carbon economic development by using space-time analysis method.

Due to the increase in global carbon dioxide emissions, climate change, rising sea levels and other issues have become increasingly prominent. In the three major industries, industrial emissions of carbon dioxide accounted for the largest proportion of the total emissions. Developing a low-carbon economy, especially with regard to industrial low-carbon economy, has become the only way for Chinese society to achieve sustainable development. Building a scientific evaluation system of a low-carbon economy is an essential way to assess the level of regional industrial low-carbon economy comprehensively and correctly. In this paper, we establish the Hebei low-carbon economy Evaluation System based on DSR model, according to the industrial carbon economic development in Hebei Province, using factor analysis to obtain the main factors affecting the low-carbon economy in Hebei Province, establishing extended model, then propose measures for Hebei industrial low-carbon economic development.

This paper starts from the analysis of the connotation of low-carbon economy, and establishes the evaluation index system of regional low-carbon economic development level. The main research content is to determine the index weight, judge the correlation degree and sort the decision-making units by entropy method, grey correlation analysis and TOPSIS method, and finally make a comprehensive evaluation of the low-carbon economic development level of Shandong Province. The conclusion shows that the development level of low-carbon economy in Shandong Province shows a good trend year by year, but the consumption dependence on high energy consumption resources and backward ecological benefits are increasingly becoming the bottleneck of the development of low-carbon economy in Shandong Province.
