Sign languages display the same linguistic characteristics as oral languages and utilize the same language services. Sign language processing solutions provide a communication link for persons with hearing impairments and healthy persons. Without these icons' ability to understand, deaf children experience several challenges in learning social norms and cannot meet adults to exchange knowledge. Parents find it challenging to express their messages to their deaf children and not hear their children. This paper focused on establishing Urdu sign language to reduce the communication barrier between ordinary folks and physically impaired people. The present study observed the Urdu Sign Language in deaf children. In this paper, the process of detecting Urdu sign language alphabets is proposed. All the 37 alphabets are identified by using KNN, ANN, and SVM classifiers. Through these alphabets, the teachers at schools and the parents at home can communicate efficiently with their deaf children. Histogram of Gradient technique is used for feature extraction. Urdu Alphabetic are identified. Maximum accuracy is obtained by using a KNN classifier that was 99, which is a significant contribution. Our proposed results are comparable to the state of the art techniques.

Deaf and Hard of Hearing (DHH) children need to master at least one language (spoken or signed) to reach their full potential. Providing access to a natural sign language supports this goal. Despite evidence that natural sign languages are beneficial to DHH children, many researchers and practitioners advise families to focus exclusively on spoken language. We critique the Pediatrics article ‘Early Sign Language Exposure and Cochlear Implants’ (Geers et al., 2017) as an example of research that makes unsupported claims against the inclusion of natural sign languages. We refute claims that (1) there are harmful effects of sign language and (2) that listening and spoken language are necessary for optimal development of deaf children. While practical challenges remain (and are discussed) for providing a sign language-rich environment, research evidence suggests that such challenges are worth tackling in light of natural sign languages providing a host of benefits for DHH children – especially in the prevention and reduction of language deprivation.

Deaf people, as a marginal community, may have severe problems in communicating with hearing people. Usually, they have a lot of problems even with such—for hearing people—simple tasks as understanding the written language. However, deaf people are very skilled in using a sign language, which is their native language. A sign language is a set of signs or hand gestures. A gesture in a sign language equals a word in a written language. Similarly, a sentence in a written language equals a sequence of gestures in a sign language. In the distant past deaf people were discriminated and believed to be incapable of learning and thinking independently. Only after the year 1500 were the first attempts made to educate deaf children. An important breakthrough was the realization that hearing is not a prerequisite for understanding ideas. One of the most important early educators of the deaf and the first promoter of sign language was Charles Michel De L’Epée (1712-1789) in France. He founded the fist public school for deaf people. His teachings about sign language quickly spread all over the world. Like spoken languages, different sign languages and dialects evolved around the world. According to the National Association of the Deaf, the American Sign Language (ASL) is the third most frequently used language in the United States, after English and Spanish. ASL has more than 4,400 distinct signs. The Slovenian sign language (SSL), which is used in Slovenia and also serves as a case study sign language in this chapter, contains approximately 4,000 different gestures for common words. Signs require one or both hands for signing. Facial expressions which accompany signing are also important since they can modify the basic meaning of a hand gesture. To communicate proper nouns and obscure words, sign languages employ finger spelling. Since the majority of signing is with full words, signed conversation can proceed with the same pace as spoken conversation.

The study of phonological proximity makes it possible to establish a basis for future decision-making in the treatment of sign languages. Knowing how close a set of signs are allows the interested party to decide more easily its study by clustering, as well as the teaching of the language to third parties based on similarities. In addition, it lays the foundation for strengthening disambiguation modules in automatic recognition systems. To the best of our knowledge, this is the first study of its kind for Costa Rican Sign Language (LESCO, for its Spanish acronym), and forms the basis for one of the modules of the already operational system of sign and speech editing called the International Platform for Sign Language Edition (PIELS). A database of 2665 signs, grouped into eight contexts, is used, and a comparison of similarity measures is made, using standard statistical formulas to measure their degree of correlation. This corpus will be especially useful in machine learning approaches. In this work, we have proposed an analysis of different similarity measures between signs in order to find out the phonological proximity between them. After analyzing the results obtained, we can conclude that LESCO is a sign language with high levels of phonological proximity, particularly in the orientation and location components, but they are noticeably lower in the form component. We have also concluded as an outstanding contribution of our research that automatic recognition systems can take as a basis for their first prototypes the contexts or sign domains that map to clusters with lower levels of similarity. As mentioned, the results obtained have multiple applications such as in the teaching area or the Natural Language Processing area for automatic recognition tasks.

Research has shown parallels in the development of linguistic aspects found in sign languages and spoken languages when acquired as a first language (Newport & Meier, 1985). Deaf children of deaf parents (DCDP) are exposed to sign language early and are able to acquire it effortlessly. However, only about 10% of deaf children have deaf parents. More commonly the deaf child is born into a hearing family. These hearing parents usually use a communication system in which spoken words are supported simultaneously with signs. Such a sign system differs considerably from a sign language as it is not a natural language. Deaf children of hearing parents (DCHP) come into contact with sign language when they go to a school for the deaf. Research indicates that DCHP do acquire sign language structures, but this acquisition is delayed (Knoors, 1992). In this study a description of the development of morpho-syntactic and lexical aspects of the Sign Language of the Netherlands is given. The sign language production of three DCDP is analysed every six months from 1;0 to 3;6. Furthermore, the sign language production of three DCHP at the age of 3;6 is compared with that of the DCDP at the same age. The study includes both general measures such as Mean Length of Utterance and Type/Token Ratio and aspects specific to sign languages such as the use of POINTS in two sign combinations. Recommendations will be made with respect to the improvement of observational research on language acquision of DCDP and DCHP.

Sign languages (SL) are the first language for most deaf people. Consequently, bidirectional communication among deaf and non-deaf people has always been a challenging issue. Sign language usage has increased due to inclusion policies and general public agreement, which must then become evident in information technologies, in the many facets that comprise sign language understanding and its computational treatment. In this study, we conduct a thorough systematic mapping of translation-enabling technologies for sign languages. This mapping has considered the most recommended guidelines for systematic reviews, i.e., those pertaining software engineering, since there is a need to account for interdisciplinary areas of accessibility, human computer interaction, natural language processing, and education, all of them part of ACM (Association for Computing Machinery) computing classification system directly related to software engineering. An ongoing development of a software tool called SYMPLE (SYstematic Mapping and Parallel Loading Engine) facilitated the querying and construction of a base set of candidate studies. A great diversity of topics has been studied over the last 25 years or so, but this systematic mapping allows for comfortable visualization of predominant areas, venues, top authors, and different measures of concentration and dispersion. The systematic review clearly shows a large number of classifications and subclassifications interspersed over time. This is an area of study in which there is much interest, with a basically steady level of scientific publications over the last decade, concentrated mainly in the European continent. The publications by country, nevertheless, usually favor their local sign language.

This commentary describes our perspective on transinstitutionalization as deaf teachers and researchers from different regions of Canada, and accounts for some of the ways in which transinstitutionalization manifests in the lives of deaf people, particularly in educational settings. In the present day, so-called inclusive education is often presented as the progressive alternative to institutionalization, or deaf schools. However, mainstream education in regular settings without adequate sign language support and the continuing polarization of language and identity options for deaf children are two of the main ways in which transinstitutionalization recurs for deaf children and adults and threatens the vitality of sign languages.

In the recent history of scientific endeavour with signing deaf people and the attitudes towards it of society at large, four periods can be distinguished, (1) until about 1950: signing is either a primitive, sublinguistic system or a derivation of spoken language, or a combination of the two; (2) until about 1965: it could be a language provided it shows enough parallels with the structure of languages based on speech; (3) until about 1980: no matter how one looks at it, it shows striking parallels with these real languages; (4) until now: forget the criteria for spoken languages and the parallellism; sign languages have a structure and a function sui generis and ought to be investiga-ted in their own true linguistic value. Of all the disciplins that have gone through this development in the periods mentioned, the following are the most important ones and are dealt with in some detail (1) linguistics, specifically phonology, syntax and lexicology; (2) psycholinguistics, including first language acquisition of deaf children of both deaf and hearing parents; (3) sociolinguistics, with some accent on the relation to creóle studies, the discourse analysis, and the bilingual situation of the deaf as a minority of a unique kind; (4) other disciplins, very shortly, like otology, audiology, neurology, neuropsychology and psychiatry. Finally, the following four speakers in the section on sign language research are introduced with some information on their backgrounds and interests (1) Trude Schermer, with lexicography, syntax and sociolinguistic comparison of local varieties as main interest; (2) Filip Loncke as the main representant of sign language research in Flemish Belgium whose specialty is sign phonology; (3) Rita Harder who has specialized in both hand shape phonology and initial interaction and communication between young deaf children and their hearing mothers; (4) Harry Knoors who as a psycholinguist and a teacher of the deaf combines research and teaching.

Sign Language of the Netherlands (SLN) is considered to be the native language of many prelingually deaf people in the Netherlands. Although research has provided evidence that sign languages are fully fletched natural languages, many misconceptions still abound about sign languages and deaf people. The low status of sign languages all over the world and the attitude of hearing people towards deaf people and their languages, and the resulting attitude of the deaf towards their own languages, restricted the development of these languages until recently. Due to the poor results of deaf education and the dissatisfaction amongst educators of the deaf, parents of deaf children and deaf people themselves, a change of attitude towards the function of sign language in the interaction with deaf people can be observed; many hearing people dealing with deaf people one way or the other wish to learn the sign language of the deaf community of their country. Many hearing parents of deaf children, teachers of the deaf, student-interpreters and linguists are interested in sign language and want to follow a course to improve their signing ability. In order to develop sign language courses, sign language teachers and teaching materials are needed. And precisely these are missing. This is caused by several factors. First, deaf people in general do not receive the same education as hearing people, due to their inability to learn the spoken language of their environment to such an extent, that they have access to the full eduational program. This prohibits them a.o. to become teachers in elementary and secondary schools, or to become sign language teachers. Althought they are fluent "signers", they lack the competence in the spoken language of their country to obtain a teacher's degree in their sign language. A second problem is caused by the fact, that sign languages are visual languages: no adequate system has yet been found to write down a sign language. So until now hardly any teaching materials were available. Sign language courses should be developed with the help of native signers who should be educated to become language-teachers; with their help and with the help of video-material and computer-software, it will be possible in future to teach sign languages as any other language. But in order to reach this goal, it is imperative that deaf children get a better education so that they can contribute to the emancipation of their language.

Research to date indicates a relationship between reading skills and sign language competences in G people / deaf people. These data, however, only apply to sign languages that have undergone extensive scientific analysis (e.g. American Sign Language). Currently, there are no scientific reports in Poland regarding competences in sign language and in reading in G students / deaf students. For this reason, the present study analyses the relationship between Polish Sign Language (PSL) and understanding of the text read in written Polish. The study involved 52 G students / deaf students with prelingual hearing loss in severe or profound grades I-VI in special primary schools for deaf children and adolescents. Competences at PSL were measured using the Polish Sign Language Grammar Comprehension Test, and comprehension of the text read was tested using the Reading test by Maria Grzywak-Kaczyńska. Hierarchical analysis of multivariate regression showed that competences in PSL are a variable explaining the level of understanding of the read text (in the model the first explanatory the variable was age). Therefore, it has been demonstrated that competences in PSL are relevant to learning to read in Polish among G students / deaf students. The results obtained are important for surdopedagogical practice: they draw attention to the need to improve competences in sign language and to use sign language in the process of learning to read and develop this skill.

The first 40 years of research on the neurobiology of sign languages (1960–2000) established that the same key left hemisphere brain regions support both signed and spoken languages, based primarily on evidence from signers with brain injury and at the end of the 20th century, based on evidence from emerging functional neuroimaging technologies (positron emission tomography and fMRI). Building on this earlier work, this review focuses on what we have learned about the neurobiology of sign languages in the last 15–20 years, what controversies remain unresolved, and directions for future research. Production and comprehension processes are addressed separately in order to capture whether and how output and input differences between sign and speech impact the neural substrates supporting language. In addition, the review includes aspects of language that are unique to sign languages, such as pervasive lexical iconicity, fingerspelling, linguistic facial expressions, and depictive classifier constructions. Summary sketches of the neural networks supporting sign language production and comprehension are provided with the hope that these will inspire future research as we begin to develop a more complete neurobiological model of sign language processing.
