Economic activities in South Africa during the past decade have caused, inter alia, road traffic congestion to accelerate annually and road infrastructure to deteriorate rapidly. Motor vehicle sales, correlated with economic trends and the economic empowerment of citizens, have and still are increasing at a faster rate than the supply of necessary infrastructure. As such, congestion, especially in the Gauteng area, has reached unacceptable levels during peak hours, necessitating the upgrading and continual maintenance of these roads and other national roads. The financial burden of upgrading and maintaining road infrastructure is enormous and, although the South African government makes contributions, an income from the road infrastructure is necessary to sustain quality infrastructure. However, a road-user paying approach, especially the structure thereof, should be acceptable to society in terms of economic efficiency and various means of equity. This article reviews the relevance of a road-user paying approach as applied in South Africa.

Road traffic fatality is rated as one of the ten causes of death in the world and with various preventive measures on a global level, this prediction is only placed on flat terrain and didn’t reduce. Nevertheless, road users’ communication is an essential key to traffic safety. This communication, be it formal or informal between the road users is an important factor for smooth traffic flow and safety. Communication language on roads can be categorized into; formal device-based signal (formal signal), formal hand signal (formal signal), informal device-based signal (informal signal), and informal gesture-based signal (everyday signal). However, if the intent of the message conveys is not properly understood by the other road user, mistakes and errors may set in. Overall, the formal signal is based on explicit learning which occurs during the driving training and the license testing process and the informal, implicit learning occur during the actual driving process on the road unintentionally. Furthermore, since the informal signal is not a prerequisite to driving or taught in driving schools, novice drivers are clueless and thus, might have contributed to errors and mistakes which leads to traffic fatalities. Therefore, this study seeks to document the informal means of communication between drivers on South African roads. Consequently, a qualitative semi-structured interview questionnaire would be used in the collection of informal signals, which were predominantly used on South African roads from driving instructors and thereafter, a focus group of passengers’ car, commercial and truck drivers will be used to validate the availability and their understanding of these informal signals using a Likert-type scale for the confidence level. In conclusion, the information gathered from this study will help improve road safety and understanding of road users especially drivers on the necessity of communication and possible adaptation for other developing countries.

Abstract Using a case study of recently arrived Cantonese-speaking migrants, this article examines the role of guanxi in shaping Chinese newcomers’ economic activities and opportunities in South Africa. In Johannesburg, Cantonese-speaking migrants tend to be employed in restaurant and fahfee (gambling) sectors, which are partially inherited from the early generations of South African Chinese. Through narratives and stories, this article reveals that Cantonese newcomers often strengthen personal and employment relationships through the practice of guanxi, but that doing so can also constrain their employment decisions. Moreover, the ambiguous boundary between the act of bribery and the practice of guanxi may facilitate Chinese participation but can also result in the victimization of the newcomers.

Mid-tropospheric cut-off low (COL) pressure systems are linked to severe weather, heavy rainfall and extreme cold conditions over South Africa. They occur during all the above and often result in floods and snowfalls during the winter months, disrupting economic activities and causing extensive damage to infrastructure. This paper examines the evolution and circulation patterns associated with cases of severe COLs over South Africa. We evaluate the performance of the 4.4 km Unified Model (UM) which is currently used operationally by the South African Weather Service (SAWS) to simulate daily rainfall. Circulation variables and precipitation simulated by the UM were compared against European Centre for Medium-Range Weather Forecast’s (ECMWF’s) ERA Interim re-analyses and GPM precipitation at 24-hour timesteps. We present five recent severe COLs, which occurred between 2016 and 2019, that had high impact and found a higher model skill when simulating heavy precipitation during the initial stages than the dissipating stages of the systems. A key finding was that the UM simulated the precipitation differently during the different stages of development and location of the systems. This is mainly due to inaccurate placing of COL centers. Understanding the performance and limitations of the UM model in simulating COL characteristics can benefit severe weather forecasting and contribute to disaster risk reduction in South Africa.

The use of land as a trade and service area contributes greatly to the development of urban economic structures, including in the District of Kartasura. Especially Kartasura's market activity which is always developing because it is a place to fulfill primary needs. However, the existence of this market and also the trade and service activities around it are increasingly troubling due to irregularities and disrupting transportation activities around the market. Geographically, Kartasura Subdistrict is quite close to the Surakarta City area (around 10 Km), and Surakarta City has a very rapid and dense development intensity and has a limited development area, so the development of socio-economic activities tends to move towards the Kartasura Sub-District area.Close socio-economic relations with Surakarta City made Kartasura experience rapid development in the growth of new activities along the A. Yani road. Such as education, health, trade and services, industry and office activities. With the growth of new activities along the A Yani road, traffic jams often occur at peak hours. The congestion is due to the mixture between modes of transportation, trade, industry and offices.The purpose of this study is to identify the performance of the A Yani road, to determine the effect of land use on congestion that occurs. To achieve these objectives, the analysis used is quantitative calculations. By comparing the road conditions at peak and non peak hours on the A Yani road. The method used in this study is analyzing the volume of the road (V) A Yani experiencing congestion, analyzing side barriers, speed, road capacity (C) A Yani, and the level of road service (V / C) A Yani. In addition to the quantitative analysis also conduct qualitative analysis to clarify the quantitative analysis that has been done. So that what is a problem on Jalan A Yani can also be analyzed, what are the factors that cause congestion and finally show conclusions and recommendations of problems.Keywords: Land use, Traffic Congestion

  Driving under the influence is a major threat to road safety in South Africa. Various psychoactive substances (both licit and illicit) have the potential to adversely affect driving performance and increase the probability of a road traffic accident. While it is common practice in South Africa to test drivers for alcohol levels, testing for additional impairing substances (including drugs of abuse) is rarely performed. In terms of current South African legislation, only driving under the influence of alcohol and a ‘drug having a “narcotic” effect’ is prohibited. This excludes several impairing psychoactive drugs which are not classified as narcotic substances. The aim of this article is to highlight issues and/or limitations surrounding drugged driving and to propose appropriate considerations for revision of the National Road Traffic Act. We also recommend revising existing legislation to include a comprehensive statutory definition and detailed provisions for drug testing to deter impaired driving.

According to WHO, more than 300,000 pedestrian deaths were recorded globally, accounting for 22% of total road user fatalities in 2019. In 2017, Botswana pedestrian fatalities were considerably high at 32% of the total road accident fatalities recorded. This paper investigated causes, distribution, risk, and offers potential solutions to pedestrian accidents and fatalities in Botswana. Secondary data extracted from different sources were analyzed through descriptive statistics and stepwise regression modeling was performed to determine significant explanators of pedestrian fatalities. The results show that the “car” vehicle type is responsible for 55% of pedestrian collisions. There is a higher chance of pedestrian fatality when collision is with a lorry with a trailer. On the other hand, driver negligence is also blamed for 55% of pedestrian accidents. Ninety percent (90%) of pedestrian fatalities happen away from road junctions. Truck, fuel imports and nighttime accidents were identified as significant regressors for pedestrian fatalities. Overall, pedestrians are six times more likely to perish in a collision than their counterparts. Adopting sustainable road infrastructure patterns that promote pedestrian safety will foster mode split. Improving road lighting and infusing pedestrian safety into driver training curriculum, while strengthening road traffic law enforcement, will lead to improved pedestrian safety. Future studies should disaggregate pedestrian safety analysis to account for location-specific variations.

Drawing on the linguistic landscape material of modified road traffic signs in different areas of South Africa, the article illustrates how modified traffic road signs continue to have situated contextual meanings regardless of altered physical placement or content. Drawing on semiotic repurposing this article argues for an extended definition of situated semiotics that takes into account repurposed signs. A fluid interpretation of ‘situatedness' will broaden the scope of what is perceived as situated semiotics and discourage the use of delinquent categories such as ‘transgressive' semiotics for ‘out of place' semiotics.

A traffic accident, a traffic collision or crash occurs when a vehicle collides with another vehicle, pedestrian, animal, road barriers, or any stationary obstruction such as a tree or a utility pole. Traffic collisions may result in injury, death, vehicle damage and possession damage. Motor vehicle collisions cause death and disability as well as a financial burden. Traffic accidents cause many losses especially of human life, property damages, and loss of resources. Indeed, even in strife influenced countries such as Afghanistan, Libya, Pakistan, and Yemen, road traffic remains the most common cause of fatal injuries, causing between two and eight times more fatalities than war and lawful mediation. The World Health Organization (WHO) 2013 assessed the traffic casualty rate in the Eastern Mediterranean Region (EMR) to be the second most elevated rate universally after the African Region and extending a few other countries in the region. The aim of this paper was to enrich the global highway safety knowledge by revealing the catastrophic impact of traffic accidents on the economy of the societies and the safety of the common worldwide.

Background: Many libraries, archives and museums (LAMs) all over the world have begun digitising their collections, and with a good number of these institutions failing to sustain their digitisation projects because they cannot afford to, it is best to find ways to lessen the financial burden that comes with digitisation.Objectives: The aim of this study was to determine the possible benefits and challenges if LAMs in South Africa were to collaborate on digitisation efforts.Method: A mono-method qualitative study was undertaken. The objectives were addressed by making use of a literature review and by conducting non-standardised, semi-structured interviews with 21 interviewees located at different LAMs.Results: It was found that funding for digitisation projects was a major problem, while collaboration between LAMs would involve sharing the financial burden among several institutions. In addition, reasons preventing LAMs from forming collaborative partnerships for the purpose of digitisation were also identified. A lack of collaborative digitisation policies and funding, both internally and between LAMs, was found to be a major obstacle for the formation of such partnerships. In determining the relevance of the research, it was important to determine whether or not LAMs in South Africa were open to collaboration and responses to this question were positive. It can thus be concluded that the results of this study can be used to motivate and guide collaboration partnerships for the purpose of digitisation between South African LAMs.Conclusion: It was concluded that collaboration could indeed appreciably alleviate problems related to digitisation, the most prominent being the cost associated with such endeavours.
