The 4 th joint BIRNDL workshop was held at the 42nd ACM SIGIR Conference on Research and Development in Information Retrieval (SIGIR 2019) in Paris, France. BIRNDL 2019 intended to stimulate IR researchers and digital library professionals to elaborate on new approaches in natural language processing, information retrieval, scientometrics, and recommendation techniques that can advance the state-of-the-art in scholarly document understanding, analysis, and retrieval at scale. The workshop incorporated different paper sessions and the 5 th edition of the CL-SciSumm Shared Task.

The Aviation Group of the Ministry of Technology (formerly the Ministry of Aviation) is responsible for spending a large part of the country's defence budget, both in research and development on the one hand and production or procurement on the other. In addition, it has responsibilities in many non-defence fields, mainly, but not exclusively, in aerospace.Few developments have been carried out entirely within the Ministry's own Establishments; almost all have required continuous co-operation between the Ministry and Industry. In the past the methods of management and collaboration and the relative responsibilities of the Ministry and Industry have varied with time, with the type of equipment to be developed, with the size of the development project and so on. But over the past ten years there has been a growing awareness of the need to put some system into the complex business of translating a requirement into a specification and a specification into a product within reasonable bounds of time and cost.

According to the Registry of Open Access Repository Mandates and Policies (ROARMAP) only 8 research institutions from the Republic of Moldova (12%) approved an Open Access Policy (OAP). All these institutions are universities and none is a research institute or research funder, although research and development activities in the Republic of Moldova are funded basically from the state budget. The paper contains analysis of the situation regarding Open Access Institutional Policies in the Republic of Moldova. Results of a study regarding the attitude of Moldovan academia to open access to research outputs and identified problems on this issue are presented in this work. Emphasis is given to tools and information systems like Institutional Repositories (IRs) that promote open access for research outputs. The paper reveals the barriers for adoption and / or implementation of an open access policy in a research organization and provides ways for their overcoming.

Abstract A review of the literature and the state-of-the-art in research and development of miniature heat exchangers is presented in this paper. The authors provide a discussion of what makes the micro- and meso-scales important, highlight the design constraints and challenges that surface when miniaturizing a heat exchanger, and outline and discuss the outstanding practical and scientific issues in this area. Finally, the most recent advances in manufacturing processes and application of these miniature heat exchangers are covered in this article.

Recent accomplishments in the world are summarized on four levels—environment, materials, components, structure. Finally, directions of future research are also proposed.

Over a half a century ago, the power and performance of the first gas turbine engines were constrained by material limits on operating temperature. In these machines, the combustor exit temperature could not exceed the capability of the materials used to construct the turbine. Eventually, cooling was introduced into turbine components to enable turbine power and efficiency to be increased. That revolutionary step enabled gas turbines to become competitive with other heat engines for business, particularly in the rapidly expanding aviation and electrical power generation sectors. Although the first cooled turbine components may be considered crude by present standards, the underlying foundation of internal convection cooling remains the backbone for cooled turbine components today. Since its introduction, many improvements and additions to the fundamental basis of turbine component cooling have been developed. The introduction of film cooling is a prominent example. With this past research and development, turbine cooling system designs have progressed to the point where they represent the norm, rather than the exception in today’s gas turbines. Further, the confidence and robustness of these systems has been elevated to the point where the working fluid temperatures can exceed the maximum temperature of the structural materials by wide margins. In this paper, from an engineering perspective, we explore some of the significant accomplishments that have led to the current state-of-the-art in turbine cooling systems design. These systems employ a delicate balance of structural material capabilities with advanced internal and film cooling and the use of thermal barrier coatings to satisfy the goals and objectives of specific applications. At the same time, it is widely recognized that the use of cooling flows in the turbine results in parasitic losses that reduce performance. To that end, we also consider some of the specific challenges that face cooling system designers to reduce cooling flows today. Based on the research and development that has been performed to date, we consider the current status of cooling technology relative to a theoretical peak. Finally, we explore some of the hurdles that must be overcome to effectively raise the bar and realize future advancement of the state-of-the-art. The goal is to measure and separate new technologies that are merely different from those that are superior to past designs. Clearly, the identification of risk and risk reduction will play an important role in the development of future turbine cooling systems.

AbstractThis article introduces the November 2004 issue of MRS Bulletin on the state of the art in solid-state memory and storage technologies.The memory business drives hundreds of billions of dollars in sales of electronic equipment per year. The incentive for continuing on the historical track outlined by Moore's law is huge, and this challenge is driving considerable investment from governments around the world as well as in private industry and universities. The problem is this: recognizing that current approaches to semiconductor-based memory are limited, what new technologies can be introduced to continue or even accelerate the pace of complexity? The articles in this issue highlight several commercially available memories, as well as memory technologies that are still in the research and development stages. What will become apparent to the reader is the huge diversity of approaches to this problem.
