Abstract: According to demands of curriculum 2013, assessment carried out on school should have led to increasing of higher order thinking skill. The lack of availability of questions are specifically designed to develop student’s higher order thinking skill causes students are not really proficient in solving higher order thinking skill questions. This study was research and development research purposing to determine development steps and quality of higher order thinking skill test instrument in one of high schools chemistry topic, i.e. colloid. The process of developing a higher order thinking skill test instrument used a formative research designed by Tessmer through 4 stages, namely: preliminary, self-evaluation, prototyping (expert reviews, one-to-one and small group) and field test. The data were obtained from the results of filling out validation sheets by expert reviews, questionnaires filled out by students, and test/trial of higher order thinking skill test instrument on students. The results of the development were categorically valid logically and empirically. The reliability of the test instrument was 0,65 with the high category. The item’s difficulty level was in the medium category. Six questions had good distinguishing power and one question had enough distinguishing power. The higher order thinking skill of students were in excellent, good, adequate, lacking and very poor categories respectively: 15,14%;  12,12%;  42,42%;  24,24%;  6,06%.

The purpose of this study was to analyze the theoretical quality of the subjects of Islamic Education class V SDS Budi Mulia is based on Higher Order Thinking Skill (HOTS) based on aspects of material, construction, language and based on HOTS based on Bloom's Taxonomy of cognitive domains. This research was conducted at SDS Budi Mulia Medan Tanjung Mulia Hilir District Medan North Sumatra Province and the subject and object of research are Islamic Education teacher class V and Islamic Education questions in semester I Class V. The research method used is to use a qualitative approach and use the instrument of semester I Islamic Education questions and interviews with Islamic Education teachers to theoretically analyze the quality of items based on material, construction and language aspects and based on quality analysis of HOTS-based items. The results of the study of 35 multiple choice questions obtained the following results: (1) based on the analysis of the item quality aspects of the material feasibility of 91.42% (32 questions) worth using, there are some questions that do not meet the criteria such as material that is not in accordance with the composition, answer choices which is not homogeneous and logical and the existence of questions that do not have the answer key, (2) based on the analysis of the quality of the aspects of the construction feasibility of 88.57% (31 questions) are suitable to be used, there are some questions that do not meet the criteria such as the subject still gives clues to the answer key and the length of the choice of money answers are not the same, (3) based on the analysis of items about the aspect of language worthiness of 42.85% (20 questions) worth using, there are some questions that do not meet the criteria such as using language that is not in accordance with Indonesian language rules, and the choice of answers repeat the same word / group of words, and (4) Based on an analysis of the quality of items according to the Bloom domain's taxonomy cognitive can be concluded from 35 multiple choice questions obtained that there are 17 questions (48.6%) including the LOTS questions category with details C1 (remembering) = 8 questions (22.8%), C2 (understanding) = 3 questions (8 , 7%), C3 (applying) = 6 questions (17.1%). While the rest included in the HOTS questions category, however all of them were in the C4 criteria (Analysis) = 18 questions (51.4%) while none of the questions were in C5 and C6.

The success of students is inseparable from the role of the teacher in improving their competence by forming Musyawarah Guru Mata Pelajaran (MGMP). The quality of social studies learning needs to be measured by assessments oriented to Higher Order Thinking Skills (HOTS). Social studies combines the concepts of geography, sociology, economics, and history with the application of developing nationalism, strengthening national attitudes, and being able to work together in a plural society as citizens, citizens and world citizens. MGMP of Social Studies is expected to have the ability and skills to make questions and learning assessments oriented to Higher Order Thinking Skills (HOTS) to improve the quality of assessment and is expected to improve the quality of graduate students.Keberhasilan peserta didik tidak lepas dari peran guru dalam meningkatkan kompetensinya dengan membentuk Musyawarah Guru Mata Pelajaran (MGMP). Kualitas pembelajaran IPS perlu diukur dengan penilaian yang berorientasi pada Keterampilan Berpikir Tingkat Tinggi atau Higher Order Thinking Skill (HOTS). Pembelajaran IPS memadukan konsep geografi, sosiologi, ekonomi, dan sejarah dengan penerapan mengembangkan nasionalisme, memperkokoh sikap kebangsaan, dan mampu bekerjasama dalam masyarakat majemuk selaku warga masyarakat, warga negara dan warga dunia. MGMP IPS diharapkan memiliki kemampuan dan keterampilan membuat soal serta penilaian pembelajaran yang berorientasi pada Higher Order Thinking Skill (HOTS) untuk meningkatkan kualitas penilaian dan diharapkan meningkatkan kualitas lulusan peserta didik.

Indonesian people as human resources should be prepared to globalization era in the 21st  century, therefore they have to develop their higher order thinking skill rapidly, to improve their quality. Science education has an important role to develop young generation thinking skill, that makes science teachers training needs to be improved. Three science teaching models  have been developed to increase science teacher candidates high order thinking skill, consist of Chemical Bond Model of Teaching (MPIK), Thermodynamics Model of Teaching (MPTD) and Anatomy and Physiology of Human Body Model of Teaching (MPAF). Each of the models consists of concept analysis and concept map, learning activities, teaching materials, test item. These studies show the dependency of the higher order thinking aspects and the characteristics of the subject matter in the models, including kind of concepts, width and depth of the subject matter areas. The models have been implemented and evaluated in three institutes of teacher training in Java. The findings show that the models had successfully increased the science teacher candidates way of thinking, on the whole stages of critical thinking skills, that have raised their propositional and combinatorial thinking. The impact shows that science models of learning (MPIPA) are available as new trend of science teacher training for the globalization era.Kata kunci  : model pembelajaran, berpikir tingkat tinggi, calon guru IPA

Kegiatan pengabdian kepada masyarakat ini bertujuan agar guru biologi SMA di Kabupaten Bekasi dapat terampil mengembangkan soal HOTS. Guru sebagai peserta kegiatan pelatihan yang diundang dalam kegiatan merupakan perwakilan dari anggota MGMP Biologi yang tersebar dari beberapa beberapa wilayah di Kabupaten Bekasi yang diwakili oleh guru pada masing-masing Kecamatan. Kegiatan ini diharapkan dapat memberikan manfaat kepada guru tentang pelatihan pengembangan soal HOTS yang sesuai dengan keterampilan abad 21. Model kegiatan pelatihan dilaksanakan melalui 10 (sepuluh) tahap, yaitu: (1) brain storming atau curah pendapat ceramah dan tanya jawab tentang konsep penulisan soal HOTs, (2) mengerjakan pekerjaan rumah berupa 1 soal subyektif dan 1 soal obyektif, (3) pendalaman konsep HOTs, (4) penulisan 1 soal obyektif dan 1 soal subyektif secara individual, (5) pembentukan kelompok yang terdiri dari 5-8 guru dan saling menukarkan soal, (6) masing-masing guru menelaah berdasarkan instrument yang telah disediakan, (7) kelompok memilih soal yang paling HOTs dan meranking mulai HOTs, MOTs, dan LOTs, (8) presentasi oleh masing-masing kelompok berdasarkan hasil telaahnya, (9) kelompok lain memberikan tanggapan berkaitan dengan HOTs atau tidaknya soal, (10) penguatan dari narasumber untuk masing-masing kelompok.Kata kunci: Higher order thinking skill, HOTS, guru biologi, kabupaten Bekasi.

This study is aimed at (1) analyzing reading exercises based Bloom’s taxonomy for VIII grade in English on Sky textbook. (2) Found the distribution of the lower and higher order thinking skill in reading exercises. (3) To reason for level reading exercises. After analyzed the data, the result of the data analysis also infers that the six levels of Bloom’s taxonomy in reading exercises weren’t applied totally. The creating skill doesn’t have distribution in reading exercise, and the understanding – remembering level more dominant than another levels. The distribution of the higher order thinking level was lower than the lower order thinking level and the six levels are not appropriate with the proportion for each level of education based Bloom’s taxonomy, such as the distribution of the creating level in the reading exercise must be a concern because no question that belong to the creating level. It was concluded that reading exercises in English on Sky textbook cannot improve students' critical thinking skills for VIII grade.

This research model uses several stages, namely the analysis phase, the design phase, the development stage, the implementation phase, the evaluation stage. The results showed the difference in class average between classes using media and not using monopoly media based on HOTS (Higher Order Thinking Skill). This is evidenced by the results of the t-test in which the number of t arithmetic (3,590)> ttable (1,708). So the result is effectiveness in the use of HOTS (Higher Order Thingking Skill) based animal and food material monopoly in grade IV SD 01 Kalicari.
